This memorandum provides information related to North County Transit District's (NCTD) proposal
to revitalize and repurpose the parking lots that serve their Carlsbad Village and Poinsettia
Stations.
Background
NCTD is preparing to advance efforts, in coordination with the City of Carlsbad, to redevelop the
Carlsbad Village Station (CVS) and possibly the Poinsettia Station, should conditions allow for
redevelopment. The CVS includes 8.9 developable acres on a total 13.89-acre site located in
downtown Carlsbad. The CVS site includes 435 existing parking spaces. Poinsettia Station (PS)
consists of 5.81 acres and has 341 existing parking spaces. The objectives for the redevelopment
of the CVS and PS sites are as follows:
• Maximize the use of NCTD'~ assets by generating a long-term revenue stream for NCTD.
• Replacement of the existing parking for transit patrons.
• Improve the overall transit rider's experience by providing amenities that also complement
the City of Carlsbad's long-term planning objectives.
• Contribute to regional housing needs by facilitating the construction of market rate and
affordable housing units.
NCTD staff is in the very early stages of project due diligence and over the past few months have
been engaging city staff to learn more about the Village and Barrio Master Plan requirements and
the city's housing obligations under the Housing Element Update.
Discussion
To support the potential advancement of the CVS and PS redevelopment, NCTD has prepared a
draft scope of work for their on-call Real Estate Services provider CBRE, Inc. (CBRE). In short, CBRE
will be tasked with developing a technical report that will include a highest and best use analysis,
identification of potential issues for development, possible site schematics, and parking structure
feasibility. CBRE will also be tasked with developing a draft Request for Proposals that will be

released to gather proposals from prospective developers to redevelop the NCTD properties,
based on the technical report findings.
Next Steps
On March 18, 2021, NCTD staff will present the above referenced scope of work and associated
funding request to the NCTD Board of Directors for consideration. Attachment A is a copy of their
PowerPoint presentation. NCTD staff has also requested that a presentation before the City
Council be held prior to that time. City staff is workingwith NCTD and the City Clerk's Office to
secure a mutually agreed upon date. ·
