This memorandum provides the City Council with an update on the city’s response actions
related to COVID-19. This memo focuses on actions and information that are new since the last
update.
Emergency Operations Center
• Emergency Operations Center activated to support COVID-19 mitigation and
response operations and information sharing.

Parks & Recreation
• Update on senior meal program:
o Provided 932 meals during the past week to Carlsbad residents 60 or older
519 meals were delivered to residents’ homes by staff
413 meals were picked-up at the Senior Center by residents
o Total number of meals provided is a 33% increase in the average total number of
meals served before the pandemic
o Picked up boxes of donated fresh produce from the Carlsbad Strawberry
Company and re-distributed the produce through the senior meal program.
• Served as an informational resource for inquiries from the Carlsbad Chamber of
Commerce and the Carlsbad Village Association about holiday craft fair events on
private property.
• Provided the following virtual recreation offerings:
o Family Halloween Household Party – This Halloween-themed family dinner party,
complete with decorations and entertainment, launched this weekend. It is
presented through a series of videos that include step-by-step instructions on
how to set up the party, a sing-along to Halloween classics and an animated
story time.
o Healthy Rituals for Well-Being and Health, Including How to Deal with Fear – A
marriage and family therapist provided participants with various healthy
routines.
o Digital Photo & Tech Classes: All About Podcasts – Participants learned how to
access podcasts from their devices along with helpful tips.

o Lunch at the Culinary Lab Chef Kyle – Last week’s session served up eggs
benedict, hollandaise sauce, avocado toast and passionfruit yogurt. This week’s
menu features Ethiopian cuisine.
o UCSD Osher Lifelong Learning – Star-Making During Hollywood’s Golden Age:
Zero Mostel. This week’s lecture features Marilyn Monroe.
o Ask the Orthopedic Surgeon – Monthly opportunity to speak with an orthopedic
surgery specialist about sore joints or muscles, arthritis, back pain, when to see a
specialist and other issues, with one-on-one sessions on Zoom.
Communication & Engagement
• Communicated via city communication channels about the following topics related to the
COVID-19 public health emergency:
o Daily case data and status of the reopening triggers
o County’s new “North Coastal” dashboard
o State’s weekly tier announcement including San Diego County’s red tier status
o COVID-19 cases in local schools
o CDC’s updated definition of a close contact
o How to safely celebrate Halloween
o Recap of City Council presentation on how COVID-19 is affecting our local
economy and the city’s budget
o COVID-19 impact on Carlsbad business survey
o Carlsbad-based COPAN Diagnostics production of COVID-19 tests
o Anticipation of COVID-19 testing site in Carlsbad
o Carlsbad high school seniors who started a free grocery delivery business for
people at-risk
o Examples of COVID-19 symptoms and what to do if you experience them
o Where to get a flu shot
o Reminder to follow health precautions
o Leo Carrillo Ranch creepy creature event
o Cannon Art Gallery exhibit
o Virtual city programs:

• Designed and printing updated street pole banners that reinforce safely celebrating the
holidays.
