FY 2021-22 Budget Policies & Timelines
Operating Budget Guiding Principles
•Ongoing revenue must equal or exceed ongoing expenditures
•One-time revenues shall be used for one-time costs
•Make sound decisions that are supported by data
•Efficient and effective service delivery to meet service needs
•Nimble and flexible, in response to unanticipated needs and to
build resilience
Beginning with a Base Budget
•Our starting place = same reduced base budget as FY20-21
•Given the impact of reduced revenue streams, this speaks to
the city’s strong financial position
•Supplemental requests on a case-by-case basis
