HomeMy WebLinkAboutCT 99-07; La Costa Fairway Villas; Tentative Map (CT) (14)X - *, Memorandum TO: Assistant Planner, Barbara Kennedy FROM: Associate Engineer, Clyde Wickham DATE: April 26, 1999 RE: CT 99 - 07 / HDP 99-05 / PUD 99 - 04: La Costa Fairway Villas Engineering Department staff has completed a review of the above-referenced project for application completeness. The application and plans submitted for this proposed project are from an Engineering standpoint considered complete. Additionally, staff has conducted a review of the project for engineering issues of concern. Engineering issues which need to be resolved or adequately addressed prior to staff making a determination on the proposed project are as follows: General: • The proposed subdivision will be responsible show that drainage is feasible as planned and that capacity is available in Gibraltar St. The street outlets must be designed to public standards. • The proposed postage stamp lots are not supported. We recommend using an "airspace" design because of the crowded units. Show a detail of the common areas and the proposed "exclusive use" areas. • The driveways, utility corridors, stairways, visitor & RV parking should all be shown as common area. • The City's sight distance corner cut-offs must be shown at both entrances to this project. Water: • The proposed sewer and water services (clean-outs and meters) should be included on sheet 1 as a typical condition. Meters and clean-outs should kept clear of driveways. Grading & Drainage: • The proposed grading note on sheet 1 and on sheet 2 must be corrected. The final design can only vary a little to be considered in substantial conformance. The proposed quantities should be checked for accuracy before committing to a design condition. • The proposed typical drainage detail should be shown. The cross section of the common access driveway should be shown. The retaining wall / parking structure should also be included in this detail. • Show trash truck access. Will a trash dumpster be used? How will a trash truck access and turn around? • Concrete surface is required for driveways over 12% steep. A profile is also required for the proposed driveway. Use vertical curves and standard "P" vehicle design to provide access without scraping or causing vehicle damage. • The City has a driveway / parking standard that restricts side slope on parking areas to 5%. This standard is to allow for drainage but to prevent doors from slamming into other car doors and to enable access to & from garages. Please review P.27 of City Standards.... for specific criteria. Attached is a red-lined check print of the proposed project for the applicants use in making the requested revisions. This check print must be returned with the project revisions to facilitate continued staff review. If you or the applicant have any questions, please contact me at extension 4353.
