Recommended Action
Receive a presentation from North County Transit District staff.
Executive Summary/Discussion
The North County Transit District, or NCTD, is preparing to advance efforts to repurpose the
parking lots at the Carlsbad Village Station and potentially the Poinsettia Station if conditions
allow for redevelopment. The Carlsbad Village Station includes 8.9 developable acres on a total
13.89-acre site in downtown Carlsbad. The site includes 435 existing parking spaces. The
Poinsettia Station consists of 5.81 acres and has 341 existing parking spaces. The objectives for
the redevelopment of the two sites are as follows:
• Maximize the use of NCTD’s assets by generating a long-term revenue stream
for the district
• Replace the existing parking for transit patrons
• Improve the overall transit rider’s experience by providing amenities that also
complement the City of Carlsbad’s long-term planning objectives
• Contribute to regional housing needs by facilitating the construction of market
rate and affordable housing units
NCTD staff are in the very early stages of due diligence in the project and over the past few
months have been engaging city staff to learn more about the Village and Barrio Master Plan
requirements and the city’s housing obligations under the Housing Element Update.
In February 2021, staff received a request from the district’s chief development director to
provide a presentation at an upcoming City Council meeting to share the proposed efforts.
Exhibit 1 is a copy of the presentation NCTD intends to share with the City Council.

No city funding is being requested.

Environmental Evaluation (CEQA)
The proposed action is not a "project" as defined in CEQA Guidelines Section 15378 because it
involves an informational report that, on its own accord, will not cause significant
environmental impact, so this activity is not subject to CEQA under Section 15060(c)(3). This
determination is predicated on Section 15004 of the Guidelines, which provide direction to lead
agencies on the appropriate timing for environmental review. It should be noted that future
actions involving this site may require preparation of an environmental document in
accordance with CEQA Guidelines.
Public Notification
Public notice of this item was posted in keeping with the Ralph M. Brown Act and it was
available for public viewing and review at least 72 hours before the scheduled meeting date.
