That the City Council adopt:
1.A resolution approving the Parks & Recreation Commission Work Plan for fiscal year
2020-21
2.A resolution approving the Senior Commission Work Plan for fiscal year 2020-21
3.A resolution approving the Beach Preservation Commission Work Plan for fiscal year
2020-21
Executive Summary /Discussion
Carlsbad Municipal Code Section 2.15.020 (C) requires that each board, or commission provide
to the City Council for its approval an annual work plan of activities to be undertaken.
The Parks & Recreation Commission approved its work plan for fiscal year 2020-21 Nov. 16,
2020, the Senior Commission approved its work plan for fiscal year 2020-21 on Nov. 5, 2020,
and the Beach Preservation Commission approved its work plan for fiscal year 2020-21 Dec. 1,
2020. All three commissions also recommended that the City Council approve their work plans.
Discussion
In 2018, the City Council revised the Carlsbad Municipal Code to create uniform policies and
procedures related to boards and commissions, requiring each board or commission to provide
the City Council for its approval an annual work plan of activities to be undertaken.
The work plan includes the commission’s mission statement, its composition and its annual
goals and tasks. Some of the goals and tasks within the work plan are multi-year efforts that
will carry over into future years. The purpose of the work plan is to encourage increased
dialogue between the commission and the City Council. The intent is to ensure that each
commission is working in line with the priorities of the City Council.
The Parks & Recreation Department supports three commissions, the Parks & Recreation
Commission, the Senior Commission and the Beach Preservation Commission.

Parks & Recreation Commission
On Jan. 14, 2020, the City Council adopted resolution No. 2020-011, approving the Parks &
Recreation Commission Work Plan for fiscal year 2019-20. Since that date, six of the 10
regularly scheduled Parks & Recreation Commission meetings were held. The other regularly
scheduled meetings were canceled due to non-actionable agenda items and impacts from the
COVID-19 pandemic. At the regularly scheduled meetings of Oct. 19 and Nov. 16, 2020, the
Parks & Recreation Commission reviewed the existing annual work plan and discussed the
opportunity for making changes to the content.
As a result of that review and discussion, the commission decided against making changes to
work plan’s mission statement, composition and goals and tasks. On Nov. 16, 2020, the Parks &
Recreation Commission approved its work plan for fiscal year 2020-21 (Exhibit 1, Attachment A)
and recommended approval by the City Council.
Senior Commission
On Jan. 14, 2020, the City Council adopted resolution No. 2020-010, approving the Senior
Commission Work Plan for fiscal year 2019-20. Since that date, three of the nine regularly
scheduled Senior Commission meetings were held. The other regularly scheduled meetings
were canceled due to non-actionable agenda items and impacts from the COVID-19 pandemic,
or a lack of a quorum of the commissioners available. At the regularly scheduled meeting of
Nov. 5, 2020, the Senior Commission reviewed the existing annual work plan and discussed the
opportunity for making changes to the content.
As a result of that review and discussion, the commission decided against making changes to
the work plan’s mission statement and composition. The commission did decide to make a
change to one task of one goal, by adding a distinction of two age ranges for the marketing of
services to seniors. On Nov. 5, 2020, the Senior Commission approved its work plan for fiscal
year 2020-21 (Exhibit 2, Attachment A) and recommended approval by the City Council.
Beach Preservation Commission
On Jan. 14, 2020, the City Council adopted resolution No. 2020-009, renaming the Beach
Preservation Committee to Beach Preservation Commission and approving the Beach
Preservation Commission Work Plan for fiscal year 2019-20. Since that date, three of the six
regularly scheduled Beach Preservation Commission meetings were held. The other regularly
scheduled meetings were canceled due to non-actionable agenda items and impacts from the
COVID-19 pandemic. At the regularly scheduled meetings of Oct. 4 and Dec. 1, 2020, the Beach
Preservation Commission reviewed the existing annual work plan and discussed the
opportunity for making changes to the content.
As a result of that review and discussion, the commission decided against making changes to
the work plan’s mission and composition. The commission did decide to make changes to the
goals and tasks, by:
(a) Using a written perspective felt to be more representative of the commissioners
(b) Refining existing tasks for greater specificity and adding new tasks related to periodic
monitoring and touring of Carlsbad Beaches and surrounding areas to assess physical
conditions, usage factors and safety considerations

