This memorandum supersedes the previous Council Memorandum dated Feb. 18, 2021,
regarding speed feedback signs in the Village/Barrio at Madison Street, Roosevelt Street, Tyler
Street and Harding Street.
Background
Attachment A provided a response to a Council Member's request at a City Council Meeting on
Feb. 11, 2021. However, that Council Memorandum did not include actions taken by city staff
previously.
Discussion
In response to a citizen's request that was submitted in February 2020, staff deployed temporary
portable speed feedback signs on both Madison Street and Roosevelt Street near Walnut Avenue
from Feb. 7, 2020, to March 3, 2020. A summary of the data is provided in Attachment B. On
average, Madison Street's critical speed (or 85th percentile) was approximately 29 miles per hour
(mph) and Roosevelt Street's critical speed was approximately 30 mph.
When staff deploys portable speed feedback signs, the first phase (approximately one week in
duration) leaves the feedback display off to collect speed data without the influence of the speed
feedback display. During the second phase of deployment, the feedback display is turned on for
traffic calming and the speed data is recorded.
In the General Plan Mobility Element, these streets are identified as Village Street typology and
are included in the Village and Barrio Master Plan with proposed plans identified for traffic
calming. One of the projects in the Village and Barrio Master Plan includes installation of traffic
circles in certain intersections.
The Village and Barrio Traffic Circles project (Capital Improvement Program (CIP) Project No.
4015) will implement traffic calming on Madison Street, Roosevelt Street and Harding Street.

early 2022. Tyler Street was not identified for traffic circles in the Village and Barrio Master Plan,
so it is not included in this project.
Considering the target schedule of the Village and Barrio Traffic Circles project, staff plans to
soon deploy the temporary speed feedback signs on Madison Street, Roosevelt Street, Tyler
Street and Harding Street. The initial deployment will be on Madison Street and Roosevelt Street
within a week. Deployment of temporary speed feedback signs on Tyler Street and Harding
Street will be within the next month as the signs become available. These feedback signs will be
deployed until the traffic circles are complete.
The city currently has eight temporary speed feedback signs. To meet significant residential
demand for deploying these signs, staff has investigated procuring an additional eight temporary
speed feedback signs plus additional batteries, mounting accessories and appurtenances, which
are estimated to cost approximately $80,000.
Next Steps
Within the next six weeks, staff plans to present to City Council an item to consider supplemental
appropriation for the additional temporary speed feedback signs, batteries, accessories and
appurtenances.
If speed data is desired on a given street, upon specific request, staff could utilize the portable
speed feedback signs or other methods to collect this data. The public can submit their requests
to traffic@carlsbadca .gov.

This memorandum provides a response to questions about speed feedback signs in the
Village/Barrio at Madison Street, Roosevelt Street, Tyler Street and Harding Street.
Background
During the City Council Meeting on Feb. 11, 2021, a Council Member requested information on
data collection on speed feedback signs in the Village/Barrio.
Speed feedback signs are deployed throughout the city in response to speeding
complaints/concerns. They are deployed either on a temporary or permanent basis. Temporary
deployments use portable speed feedback sign units that staff mount on existing street light
poles and sign posts.
Speed feedback signs are designed to provide drivers with speed information as they drive by,
serving as an educational device to help curb speeding. They are also capable of collecting speed
data, which staff analyze for speeding concerns. This analysis occurs within the Carlsbad
Residential Traffic Management Program, which is the city's traffic calming program designed to
address speeding on residential streets.
Discussion
There are currently no speed feedback signs, either temporary or permanent, deployed on
Madison Street, Roosevelt Street, Tyler Street or Harding Street. However, these streets have
either existing or planned rectangular rapid flashing beacon (RRFB) systems. RRFBs are
pedestrian-activated warning lights that help alert motorists of pedestrians crossing at
uncontrolled marked crosswalks. RRFBs are incapable of recording data.
Next Steps
If speed data is desired on a given street, upon specific request, staff could utilize the portable
speed feedback signs or other methods to collect this data. The public can submit their requests
to traffic@carlsbadca.gov.
