This memorandum provides a status update and planned next steps for the Carlsbad Digital
Information Network.
Background
On Dec.17, 2019, City Council approved the implementation of a new Digital Information
Network by leveraging an existing agreement with communications infrastructure provider,
Crown Castle. Shortly after this approval, work began on building the new Digital Information
Network.
On Sept. 22, 2020, City Council was given an update on the status of the project during which
staff agreed to report back on progress in early 2021.
Discussion
The Digital Information Network project has now entered the implementation phase and staff
has begun to transition city facilities to the new Digital Information Network. On Saturday,
Feb. 14, 2021, Information Technology Department staff executed the planned cutover of Aviara
Park, and Monroe Street Pool to the new infrastructure. These two sites were chosen because
they had a wide mix of networked devices, such as printers, timeclocks, computers, and digital
signage, that are common across the city. These sites also have a low employee count, so staff
were able to execute the cutover with minimal impact to normal city operations.
Staff are happy to report that the cutover to the new Digital Information Network was successful.
Specialized devices such as video cameras and timeclocks were immediately able to rejoin the
new Digital Information Network and return to normal operations in less than an hour. During
the transition, staff identified additional requirements for transitioning printers, badge readers
and door controllers. These additional requirements are now being added to pre-cutover
preparations to make the next site cutover even more seamless. Staff had originally planned to
cutover Poinsettia Park on Feb. 14, 2021, as well, but discovered some configuration issues that
required additional planning.

After cutover, staff performed speed tests on the new Digital Information Network. Pre and post
cutover testing of bandwidth was accomplished by copying a large file from the servers located
at the Faraday Center to a computer at each of the two sites and back. Pre-cutover, the file
transfer took almost five minutes to complete. Post-cutover, the file transfer took less than three
seconds. The available bandwidth to each site was increased by 2000%, from SOMbps to lOGbps.

In the coming weeks, staff will begin the cutover process on all remaining city sites. The schedule
will consider the need to continue a high level of service delivery and minimization of impact on
normal city operations. In addition, Crown Castle has not completed the fiber installation at all
sites but expects to be fully finished by the beginning of March 2021. Staff's plan is to conduct
one more cutover to validate the new information, and then move to cutover at all remaining
city sites as quickly as possible. Staff expect to complete the cutover of all remaining city sites by
the end of April 2021 and believe this is an aggressive but reachable goal.
