A RESOLUTION OF THE CARLSBAD CITY PLANNING COMMISSION GRANTING A PRE-ANNEXATIONAL CONDITIONAL USE PERMIT ON PROPERTY LOCATED SOUTHERLY OF PALOMAR AIRPORT ROAD BETWEEN A.T.& S.F. RAILROAD RIGHT OF WAY AND CARLSBAD BOULEVARD
