Executive Summary/Discussion Fiscal Year 2019-20 offered Boards and Commissions their first opportunity to create work plans which would be presented and approved by City Council. The Historic Preservation Work Plan for 2019-20 was approved in January 2020. In March 2020, much of the work came to a standstill as the Covid-19 public health pandemic gripped the world and Carlsbad. Two of the Commissions six meetings in 2020 were canceled and minimal progress was made on 2019-20 work plan items. The proposed 2020-21 work plan continues the incomplete work from 2019-20 with minimal modifications and additions. As staff and commissioners have adapted to new work models, the goal is to complete current work before additional desired and anticipated work is added. Next Steps Present proposed 2020-21 work plan to City Council. Proceed with work on work plan as described. Fiscal Analysis None. Public Notification Public notice of this item was posted in keeping with the Ralph M. Brown Act and was available for public viewing and review at least 72 hours before the scheduled meeting date. Mission Statement The mission of the Historic Preservation Commission shall be to advise the City Council, Planning Commission, and Housing Commission in all matters relating to the identification, protection, retention and preservation of historic resources in the City of Carlsbad and inform the public of all matters pertaining to the preservation of historic resources within the guidelines and codes that govern the Commission. II. Composition The Historic Preservation Commission shall consist of five regular members appointed by the City Council, and one ex officio representative appointed by the Planning Commission. All members of the Commission shall be Carlsbad residents and registered voters. The Planning Commission Representative shall be a non-voting member. III. FY 2019-2020 Goals & Tasks The City of Carlsbad Historic Preservation Commission has selected to focus on the following goals and tasks: • Bring forth to City Council suggested revisions to the Carlsbad Municipal Code governing the Historic Preservation Commission • Confirm clarified inventory via City Council • Further educate commissioners through tours of historic sites • Develop a Plaque Program for historic locations • Continue to educate the community about its history o through support of school curriculum; 3rd grade art presentation o through an oral history collection project in cooperation with Library’s Carlsbad History Collection o through recorded interviews of local long-time residents • Seek opportunities to further share and promote the city’s history with the community Page 7 of 12 ITEM #6 City of Carlsbad Historic Preservation Commission Work Plan Fiscal Year 2019-2020 2020-2021 I.
