Recommended Action
Adopt a resolution authorizing the executive manager to accept the Metropolitan Water
District Member Agency Administered Program fiscal year 2021-22 grant funding.
Executive Summary/Discussion
The Metropolitan Water District has accepted proposals for Member Agency Administered
Program grant funding that is available for water use efficiency programs. The Carlsbad
Municipal Water District applied for funding to pay for a portion of the costs to implement a
non-quantifiable project. Non-quantifiable projects do not require direct water savings but
should provide value to the region. CMWD was awarded $15,000 from the program FY 2021-22
grant funding to generate informational welcome brochures for new water customers.
Using the $15,000 in grant funds, CMWD staff will work with the Communication &
Engagement Department to create and print brochures which will then be sent to new single-
family residential water customers. The brochures will provide information on water
conservation resources, history of CMWD, where customers’ water comes from, utility rates,
how to read utility bills and important phone numbers.
The Metropolitan Water District’s Member Agency Administered Program grant funding allows
the San Diego region to establish new water use efficiency programs and continue existing
ones.
The purpose of this grant is to promote:
•Local/regional water efficiency programs
•Innovative programs
•Water conservation
•Customer engagement
CMWD was awarded $15,000. The project must be completed by June 1, 2022.

Fiscal Analysis
There is no matching funds requirement for this grant, which is administered through
reimbursements. Given that the grant is $15,000, existing funding within the Potable Water
Operating Budget fund is expected to cover expenses prior to reimbursement.
Next Steps
With the CMWD board’s approval, the executive manager will accept the grant funds. The
project is expected to be completed by June 1, 2022
Environmental Evaluation (CEQA)
This action does not constitute a “project” within the meaning of the California Environmental
Quality Act under Public Resources Code Section 21065 in that it has no potential to cause
either a direct physical change in the environment or a reasonably foreseeable indirect physical
change in the environment and therefore does not require environmental review.
Public Notification
Public notice of this item was posted in keeping with the Ralph M. Brown Act and it was
available for public viewing and review at least 72 hours before the scheduled meeting date.

A RESOLUTION OF THE BOARD OF DIRECTORS OF THE CARLSBAD
MUNICIPAL WATER DISTRICT OF THE CITY OF CARLSBAD, CALIFORNIA,
AUTHORIZING THE EXECUTIVE MANAGER TO ACCEPT THE METROPOLITAN
WATER DISTRICT MEMBER AGENCY ADMINISTERED PROGRAM (MAAP)
FISCAL YEAR (FY) 2021-22 GRANT FUNDING
WHEREAS, the Carlsbad. Municipal Water District (CMWD) has been awarded $1.5,000 through
the Metropolitan Water District MAAP FY 2021-22 Grant Funding to promote water conservation,
enhance indirect water savings and provide value to the region; and
WHEREAS, CMWD proposes to use the grant funding to generate and print informational
welcome brochures for new single-family residential customers; and
WHEREAS, these welcome brochures will provide customers information regarding water
conservation resources, utility rates, and other water-related information.
NOW, THEREFORE, BE IT RESOLVED by the CMWD Board of the City of Carlsbad, California, as
follows:
1.That the above recitations are true and correct.
2.That the above-referenced purchases of water-related brochures are authorized in
compliance with the grant.
3.That the Executive Manager is authorized to accept the funds.
PASSED, APPROVED AND ADOPTED at a Special Meeting of the Carlsbad Municipal Water
District of the City of Carlsbad on the 9th day of February, 2021, by the following vote, to wit:
