HomeMy WebLinkAbout2018-09-18; City Council; ; Compensation of the Members of the City Council• In 2009, the City Council approved a salary decrease of five percent. • In 2014, the City Council reviewed City Council salaries and decided not to adjust salaries at that time. • In 2015, the City Council reviewed City Council salaries and approved a 47.7% salary adjustment from $1,389 dollars per month to $2,052.17 per month based on the 5% per year increase methodology contained in the Government Code. However, the increase took place immediately upon the effective date of the ordinance. Attached please find the staff report and Ordinance from 2015 (Exhibit 1}. Because city council members vote on their own raises, the subcommittee is recommending the city adopt a standing methodology that will govern council raises going forward so as to avoid an appearance of self-interested decision making. Current Salaries The current salaries of councilmembers for the City of Carlsbad are as follows: • Mayor -$25,826.04/year, plus an additional $75 per Community Development Commission meeting (max $150 per month) and $100 per Water Board meeting (max $300/month) • City Council -$24,626.04/year, plus an additional $75 per Community Development Commission meeting (max $150 per month) and $100 per Water Board meeting (max $300/month) • The Mayor and City Council also receive a monthly vehicle allowance of $450 and $350 respectively. Subcommittee Proposal The subcommittee recommends that in order to avoid an appearance of a conflict of interest, council member raises should be tied to an objective measure not controlled by the city. The subcommittee recommends adopting language limiting future salary adjustments to no more than the increase in the San Diego Regional Consumer Price Index. Annually in January the City Council shall either adopt or permanently waive the salary increase, thereby precluding the ability to seek retroactive increases. In addition, the subcommittee recommends this ordinance be placed on the next special or general ballot to be voted on by the electors of the city of Carlsbad. If approved by a majority of voters, the city would have a community approved method for increases to council member compensation going forward. Fiscal Analysis The fiscal impact will be determined by any action taken. Any fiscal impacts will be accounted for in the budget process. September 18, 2018 Item #1 Page 2 of 13 Next Steps The City Clerk will prepare the ordinance for adoption at the next regular council meeting. Once adopted, the City Clerk will publish the ordinance or a summary of the ordinance in a newspaper of general circulation within 15 days. The ordinance will be effective 30 days following the adoption. If the City Council directs that this matter be placed on a future ballot, the City Clerk will return at a future council meeting with the appropriate resolution-s to have this matter placed on a future ballot. Environmental Evaluation (CEQA) Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review. Public Notification This item was noticed in accordance with the Ralph M. Brown Act and was available for public viewing and review at least 72 hours prior to scheduled meeting date. Exhibits 1. This additional compensation may be amended from time to time by the adoption of an ordinance amending this section. Including the $100 per month increase would increase the mayor's annual salary to $23,537. From 2009 through 2014, salaries of city staff have increased between 15 percent for management employees and 21 percent for the Carlsbad Police Officers Association employees. The Carlsbad City Employees' Association, the largest employee group at the city, has had a gross salary increase of 16 percent during this period.
