AGENDA OF: January 30, 2013 Project Planner: Shannon Werneke Project Engineer: Steve Bobbett SUBJECT: SUP 12-01 – LA COSTA RESORT GOLF COURSE GRADING – Request for approval of a Floodplain Special Use Permit to renovate the south golf course at La Costa Resort & Spa, located north of La Costa Avenue and east of El Camino Real within Local Facilities Management Zone 6. I. RECOMMENDATION That the Planning Commission ADOPT Planning Commission Resolution No. 6941 APPROVING a Special Use Permit (SUP 12-01) based upon the findings and subject to the conditions contained therein. II. INTRODUCTION The proposed project is a request for approval of a Floodplain Special Use Permit (SUP) to renovate the south golf course at La Costa Resort & Spa. As designed and conditioned, the project is consistent with all applicable standards and policies and the necessary findings to approve the project can be made. III. PROJECT DESCRIPTION AND BACKGROUND La Costa Resort & Spa proposes to upgrade the south golf course, a majority of which is located in the floodplain, to current industry standards. No work is proposed within the existing San Marcos Creek or drainages which bisect the course. Specifically, the following work is proposed on the south golf course: Greens The greens will be replaced in the same approximate location, but will be increased in size and enhanced with additional grass. The work proposed will provide a smoother and larger putting surface. Bunkers The bunkers for several of the holes will be shifted and reconstructed to create more shot value for the golfer. The overall number of bunkers will be reduced to increase the ease of play, yet still provide a challenge for the avid golfer. Tees The tees will remain in the same approximate location but will be lengthened and rotated to provide different tee shots than currently exist. A forward tee will be added to create an executive golf course within the existing course, which will provide the novice golfer with an 3 SUP 12-01 – LA COSTA RESORT GOLF COURSE GRADING January 30, 2013 Page 2 opportunity to learn the game, while still providing an option for a quicker round of golf for most users. In addition, the proposed work for the tees will provide a level area of play. A total of 5,000 cubic yards of cut and fill is proposed for the grading operation, all of which will be balanced on-site (i.e., no export or import of material). Overall, the above-described renovations to the south golf course will enhance the golf experience and compliment the Champions course with a user-friendly Resort course. Surrounding land uses to the north, south, and east primarily consist of single-family and multi- family uses. The main facilities associated with La Costa Resort & Spa and the Albertson’s shopping center are located to the west. IV. ANALYSIS As portions of the south golf course are located within the floodplain, the project is subject to Carlsbad Municipal Code (CMC) Chapter 21.110, the Floodplain Management Regulations. The regulations are intended to promote the public health, safety and welfare, as well as to minimize public and private losses due to flood conditions. The project site is located within Federal Emergency Management Agency (FEMA) Special Flood Hazard Area Zone A of the Flood Insurance Rate Map (FIRM Panel No. 6073C-1035G and 6073C-1055G), dated May 16, 2012. Zone A identifies areas which are prone to inundation by a 100-year flood event (i.e., a flood event with one percent annual percent of occurring). At this time there are no threats to public or private improvements. While the overall scope of the renovation work to be completed will alter the geometry of the floodplain, the proposed work will not affect the hydraulic capacity of the existing creek and surrounding floodplain area. In addition, the base flood elevation will not be impacted. The City’s Habitat Management Plan (HMP) identifies the project site as “developed” and is not part of any standards, hardline, core, or linkage area. In addition, the project is not located in the coastal zone and, therefore, is not subject to the additional HMP standards applicable to properties located in the coastal zone. Further, the project will not impact any Growth Management facilities. V. ENVIRONMENTAL REVIEW The project is exempt from the California Environmental Quality Act (CEQA) per CEQA Guidelines Section 15301, Existing Facilities. The project involves improvements to an existing facility (i.e., golf course) and does not involve an expansion of the use.
