Recommended Action
Adopt resolutions appointing two members to the Carlsbad Golf Lodging Business Improvement
District Advisory Board and three members to the Carlsbad Tourism Business Improvement
District Advisory Board.
Executive Summary /Discussion
Carlsbad Golf Lodging Business Improvement District
The terms of Carlsbad Golf Lodging Business Improvement District Advisory Board Members
Robert Rauch and Tate Stull expired and they are eligible for reappointment. The City Clerk’s
Office has received letters from the following hotel managers or owners wishing to be
reappointed to serve on the Advisory Board (Exhibit 4):
•Robert Rauch, Carlsbad by the Sea Hotel
•Tate Stull, The Crossings at Carlsbad
City of Carlsbad Resolution No. 2012-260 states that members of the Carlsbad Golf Lodging
Business Improvement District Advisory Board are to be represented by member hotels and
one Carlsbad golf course establishment. Resolution No. 2012-221 states that the Advisory
Board members shall be appointed by the City Council.
Other members of the Carlsbad Golf Lodging Business Improvement District Advisory Board are:
Member Hotel or golf establishment
Geoff Gray Park Hyatt Aviara Resort, Golf Club & Spa
Brian Hughes Omni La Costa Resort & Spa
Timothy Stripe Grand Pacific Resorts
Advisory Board members are subject to the provisions of the California Political Reform Act, and
must file statements of economic interest.

Carlsbad Tourism Business Improvement District Board
The terms of Carlsbad Tourism Business Improvement District Advisory Board Members Robert
Rauch and Randall Chapin expired and they are eligible for reappointment. There has also been
an additional vacancy for quite some time due to the lack of interest by any other hotel
property. Hector Becerra is now interested in filling the vacancy. The City Clerk’s Office has
received letters from the following hotel managers or owners wishing to be appointed or
reappointed to serve on the Advisory Board (Exhibit 4):
• Robert Rauch, Carlsbad by the Sea Hotel
• Randall Chapin, Carlsbad Inn Beach Resort
• Hector Becerra, Best Western Carlsbad by the Sea
Resolution No. 2005-332 states that members of the Carlsbad Tourism Business Improvement
District Advisory Board shall contain members representing the largest hotel businesses within
the city on a permanent basis and to have other members representing other beneficiaries
within the District on a rotating basis.

Advisory Board members are subject to the provisions of the California Political Reform Act, and
must file statements of economic interest.
Board and commission vacancies
The Maddy Act (California Government Code Section 54970-54974) requires that on or before
December 31 of each year the legislative body shall prepare a local appointments list that
contains the appointive terms of board and commission members that will expire in the next
calendar year. The name of the incumbent appointee, the date of appointment and the term
expiration date is also included on the list. Based on the prepared list, the City Clerk’s Office
accepts applications for any upcoming vacancies. These applications are available on the city’s
website and in the City Clerk’s Office.

Next Steps
Following the appointments to the Carlsbad Golf Lodging Business Improvement District
Advisory Board and the Carlsbad Tourism Business Improvement District Advisory Board, the
City Clerk’s Office will update the commission roster and coordinate the oaths of office and the
filing of the appointees’ statements of economic interest and ethics training certificates.

This action does not constitute a “project” within the meaning of the California Environmental
Quality Act under California Public Resources Code Section 21065 in that it has no potential to
cause either a direct physical change in the environment or a reasonably foreseeable indirect
physical change in the environment and therefore does not require environmental review.

Public notice of this item was posted in keeping with the Ralph M. Brown Act and it was
available for public viewing and review at least 72 hours before the scheduled meeting date.

CALIFORNIA, APPOINTING TWO MEMBERS TO THE CARLSBAD GOLF
LODGING BUSINESS IMPROVEMENT DISTRICT ADVISORY BOARD
WHEREAS, the terms of Robert Rauch and Tate Stull on the Carlsbad Golf Lodging Business
Improvement District (CGLBID) Advisory Board expired and they are both eligible for reappointment;
and
WHEREAS, the CGLBID Advisory Board has two scheduled vacancies for a term ending in January
2025; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1.That the above recitations are true and correct.
