Adopt-A-Senior Program
City of Carlsbad Senior Center staff brightened the holidays by delivering special gifts to all seniors registered for
the senior nutrition program that were donated by many generous city staff members. Click to view Facebook

43,000 Senior Meals Served
On Jan. 19, 2021, staff provided the 43,000th meal in our senior lunch program since the beginning of the
COVID-19 public health emergency. When the COVID-19 stay at home order began, staff had to shut down in-
person dining at the Senior Center. Instead, staff arranged to have senior lunches packed for pick-up and
delivery. These meals are provided through the County of San Diego’s Aging and Independent Services senior
nutrition program. To meet the increased demand for meals during the public health emergency, the
department has redeployed numerous staff.
New State Guidance for Sports – Singles Pickleball Play Only
On Dec. 14, 2020, the state issued new guidance for sports. The only immediate change affecting Carlsbad was
related to pickleball. Sports are grouped into different categories according to risk of COVID-19 spread, with
guidance to reduce that risk. Under the state’s purple tier, only singles pickleball play is allowed. Previously,
neither the state nor the county had provided specific guidance related to pickleball, but we had opted to keep
two of the six courts closed to allow for greater physical distancing opportunities. On Dec. 17, 2020, the two
courts at Poinsettia Park were reopened that had remained closed, so all six are now available – but for singles
play only. Notification signs were posted throughout the complex and park monitors continue to educate non-
compliant players, and contact Police dispatch if efforts are unsuccessful.
Virtual Activities and Events
Our “Play@Home” campaign is still going strong, with new virtual activities and events for kids and adults being
added weekly. So far, our analytics show that hundreds and in some cases thousands of residents are taking
advantage of this site.
•Virtual Preschool
o Preschoolers are attending their own Zoom ‘meetings’ Monday through Friday in five different
sessions from Kruger House to enjoy and engage in virtual classes filled with creative fun.
•Successful Aging in Place: The Master Plan
o This month’s family-focused educational program discussed what aging in place means and
aspects to consider including housing, health & medical, financial resources, transportation
options and community & social access.
•Teens Teach Tech
o High school students provided guidance to seniors on their various technology needs in this
intergenerational program in partnership with Pacific Ridge High School.
•Lunch at the Culinary Lab
o Chef Kyle Dixon prepared delicious Belgian cuisine. This week’s Culinary Lab features Vegan Eats
(part two).

•Ask the Orthopedic Surgeon
o An opportunity to speak one on one with Dr. Joel Heiser, an orthopedic surgery specialist, about
sore joints or muscles, arthritis, back pain, when to see a specialist, etc.
•Morningstar Investing Know-How
o The bimonthly presentations on top Morningstar articles and various special investing topics
resumes this month with a presentation on Mutual Fund Investing Basics.
•YouTube – Essentials
o Instructor Mike McMahon presents the amazing world of YouTube and the variety of content
available on this video-sharing platform.
•Carlsbad Tech Users Group
o A discussion group made up of participants with technical backgrounds ranging from beginners
to professionals, discussing anything from computers to smart homes.
•YouTube – Extra Features
o Instructor Mike McMahon returns to discuss the advanced features of YouTube including how to
post videos and live broadcasts via YouTube Live.

Poinsettia Community Park Phase IV Dog Park, Parking Lot and Restroom
On Dec. 10, 2019 City Council adopted an amendment to the Poinsettia Community Park Master Plan, reflecting
a new location for the dog park, as well as the addition of an adjacent parking lot and restroom. Staff worked
with the design firm to prepare the construction documents and plans/specifications for the Phase IV (Dog Park)
Improvements Project. On Jan. 12, 2021, the City Council approved the plans/specifications and authorized the
project for public bidding. The project is currently publicly advertised for bids and bids are due on Feb. 23, 2021.
Village H South Status
On Nov. 3, 2020, the City Council awarded a professional services agreement to Schmidt Design Group to
develop the design, prepare environmental and construction documents and perform construction
administration during the Village H South Off Leash Dog Area and Trail Connection Project. A kick off meeting
with staff and the consultants was held on Nov. 18, 2020. A site visit was held on Dec. 2, 2020 and the
consultants are moving forward with the beginning phases of the project.
Calavera Hills Community Park Gateway Improvement Project
On Aug. 27, 2020 the Calavera Hills Community Park Gateway Improvement Project was re-advertised for bids
and bids were due on Oct. 13, 2020. A total of 13 bids were received and after careful review of the bids, Land
Forms Landscape Construction was determined to be the lowest responsive and responsible bidder. A
construction contract was awarded at the City Council meeting of Dec. 8, 2020. A Notice to Proceed on the
project was issued and a pre-construction meeting was held on Jan. 19, 2021. The project is expected to be
complete in Fall 2021.
Hub Park – South Shore Agua Hedionda Lagoon Trail
On May 19, 2020, the City Council awarded a professional services agreement to Dudek for design services for
the south shore Agua Hedionda Lagoon (Hub Park) Trail Project. Since the award of contract, staff has held a
project kick-off meeting and visited the site with the Dudek team. The project team has developed a conceptual
trail alignment design that incorporates the opportunities and constraints of the property. The design has been
reviewed by staff and has been forwarded to SDG&E for their review and comment.
LED Lighting Project
In August 2016, the city retained Kleinfelder, Inc. to document, global positioning system locate and perform a
condition assessment of the city’s parks and facilities lights within pathways and parking lots. Kleinfelder located
and assessed more than 850 light fixtures in total and rated/ranked the condition of the light poles and
foundations. As a result of that assessment, Parks & Recreation staff identified three locations - Calavera Hills,
Poinsettia and Stagecoach Community Parks - for upgrading all pathway and parking lot light fixtures, from
incandescent bulb type or fluorescent bulb type fixtures, to light-emitting diode bulb type fixtures. Additionally,
based on the data obtained from the assessment, it was determined the project needed to include replacing any
deteriorating light poles and foundations. On May 2, 2018, the city executed a professional services agreement
with Schmidt Design Group to develop the construction documents, plans and specifications for these lighting
upgrades. On Dec. 8, 2020, the City Council approved the plans and specifications and authorized the project for
public bidding. On Jan. 19, 2021, five bids were received. Staff plans on returning to the City Council on Feb. 23,
2021 for award of a construction contract on this project.
Buena Vista Reservoir Park Project
The site of the former Buena Vista Reservoir will be turned into a small park as part of a set of agreements
approved by the Carlsbad City Council in March 2017. The new park will be approximately three acres and will
include the following amenities: the existing water tank as a monument/entry sign, children's playground, loop
trail around park, picnic areas with shade, ornamental landscaping, benches throughout the park and 11 new
parallel parking spaces.
The park is being constructed by Lennar Homes and they have contracted with Brightview Landscape for the
majority of the construction work. Construction began on the site as of Nov. 9, 2020, and continues to move
forward. The park is expected to be complete in the spring of 2021.