(c) Adding a new goal to routinely report out the progress of completing the goals and tasks
of the work plan during commission meetings.
On Dec. 1, 2020, the Beach Preservation Commission approved its work plan for fiscal year
2020-21 (Exhibit 3, Attachment A) and recommended approval by the City Council.
Fiscal Analysis
There is no direct fiscal impact associated with approving these work plans.
Next Steps
Agendas for the respective commission meetings will be developed consistent with the
approved work plans.
Environmental Evaluation (CEQA)
This action does not constitute a “project” within the meaning of the California Environmental
Quality Act under Public Resources Code section 21065 in that it has no potential to cause
either a direct physical change in the environment or a reasonably foreseeable indirect physical
change in the environment and therefore does not require environmental review.
Public Notification and Outreach
Public notice of this item was posted in keeping with the Ralph M. Brown Act and it was
available for public viewing and review at least 72 hours before the scheduled meeting date.

Parks & Recreation Commission Work Plan
Fiscal Year 2020-21
I.Mission Statement
The Mission of the Parks & Recreation Commission is to promote community health and wellness
while supporting a culture that embraces change and continuous improvement.
II.Composition
Consistent with Chapter 2.36 of the Carlsbad Municipal Code, the Parks & Recreation Commission
shall consist of seven members appointed by the mayor with the approval of the city council.
Members shall serve four-year terms. The Parks & Recreation Commission shall have the power,
and it shall be the duty of the commission, to make recommendations to the city council and to
advise the council in matters pertaining to the creation, operation, maintenance, management
and control of community recreation programs, of playgrounds and indoor and outdoor
recreations, activities and facilities. Further, it shall be the duty of the commission to advise and
make recommendations to the city council on matters pertaining to planting, trimming, pruning,
and care of all trees, shrubs or plants and to the removal of all objectionable trees, shrubs and
plants in and upon any park of the city. The parks and recreation commission shall have the
additional power, and it shall be the duty of the commission to review tree-related issues and to
determine the needs of the city with respect to its tree planting, replacement, maintenance and
preservation programs.
The commission will also make recommendations to the city council on policies, regulations or
ordinances pertaining to the care and protection of public trees and the selection of specific
species of trees for designation along city streets, including the development of a community
forest management plan for the city. In addition, in accordance with Section 11.12.150 of the
municipal code, the Parks & Recreation Commission shall hear appeals from decisions of the city
manager acting through the parks and recreation director or designee, regarding the planting or
removal of street trees.
III.FY 2020-21 Goals & Tasks

Senior Commission Work Plan
Fiscal Year 2020-2021
I.Mission Statement
The Mission of the Senior Commission is to champion an age-inclusive environment that
promotes wellness, vitality and education that leads to a vibrant quality of life.
II.Composition
Consistent with Chapter 2.38 of the Carlsbad Municipal Code, the Senior Commission shall consist
of five members appointed by the mayor with the approval of the city council. Members shall
serve four-year terms. The Senior Commission shall have the responsibility to make
recommendations to the city council and to advise the city council on the special needs and
concerns of seniors, including the creation, operation, maintenance, management and control of
senior programs, activities and facilities. The Senior Commission shall be authorized to and may
receive donations, gifts, legacies, endowments or bequests made to the city or to the commission
for or on behalf of the city. All donations, gifts, legacies, endowments or bequests so received by
the commission shall be turned over to the city treasurer and shall be kept in a special fund to be
designated as the senior fund. All moneys in the fund shall be used for promotion, supervision
and operation of senior programs. No moneys in the fund shall be spent without prior council
authorization.
III.FY 2020-2021 Goals & Tasks
The Senior Commission will focus on the following FY 2020-21 Goals and Tasks:

