A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING THE SENIOR COMMISSION WORK PLAN FOR
FISCAL YEAR 2020-21
WHEREAS, Chapter 2.15 of the Carlsbad Municipal Code (CMC) requires that each board or
commission provide to the City Council for its approval an annual work plan of activities to be
undertaken by the board or commission; and
WHEREAS, the work plan includes the commission's mission statement, its composition and its
annual goals and tasks; and
WHEREAS, on Jan. 14, 2020, the City Council adopted resolution No. 2020-010, approving the
Senior Commission Work Plan for fiscal year 2019-20; and
WHEREAS, since that date, three of the eight regularly scheduled Senior Commission meetings
were held. The other regularly scheduled meetings were canceled due to non-actionable agenda items
and impacts from the COVID-19 pandemic, or a lack of a quorum of the commissioners available; and
WHEREAS, at the regularly scheduled meeting of Nov. 5, 2020, the Senior Commission reviewed
the existing annual work plan and discussed the opportunity for making changes to the content; and
WHEREAS, the commission decided against making changes to work plan's mission statement
and composition; and
WHEREAS, the commission did decide to make a change to one task of one goal, by adding a
distinction of two age ranges for the marketing of services to seniors; and
WHEREAS, on Nov. 16, 2020, the Senior Commission approved its work plan for fiscal year 2020-
21 and recommended approval by the City Council.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1.That the above recitations are true and correct.
2.That the City Council of the City of Carlsbad approves the Senior Commission Work Plan
for FY 2020-21, attached hereto as Attachment A.

Carlsbad on the 19th day of January, 2021, by the following vote, to wit:

Senior Commission Work Plan
Fiscal Year 2020-2021
I.Mission Statement
The Mission of the Senior Commission is to champion an age-inclusive environment that
promotes wellness, vitality and education that leads to a vibrant quality of life.
II.Composition
Consistent with Chapter 2.38 of the Carlsbad Municipal Code, the Senior Commission shall consist
of five members appointed by the mayor with the approval of the city council. Members shall
serve four-year terms. The Senior Commission shall have the responsibility to make
recommendations to the city council and to advise the city council on the special needs and
concerns of seniors, including the creation, operation, maintenance, management and control of
senior programs, activities and facilities. The Senior Commission shall be authorized to and may
receive donations, gifts, legacies, endowments or bequests made to the city or to the commission
for or on behalf of the city. All donations, gifts, legacies, endowments or bequests so received by
the commission shall be turned over to the city treasurer and shall be kept in a special fund to be
designated as the senior fund. All moneys in the fund shall be used for promotion, supervision
and operation of senior programs. No moneys in the fund shall be spent without prior council
authorization.
III.FY 2020-2021 Goals & Tasks
The Senior Commission will focus on the following FY 2020-21 Goals and Tasks:

1.Determine the needs of Adults 50+.
a.Needs Assessment/Master Plan
b.Formal annual assessment and feedback loop
c.Informal feedback from staff and volunteers throughout the year
2.Support the City of Carlsbad Age-Friendly initiative.
a.Promote with City of Carlsbad communication tools
b.Align with internal and external organizations

3. Create Adult 50+ opportunities and collaborations beyond the Senior Center.
a. Public sites to include parks, community centers and libraries
b. Private locations such as theaters and senior communities
c. Educate through universities, hospitals, nonprofits and other organizations, utilizing
technology tools
4. Increase social inclusion, enhance connectivity and minimize isolation.
a. Foster technology friendly experiences
b. Offer intergenerational programs
c. Increase transportation to senior services
d. Market adult 50-65 and 66-older services
