The purpose of this memorandum is to provide an update on collaboration between Carlsbad
Police Department and San Diego County Sheriffs regarding homelessness in Carlsbad.
Homeless Outreach Team
• The Homeless Outreach Team continues to distribute hygiene kits, brochures, and
masks to our unsheltered residents. The team is following the CDC, State, and County
guidance on suspending encampment clean-ups for the homeless community during the
pandemic. This is to help reduce the spread a.nd transmission of COVID-19.
• Sergeant Gary Marshall of the Homeless Outreach Team reached out to North County
Transit District (NCTD) and the San Diego Sheriffs to discuss the encampments on NCTD
property. The rail system has a dedicated team of officers who are assigned by San
Diego Sheriffs to patrol the area. The Sheriff stated they are going to increase their
presence in Carlsbad to our specific areas of concerns. The sheriffs reported they are
still marking encampments and providing individuals with 72-hour notices to remove
encampments on NCTD property, because it is considered private property. San Diego
Sheriffs reported they marked two encampments on NCTD property and cited one
individual. NCTD will be notified when there is trash/debris in the area. HOT stated they
will continue to be in touch with the team and are happy to provide outreach and
resources to any individuals they encounter on NCTD property.
• Holly Nelson and a member of the HOT walked the coastal rail trail with a resident last
week to identify problematic areas of concerns related to trash and encampments.
• Sgt. Gary Marshall and Ms. Nelson are happy to talk and email with any community
member who has concerns or questions.
• Ms. Nelson has met with staff from neighboring cities to discuss their emergency
hotel/motel programs.

•Ms. Nelson is working with Carlsbad Fire Division Chief Nate Pearson on the vaccination
rollout with La Posada de Guadalupe Shelter.
County Updates
The County of San Diego recently conducted a survey with 1,637 residents throughout the
region on vaccine confidence and messaging. In their study, they interviewed 100 unsheltered
·individuals.
Here are some of the interesting results from this unsheltered population:
•88% of the unsheltered individuals were aware of the vaccines.
•74% of the unsheltered individuals said they were likely to take the vaccine; 57%
reported they were very likely, which was higher than general public.
•The unsheltered individuals had greater concerns about the side effects than the
general population and expressed concerns about the cost, dangerous chemicals,
government having too much information, and whether or not it was safe.
•Both the general population and the unsheltered individuals felt the safest receiving the
shot at their doctor's office, pharmacy, or pop-up vaccination location.
•Both groups felt most confident hearing information about the vaccine from a doctor,
nurse, or public health nurse.
Knowing this information is important in developing our communication strategy and increasing
vaccine confidence in the homeless community.
