Re: Coronavirus Response Update 122
This memorandum provides the City Council with an update on the city’s response actions
related to COVID-19. This memo focuses on actions and information that are new since the last
update.
Emergency Operations Center
• Emergency Operations Center activated to support COVID-19 mitigation and
response operations and information sharing.
• EOC is providing support to Operation Collaboration.
• Carlsbad CERT is providing support to the Operation Collaboration vaccination
dispensing location.
• Carlsbad Rotary to distribute face masks at Sculpture Park on Saturday from 10 a.m. to 2
p.m.
• EOC staff, with help from staff research librarians and CERT, are conducting advance
planning for anticipated COVID-19 UK variant surge.

• Carlsbad again has the lowest rates of confirmed cases of COVID-19 as a percent of
population in local cities with 50,000 or more residents. Carlsbad’s rate is 3.43%,
slightly lower than the 3.51% rate reported in Encinitas.

Fire Department
• Yesterday was our first day of community vaccinations of the approved phases and
tiers at our local dispensing site.
• 210 total were vaccinated
• 140 of the vaccines were the Pfizer version, 70 were Moderna’s

• Winter Reading Challenge – The Carlsbad City Library challenged the Carlsbad
community to read for at least 75,000 minutes during the month of January.
Participants who registered and logged at least four hours of reading earned a Subway
food voucher. The Carlsbad community read for 91,217 minutes, beating the reading
goal by 21.6%. During the Challenge, 347 people registered, and 118 rewards have
been picked-up via curbside service as of Feb. 1.
Parks & Recreation
• Resumed full menu service for outdoor dining only at The Canyons Restaurant of The
Crossings at Carlsbad Municipal Golf Course.
• Update on senior meal program:
o During the past week, provided 861 meals to Carlsbad residents 60 or older.
▪ 498 meals were delivered to residents’ homes by staff
▪ 363 meals were picked-up at the Senior Center by residents

o Total number of meals provided represents a 23% increase in the average total
number of meals provided before the pandemic.
o Picked up boxes of donated fresh produce from the Carlsbad Strawberry
Company and re-distributed the produce through the senior meal program.
• Provided the following virtual recreation programs:
o YouTube Extra Features - Advanced features including how to post videos, video
viewing settings and live broadcasts via YouTube Live.
o Lunch at the Culinary Lab - Featured cranberry orange and Matcha muffins.
o UCSD Osher Lifelong Learning - lecture on San Diego Neighborhoods: Hillcrest
o Morningstar Investing Know-How - Special investing topics covered the latest
news articles
Communication & Engagement
• Communicated via city communication channels about the following topics related to the
COVID-19 public health emergency:
o Operation Collaboration with the county and regional fire agencies, available
vaccine appointments
o Who is eligible in vaccination tiers
o Vaccine updates including:
