CALL TO ORDER: 9:00 a.m. ROLL CALL: Hall, Blackburn, Acosta, Bhat-Patel, Schumacher. PLEDGE OF ALLEGIANCE: Mayor Pro Tern Blackburn led the Pledge of Allegiance. PUBLIC COMMENT: None. AGENDA TOPIC: Mayor Hall expressed the importance of goal setting for the future. City Manager Scott Chadwick provided a brief overview of the Goals Workshop. Center for Organizational Effectiveness Facilitator David Agran introduced himself and provided an agenda overview. Mr. Agra n led the City Council Members and staff through an opening exercise reviewing the Leadership Workshop Agreements from February and July 2019 on effective working relationships and governance. City Council Members discussed the following questions: •What needs to be added, adapted, or removed to recommit to these agreements? •Where we are not taking time now to revisit Mission, Vision, Core Values, are there any reactions of note that we should capture? •What expectations or comments do you have about the strategic goal process? Presentations were made as follows: City Manager Scott Chadwick discussed the city manager's role in goal setting and about issues faced by city staff. City Attorney Celia Brewer provided an overview of City Attorney Department's work. Assistant City Manager Geoff Patnoe presented the report and reviewed a PowerPoint presentation regarding the Intergovernmental Affairs, City Clerk Services and Records Management, and Community Engagement and Relations departments (on file in the Office of the City Clerk). Mayor Hall declared a recess at 10:35 a.m. and reconvened the meeting at 10:44 a.m. Mayor Hall declared a lunch recess at 11:25 a.m. Mayor Hall reconvened the meeting at 12:00 p.m. with all City Council Members present. February 4, 2021 Carlsbad City Council Special Meeting Page 2 Staff presentations resumed as follows: Deputy City Manager of Administrative Services Laura Rocha presented the report and reviewed a PowerPoint presentation regarding the Finance, Human Resources, and Information Technology, and the Innovation and Economic Development departments (on file in the Office of the City Clerk). Deputy City Manager of Community Services Gary Barberio presented the report and reviewed a PowerPoint presentation regarding the Community Development, Library & Cultural Arts, Parks & Recreation, and the Real Estate Departments (on file in the Office of the City Clerk). City Council discussion ensued regarding how the day's presentations and preliminary ideas and information will be part of the discussion in the next phase of the goal setting process. ACTION: The Mayor and City Council members participated in the facilitated City Council Goals Workshop.
