I hereby affirm that I am licensed under provi-
sions of Chapter 9 (commencing with Section
7000) of Division 3 of the Business and Profes-
sions Code, and my license is In full force and ef-
fect.
OWNER-BUILDER DECLARATION
DI hereby affirm that I am exempt from the Con-
tractor's License Law for the following reason
(Sec. 7031.5,Business and Professions Code), Any
city or county which requires a permit to con-
struct, alter, Improve, demolish, or repair any
structure, prior to its issuance also requires the
applicant for such permit to file a signed state-
ment that he Is licensed pursuant to the provi-
sions of the Contractor's License Law (Chapter 9
commencing with Section 7000 of Division 3 of
the Business and Professions Code) or that Is ex-
empt therefrom and the basis for the alleged ex-
emption. Any violation of Section 7031.5 by an ap-
plicant for a permit subjects the applicant to a
civil penalty of not more than five hundred dollars
($500).

the work, and the structure Is not Intended or of•
fered for sale (Sec. 7044, Business and Profes-
sions Code: The Contractor's License Law does
not apply to an owner of property who builds or
improves thereon and who does such work

that such Improvements are not intended or of-
fered for sale. If, however, the building or Improve-
ment Is sold within one year of completion, the
owner-builder will have the burden of proving that
he did not build or Improve for the purpose of
sale).

On June 23, 1969, we submitted what we then be lieved to be o fin a l report on compacted
fill ed ground for the above unit. However, additional filled ground was placed and compacted
on the unit subsequent to the report; this is to report the resu lts of the tests and observations
mode in order to inspect the compaction of that additional filled ground, which was placed
during the period be t·ween O c tober 30, 1969 and June· 24, 1970. The lo ts on which the addi-
tional filled ground reported herein was placed include Lots 62, 63, 91, 92, 93, 110 to 114,
inclusive , 122, 123 ond 148 to 151, inclusive.
The final approximate areas and depths of filled ground placed on this unit under our inspection
in accordance with the approve d specifications ore shown on the attached Drowhg No. l which
hos been revised to include the additiona l filled ground covered by this supplemental report. . .
The approximate locations of the tests token subsequent to June 23, 1969 ore presented on page
No. Tl under the11Toble of Test Results:' and the laboratory determinedotions of th e maximum
dry densities and optimum moisture contents of the major fill materials placed os additional fill
ore presented on page No. T2 unde r the "Laboratory Test Results." Some of the maximum dry
densities shown in the "Table of Test Results" on page No. Tl were combinations of these . The

. fhe final results of tests and observations indicate that the compacted filled ground has been
:ii aced at 90 percent of the maximum dry density or greater. It hos been determined that the
iill materials, compacted to 90 percent of the.maximum dry density, hove o -safe bearing value
of at least 1510 pounds per square foot for one foot wide continuous footings founded at a mini-
:num depth and placed five feet or more inside the top of compacted filled ground slopes. If
iootings ore placed closer to the exposed slopes than' 5 feet inside the top of compccted filled
· 3round slopes, these should be deepened one foot below a 1 1/2 horizontal to -1 vertical line
projected outward and downward from o point 5 feet horizontally inside the top of compacted
fi lled ground slopes. Tests indicate th'at the compacted filled ground is adequate to satisfactory
· support the proposed one and two story wood frame dwellinss without detrimental settlements.
Expansive cloy soils were placed within the upper 3 feet on Lots 92 and 63, therefore the
fo llowing special design precautions ore recommended: --
1. Avoid the use of isolated interior piers. Use continuous footings
throughout, and place these at o minimum depth of two feet below
the lowest adjacent exterior final ground surface.
2. Reinforce and interconnect continuously with steel bars all interior
and exterior footings with one # 5 bar at 3 inches above the bottom
of the footings and one #5 bar placed 1 1/2 inches below the top of
the stems of the footings.
3. Exercise every effort to assure that the soi I under the foundations and
slabs has o uniform moisture content, 1 percent to 3 percent greater than
optimum throughout the top 3 feet below fini shed grade at the time ~f
placing foundations and slobs.
4. Use raised wooden floors that span between continuous footings, or use
all concrete slobs with 6 x 6 -10/10 welded wire fabric and provide o
minimum of 4 inches of clean sand beneath all concrete slabs. Provide
a moisture barrier 2 inches below slabs under living areas.
5. Separate garage slobs from perimeter footings by a 1/2 inch thickness of
construction felt or equivalent, to allow independent movement of garage
slobs relative to perimeter footings.
6. Provide positive drainage away from al I perimeter footings to a horizontal
distance of ot least 6 feet outside the house walls.
This supplemental report plus the report of June 23, 1969, compri se our final report of compacted
filled°ground placed on this unit, os of this dote. This supplemental report refle cted only the
c hanges that have occurred inside Lots l to 184, in clusive, in Lo Costa Sou th Unit No. 1 since
our report of June 23, 1969, some subject as above.

The final resul ts of tests and observations indicate that the compacted filled ground has been
placed at 90 percent of the maximum dry density or greater. It has b~en determined that the

doted March 8, 1968), we stated that some silty c lay and sandy c loy soils hod been found 9n
the site that were exp(Jnsive, and we recornme nJcd that ea ch lo t be inspec ted during or ofter
grod i~ to determine those lots in which such expansive soils exist wi thin the upper 3.0 feet.
This has been done, and the following lots have been found to contain potentially expansive
1 soils within the upper 3 .0 feet.

The application must be signea y the owner (or his authorized representative) of
the property to be served. The total charges must be paid to the District at the
time the app lication is submi tted.
If a service lateral is required, it will be installed by the Leucadia County Water
Distri ct. The service l ateral is that part of the sewer system that extends from
the ma in co llection l ine in the street (or easement) to the point in the street (at
or near the applicant's property line) where the service lateral is connected to
the applicant's building sewer . The applicant is responsible for the construction,
at the appl icant's expense, of the sewer pipeline (building sewer) from the app l i-
cant's plumbing to the point in the street (or easement) where a connection is made
to the service lateral.
The cor1 nection of the applicant's bui lding sewer to the serv ice lateral shall be
made by the appl icant at hi s expense. The connection must be made in conformity
with the District's specifications, rules and regulations; and IT MUST BE INSPECTED
AND APPROVED BY THE DISTRICT BEFORE THE SEWER SYSTEM MAY BE USED BY THE APPLICANT.
THE APPLICANT, OR HIS AUTHORIZED REPRESENTATIVE, MUST NOTIFY THE DISTRICT AT THE
TIME INSPECTION rs DESIRED. ANY CONNECTION MADE TO THE SERVICE LATERAL OR COLLEC-
TION LINE WITHOUT PRIOR APPROVAL AND INSPECTION BY THE DISTRICT WILL BE CONSIDERED
INVALID AND WILL NOT BE ACKNOWLEDGED .
The prorated sewer service fee is based upon the date the District estimates that
serv i ce will begin and covers the balance of the fiscal year. There will be no
additional fee or refund if service actually corrrnences on a different date. For
succeeding f i sca l yea r s , the sewer service fee wil l be collected on the tax roll
in the same manner as property taxes.
