Re: Coronavirus Response Update 126
This memorandum provides the City Council with an update on the city’s response actions
related to COVID-19. This memo focuses on actions and information that are new since the last
update.
Emergency Operations Center
• Emergency Operations Center activated to support COVID-19 mitigation and
response operations and information sharing.
• Carlsbad CERT volunteers continue to support Operation Collaboration at Carlsbad
vaccination site.

City-by-city comparison
• Carlsbad again has the lowest rates of confirmed cases of COVID-19 as a percent of
population in local cities with 50,000 or more residents. Carlsbad’s rate is 3.85%,
slightly lower than the 3.98% rate reported in Encinitas.

Parks & Recreation
• Implemented state guidance on outdoor and indoor youth and recreational adult sports issued
Feb. 19:
o Allows for outdoor moderate and high contact outdoor sports to be played
competitively while in the purple tier, with an adjusted case rate equal to or less than 14
per 100,000 - which San Diego County achieved on Mar. 2, and under certain conditions
▪ Those sports include pickleball, tennis, baseball/softball, lacrosse, soccer,
basketball, football, water polo, amongst others
• Removed restrictions signage regarding basketball and pickleball play
from all parks’ outdoor courts
• Remove restrictions notices regarding basketball and pickleball play
from the department’s web pages
• Update on Alga Norte Aquatic Center:
o Accommodated a limited number of spectators on the pool deck and bleachers and
provided dry land training on the synthetic turf inside the center starting March 1.
o Accepted reservations for two additional hours of lap swimming on Sunday mornings –
from 8 a.m.-10 a.m. -- providing a total of 68 more lane periods, also effective March 1.
• Update on senior meal program:
o Provided 822 meals to Carlsbad residents 60 or older, during the past week
▪ 476 meals were delivered to residents’ homes by staff
▪ 346 meals were picked-up at the Senior Center by residents
o Total number of meals provided represents a 17% increase in the average total number
of meals provided before the pandemic
o Picked up boxes of donated fresh produce from the Carlsbad Strawberry Company and
re-distributed the produce through the senior meal program
• Provided the following virtual recreation programs:
o Carlsbad Unmuted - Teens test drove their talent in music, dance and poetry in this
virtual talent forum and audience members were treated to performances by a violinist,
guitarist, poet and singers
o Free Photo Editing in Windows 10 - Participants learned how to take advantage of the
Windows 10 Photos app and its most common photo editing functions
o Take an Honest Inventory of Yourself - Carlsbad family therapist guided participants
through a self-inventory using the blueprint from the 12 steps of AA
o Teen Culinary Lab: Virtual Cooking Class - Featured healthy snacks including hummus
and Blåbärssoppa (a blueberry-based soup of Swedish origin)
o Music Mondays - Sinatra-style singer “Famous Frank” performed to a virtual audience
o Lunch at the Culinary Lab - Italian cuisine was on the menu. Students received recipes in
advance, shopped for ingredients and cooked pasta alla carbonara and meatballs
alongside a chef
o UCSD Osher Lifelong Learning - Participants met online to discuss their thoughts on this
week’s Osher series lecture, Osteoarthritis: Future Directions
