HomeMy WebLinkAbout2021-02-16; City Council; ; Acceptance of Bids, Award of Contract to Hazard Construction Company, and Authorization of Additional Appropriation for Construction of the El Camino Real Bridge ImprovemMeeting Date: Feb. 16, 2021 To: Mayor and City Council From: Scott Chadwick, City Manager Staff Contact: Brandon Miles, Associate Engineer Brandon.Miles@carlsbadca.gov, 760-602-2745 Subject: Acceptance of Bids, Award of Contract to Hazard Construction Company, and Authorization of Additional Appropriation for Construction of the El Camino Real Bridge Improvements at Cannon Road Project, Phase I District: 2 Recommended Action Adopt a resolution to: •Accept bids and award a contract to Hazard Construction Company for construction of the El Camino Real Bridge Improvements at Cannon Road Phase I, Capital Improvement Program Project nos. 6042 and 6056, in an amount not to exceed $1,819,988 •Authorize additional appropriation in an amount not to exceed $512,000 for the project Executive Summary In keeping with the General Plan mobility element and the City of Carlsbad’s community values, the project will enhance pedestrian mobility at the intersection of El Camino Real and Cannon Road by widening a narrow sidewalk, installing a new pedestrian bridge on the east side of the Agua Hedionda Creek bridge and removing the two existing overhead poles on the east side of the Agua Hedionda Creek bridge. The location map is provided as Exhibit 2. On Oct. 6, 2020, the City Council approved the plans and specifications and authorized advertising the project for construction bids (Resolution No. 2020-197). It was then advertised using the city’s formal bidding procedures. On Dec. 8, 2020, staff received 10 construction bids, and the lowest responsive and responsible bidder was Hazard Construction Company, with a bid of $1,819,988. Carlsbad Municipal Code Sections 3.28.080(C) and 3.28.080(I)(6) require the City Council’s approval for all formally bid contracts when the value exceeds $200,000, making the project subject to this requirement. Staff recommends acceptance of bids and award of the construction contract to Hazard Construction Company for Phase I of the project, in an amount not to exceed $1,819,988. Staff also requests that the City Council authorize additional appropriation of $512,000 from the Gas Tax Fund for the project. Feb. 16, 2021 Item #6 Page 1 of 7 Discussion Phase I of the project will improve connectivity and safety for pedestrians on this segment of El Camino Real, generally running north and south in this location. The Agua Hedionda Creek bridge located on El Camino Real, south of Cannon Road, was constructed in 1971 and is 108 feet wide and 112 long. Currently, a narrow sidewalk exists on the west side of the bridge, which will be widened from 4 to 6 feet to meet the current design standards and enhance pedestrian mobility. No pedestrian access is currently available on the east side of the bridge. As part of the project, a separate pedestrian bridge will be installed on the east side of the bridge to provide pedestrian connectivity between Cannon Road and the east side of El Camino Real. The project’s scope for Phase I also includes removing the two existing overhead poles on the east side of the Agua Hedionda Creek bridge. It will improve pedestrian mobility and public safety, consistent with the city’s community values. However, Phase I of the project is not intended to address any of the vehicular deficiencies that were determined by the City Council in connection with the city’s Growth Management Plan Monitoring Report for fiscal year 2017-18. Hazard Construction Company’s bid meets the requirements of the bidding documents. The bidder is also deemed responsible because it submitted a list of similar projects to show their capability and qualification to perform the specified work. The construction contract contains general performance standards and references technical specifications, which if not met, allow the city to withhold payment. The contract also includes a one-year warranty period from notice of completion. Phase II of the project, which is currently in the design phase will improve traffic flow for northbound El Camino Real. Phase II will realign the existing median near the Cannon Road intersection and restripe northbound El Camino Real to provide an additional northbound through lane (total of three through lanes) and an enhanced dedicated bike lane. The project will maintain the existing left- and right-turn only lanes onto Cannon Road. The current engineer’s estimate for construction of Phase II is $325,000. Staff will return to the City Council for approval of Phase II at a future meeting. Fiscal Analysis Sufficient funds are not available and additional funding is being requested. Current funding for the project was appropriated from traffic impact fees and infrastructure maintenance and repair funds. based on the construction contract, expected Phase II construction, construction management and inspection, and staff support, an additional funding appropriation in an amount of $512,000 from the Gas Tax Fund is required to complete the project. Next Steps Once contract documents are fully executed, staff will issue a purchase order, schedule a pre- construction meeting with Hazard Construction Company and issue a notice to proceed for construction of the project, which is expected to commence in spring 2021. The duration of the construction contract is 185 working days, not including rain days and delays from change orders that may extend the contract duration. Upon successful completion of the project, which is expected to be in fall 2021, a notice of completion to release bonds will be recorded. Environmental Evaluation (CEQA) The project is exempt from the California Environmental Quality Act under CEQA Guidelines Section 15301 - Existing Facilities under subsection (c), which covers existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities, and subsection (d), which cover the restoration or rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment to meet current standards of public health and safety. Public Notification Public notice of this item was posted in keeping with the Ralph M. Brown Act and it was available for public viewing and review at least 72 hours before the scheduled meeting date. Prior to start of construction, the public will be notified of construction activities using methods such as signage, email, website and other city communication channels. Feb. 16, 2021 Item #6 Page 5 of 7 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1.That the above recitations are true and correct. 2.That the bid of $1,819,988 submitted by Hazard Construction Company for construction of El Camino Real Bridge Improvements at Cannon Road Phase I, CIP Project Nos. 6042 and 6056, is accepted and the mayor is hereby authorized to execute the contract for this Project. 3.That the deputy city manager, administrative services, is authorized and directed to appropriate additional Gas Tax Fund in the amount of $512,000 for construction of the Project. 4.That the City Manager or designee is hereby authorized to approve construction change orders up to $273,000; construction management and inspection costs up to $350,000; and construction support up to $40,000. 5.That the award of this contract is contingent upon Hazard Construction Company executing the required contract and submitting the required bonds and insurance policies, as described in the contract, within 20 calendar days of adoption of this Resolution. The City Manager may grant reasonable extensions of time to execute the contract and assemble the required bonds and insurance policies.
