SUBJECT: GPA 2019-0003 (PUB 2019-0009) – OVERVIEW OF DRAFT 2021-2029 HOUSING ELEMENT
–An informational presentation overviewing the draft General Plan Housing Element,
recently released for state and public review. The draft document would provide
Carlsbad’s housing strategy for the upcoming 2021-2029 housing cycle. Pursuant to
Public Resources Code Section 21065, receiving this report does not constitute a “project”
within the meaning of CEQA in that it has no potential to cause either a direct physical
change in the environment, or a reasonably foreseeable indirect physical change in the
environment, and therefore, does not require environmental review.
I.RECOMMENDATION
That the Planning Commission receive an informational report overviewing the draft General Plan 2021-
2029 Housing Element.
II.PROJECT DESCRIPTION AND BACKGROUND
As required under state law, the city is updating its General Plan Housing Element. When adopted, the
Housing Element will provide Carlsbad with a coordinated and comprehensive housing strategy. This
strategy will promote the production of safe, decent and affordable housing for varying income levels
within the community for the next eight years, from April 2021 through April 2029.
In December 2020, the city submitted a draft Housing Element to the state Department of Housing and
Community Development for its review. Early this month, the city released the draft for public comment.
Staff anticipates the Planning Commission will hold a public hearing to consider a recommendation on the
draft in early March. Hearings will also be held before the Housing Commission and ultimately the City
Council. The City Council must adopt an updated element by April 15, 2021.
The purpose of this report is to provide the Planning Commission with an overview of the recently released
draft to aid the Commission’s upcoming review.

III.ENVIRONMENTAL REVIEW
Pursuant to Public Resources Code Section 21065, this action does not constitute a “project” within the
