This agenda includes information about topics coming before the Traffic and Mobility Commission and the action recommended by city staff. You can read about each topic in the staff reports, which are available on the city website and in the Office of the City Clerk. The Minutes Clerk is also available to answer any questions you have about Traffic and Mobility Commission Meetings meeting procedures. How to Participate Per State of California Executive Order N-29-20 in the interest of public health and safety, we are temporarily taking actions to prevent and mitigate the effects of the COVID-19 pandemic by holding Traffic and Mobility Commission meetings electronically or by teleconferencing. Traffic and Mobility Commission Special meeting can be watched via livestream or replayed on the city website at http://www.carlsbadca.gov. You can participate in the meeting by e-mailing your comments to the Minutes Clerk at traffic@carlsbadca.gov prior to commencement of the agenda item. Your comment will be transmitted to the Traffic and Mobility Commission at the start of the agenda item. If you desire to have your comment read into the record at the Traffic and Mobility Commission Special Meeting, please indicate so in the first line of your e-mail and limit your e-mail to 500 words or less. These procedures shall remain in place during the period in which state or local health officials have imposed or recommended social distancing measures. Reasonable Accommodations Persons with a disability may request an agenda packet in appropriate alternative formats as required by the Americans with Disabilities Act of 1990. The Minutes Clerk will read comments as requested up to a total of 15 minutes. All other comments requested to be read by the Minutes Clerk will trail until the end of the meeting. In conformance with the Brown Act, no Commission action can occur on these items. CONSENT CALENDAR: The items listed under Consent Calendar are considered routine and will be enacted by one motion as listed below. There will be no separate discussion on these items prior to the time the Commission votes on the motion unless members of the Traffic and Mobility Commission, the Liaison or the public request specific items be discussed and/or removed from the Consent Calendar for separate action. The remainder of the categories are for reporting purposes. In conformance with the Brown Act, no public testimony and no Commission action can occur on these items. ADJOURNMENT: ABOUT THE TRAFFIC AND MOBILITY COMMISSION AGENDA Per Carlsbad Municipal Code 2.28.050 the Traffic and Mobility Commission is an advisory commission to the City Council directed to study all matters referred to it concerning traffic safety and pedestrian safety and to make written recommendations to the city council regarding traffic and pedestrian safety within the city. The Ralph M. Brown Act (commonly referred to as the “Brown Act”) governs open meetings for local government bodies in the state of California. The Brown Act guarantees the public’s right to attend and participate in meetings of local legislative bodies and is contained in section 54950 et seq. of the Government Code. The Brown Act also includes requirements for the distribution of agendas for these public meetings. TRAFFIC AND MOBILITY COMMISSION PROCEDURE For each item on the agenda, City of Carlsbad staff will present a report to the Traffic and Mobility Commission. The Traffic and Mobility Commissioners may then ask clarifying questions about the staff report in advance of the public outreach. If anyone wishes to question a Traffic and Mobility Commission recommendation, they may contact the Traffic and Mobility Division at 1635 Faraday Avenue, between the hours of 7:30 am and 5:30 pm, Monday through Thursday, and 8:00 am to 5:00 pm on Friday. Visual materials should be submitted to the Transportation Department at 1635 Faraday Avenue no later than noon the Friday before the meeting. Please label all materials with the agenda item number you are representing. All materials exhibited to the Traffic and Mobility Commission during the meeting (slides, maps, photos, etc.) are part of the public record and must be kept by the Traffic and Mobility Division for at least 60 days after final action on the matter. Your materials will be returned upon written request. Video clips cannot be accommodated. The website is intended to help promote the city’s TDM program by offering information about alternative transportation options and services to support Carlsbad employers, employees, residents and students. The website will allow Transportation Planning and Mobility staff to create awareness about our current planning activities such as bike to work day, clear air day, and other commuter specific events. TMC Work Plan Updates: Traffic Impact Fee Update: Staff is currently in discussions with SANDAG regarding the city’s responsibilities related to the SANDAG Transnet ordinance and has begun developing a scope of work for the fee update. The anticipated work tasks will include an analysis of the roadway network, required improvements and future development to determine the appropriate fee and then conducting public hearings as part of the Traffic and Mobility Commission review and City Council’s approval/adoption process. Timeline: Staff will initiate a task with a consultant later this year and anticipates completing the fee program update by end of 2022. City Traffic Engineer Report Page 2 FY 2019/20 GMP Monitoring Circulation Report Roadway LOS Analysis: In April, staff anticipates reporting on the roadway LOS results as part of the FY 2019/20 GMP Monitoring Report Transportation Impact Analysis Guidelines Update: Staff has initiated the update of the Transportation Impact Analysis Guideline by soliciting feedback from the Traffic and Mobility Commission and will respond with an approach or revised guidelines based upon the feedback received.