Beach Preservation Commission Work Plan
Fiscal Year 2020-2021
I.Mission Statement
The Mission of the City of Carlsbad Beach Preservation Commission is to advise the City
Council and the City Manager on matters related to erosion prevention and
protection/enhancement of the Carlsbad shoreline (e.g., littoral cells, sea level rise
et.al.), and to study the best means to maintain beaches for the safety and optimum
enjoyment of the public.
II.Composition
Consistent with City Council Resolution Nos. 93-178 and 2003-120, the Beach
Preservation Commission shall be an advisory commission to the City Council and the
City Manager, and its seven members shall be appointed Carlsbad residents. The
Commission shall investigate and report on topics or studies related to beach erosion as
directed by the City Council and City Manager. Commission Members shall serve on a
volunteer basis, on staggered terms. Commission Members are expected to attend all
meetings, held at dates/times set by the Commission or requested by the City Council or
City Manager. The Commission shall be standing, but subject to termination by the City
Council if it deems the existence of the Commission is no longer necessary to the City.
The Commission name was changed from its original ‘Beach Erosion’ to ‘Beach
Preservation’, based on the nature of coastal awareness shifting from strictly evaluating
the effects of coastal erosion to a more encompassing view of shoreline preservation.
III.FY 2020-2021 Goals & Tasks
The Beach Preservation Commission will focus on the following FY 2020-2021
Goals/Tasks:

1.Gain a better understanding of local shoreline preservation and beach nourishment
projects.
a.Study and investigate coastal erosion impacts to Carlsbad beaches through
understanding of coastal processes and terminology, including:

- Disruption of natural sand supply and sediment flow
- High intensity storms and potential flooding
- Hard stabilization structures or “coastal armoring”
- Sand replenishment/beach nourishment
- Living shorelines, shoreline buffers

b. Review informational documents for current and future Commission
Members, with items to include:
- Map of the City of Carlsbad beaches and jurisdictions (i.e. State
California beaches and City of Carlsbad beaches)
- Beach Preservation Resolutions outlining duties of Beach
Preservation Commission
- Minutes and information from regional planning partners such as
SANDAG’s Shoreline Preservation Working Group
- City of Carlsbad Draft Local Coastal Plan
- Definitions of terms and items, including but not limited to, listed in
the Task above

2. Encourage private and public representatives to be engaged and work together on
protection and enhancement of local beaches.
a. Upon notice from the City of Carlsbad that it is safe to do so, schedule and
carry-out plans drawn up by the Beach Preservation Commission Ad Hoc
Committee for a beach clean-up event in the northern beaches of the City of
Carlsbad.
b. Receive updates from representatives from the three lagoon foundations in
Carlsbad (Agua Hedionda, Batiquitos, and Buena Vista Lagoons).
c. Receive updates from the California State Parks and Recreation Department
on local erosion issues, prevention efforts, and any beach access
improvements to our local beaches.
d. Upon receipt of updates from local jurisdictions (i.e. lagoon foundation,
SANDAG, State Parks, California Fish and Wildlife, etc.), prepare comments as
a Commission to submit to the City Council regarding any comments or
concerns determined to be of interest to the Council.
3. Participate in outreach opportunities related to protection and enhancement of
local beaches.
a. Look for opportunities to engage the citizens and school children of the City
of Carlsbad in stewardship of our coastline through events such as annual
beach cleanups to encourage efforts to keep our beaches clean throughout
the year.

b. Work with other city departments to encourage outreach for the citizens of
Carlsbad to educate them on potential impacts to the City of Carlsbad on
erosion impacts and sea level rise as shown in the City of Carlsbad Local
Coastal Plan.
c. Observe and monitor local beaches and tidepools for issues contributing to
degradation of beaches including feeding squirrels and other wildlife, pet
waste issues, and trash.
d. Make periodic tours of all Carlsbad beaches to assess physical conditions,
usage factors and safety considerations for the beaches and potentially
impacted surrounding areas.
- Resulting issues requiring action shall be reported to city staff.
4. Tri-annually report out the progress on completing the Goals & Tasks of the Beach
Preservation Commission’s Work Plan.
a. Participate in the review of these goals and tasks during an agenda item
scheduled every other meeting of the Beach Preservation Commission.

related to erosion prevention and protection/enhancement
of the Carlsbad shoreline (e.g., littoral cells, sea level rise
et.al.), and to study the best means to maintain beaches for
the safety and optimum enjoyment of the public
