Executive Summary Commissioner Scott White was initially appointed in December 2013 to fill the unexpired term of Commissioner Aquallo for a term ending in March 2017. Commissioner White was reappointed in February 2017 and is not eligible for reappointment. This term will expire in March 2025. Commissioner Tina Schmidt was initially appointed in April 2010 to fill the unexpired term of Commissioner Millsap for a term ending in March 2013. Commissioner Schmidt was reappointed in February 2013 and February 2017, and is not eligible for reappointment. This term will also expire in March 2025. The City Clerk’s office received 13 applications from residents wishing to serve on the Arts Commission. In accordance with City Council Policy No. 88, Mayor Hall has recommended the following four residents to advance in the process and interview with the full City Council: Mayoral recommendation • Barbara Chung – District 4 • Joan Cumming – District 2 • Joni Miringoff – District 4 • Tracy Mullen – District 4 Exhibit 3 contains applications for all four residents. Carlsbad Municipal Code Chapter 2.18 states that the Arts Commission shall consist of seven members, appointed by the Mayor with the approval of the City Council. March 16, 2021 Item #11 Page 1 of 19 Other members of the Arts Commission are: Commission member District Bryan Snyder 1 Emma Jadhav 1 Gita Nassiri 3 Laurenn Barker 3 Michaela Chamberlain 3 Discussion Members of the Arts Commission are subject to the provisions of the California Political Reform Act and must file statements of economic interest each year, and complete two hours of ethics training every two years. The Maddy Act, California Government Code Sections 54970-54974, requires that on or before December 31 of each year the legislative body shall prepare a local appointments list that contains the appointive terms of board and commission members that will expire in the next calendar year. The name of the incumbent appointee, the date of appointment and the term’s expiration date is also included on the list. Based on the prepared list, the City Clerk’s Office accepts applications for any upcoming vacancies. These applications are available on the city’s website and in the City Clerk’s Office. Options None. Fiscal Analysis This action has no financial impact. Next Steps Following the appointment of two members to the Arts Commission, the City Clerk’s Office will update the commission roster and coordinate the oaths of office, the filing of the appointees’ statement of economic interest, and ethics training certificate. Environmental Evaluation (CEQA) This action does not constitute a “project” within the meaning of the California Environmental Quality Act under California Public Resources Code Section 21065 in that it has no potential to cause either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment. Therefore, it does not require environmental review. Public Notification and Outreach Public notice of this item was posted in keeping with the Ralph M. Please describe relevant experience While working as Senior Librarian, I conducted storytimes at 2011's "Experience the World in the Village" event and 2014's pop-up plaza next to the Carlsbad Village train station. I was instrumental in starting the Local Children's Author Festival which was held at the Carlsbad City Library on Dove Lane. I also spearheaded several partnerships with the Cultural Arts Department: participating in the 2018 Carlsbad Art Walk, providing a library presence at TGIF Concerts in the Parks in 2019 and collaborating on Club Pelican kits last year. Please describe your current or past community involvement As an 18 year resident of Carlsbad, I have taken advantage of its many cultural opportunities over the years: William D. Cannon Art Gallery exhibits, Carlsbad Music Festival performances, TGIF Concerts in the Parks and New Village Arts productions. I am also a lifetime member of the Carlsbad Friends of the Library. Was part of the team that negotiated the contract with Deutsche Grammophon and the musicians and iTunes. • Created the first RSS feed directly from the LA Phil to subscribers in the form of "Fastnotes." As Vice President, I worked with members of the Board to examine variable pricing models, new CRM technology, providing content for iTunes, and re-designing two websites as well as examining new research methodologies to identify audience characteristic for future programming. DIRECTOR OF MARKETING AND COMMUNICATIONS (2000 -2003) • Responsible for $41 million in revenue, including all ticket sales for the Hollywood Bowl and the Los Angeles Philharmonic concerts at the Dorothy Chandler Pavilion. • In two years increased ticket revenue by $3.1 million and 8.2% increase in paid attendance at the Hollywood Bowl. At the same time, increased revenue for winter Philharmonic concerts by $1.6 million and 6% increase in paid attendance. • Responsible for a staff of 90 people including marketing, public relations, web development, publications, promotions, customer service, graphic design, two box offices and two telemarketing campaigns. • Responsible for determining ticket prices, projecting ticket revenue goals, and managing budget of $10 million. • Developed enhanced brand identities for both the Los Angeles Philharmonic and Hollywood Bowl based on research. At that time, Boston Ballet was the third largest ballet company in the United States with a $15 million annual budget and an audience of 320,000. • Created budget projections and tracked expenses for the Marketing Department. The department budget was $2.3 million, including the salaries of 16 people. • Increased subscription base from 9,000 to 15,000 subscribers. • Supervised and coordinated activities in the ticket office, telemarketing, and group sales. • Oversaw the implementation of new ticket selling/data base software, Artsoft. • Created concepts for all advertising including copywriting, design coordination, budget and placement strategies. Supervised production and print activities. 1987 -1989 UNH CELEBRITY SERIES University of NH, Durham, NH DIRECTOR • Managed all aspects of a professional performing arts series including program development, fundraising, grant writing, and marketing. The UNH Celebrity Series was the only professional performing arts series in the seacoast area at that time. • Developed and managed the budget for booking and presenting such artists as The New York City Opera, the Field Ballet, The Royal Shakespeare Touring Company, the Orpheus Chamber Ensemble, Richard Goode, Yo Yo Ma, and others. • Negotiated contracts with professional booking agents and unions. • Wrote and edited the Division of Student Affairs Handbook and a quarterly newsletter about the arts at the university. Please describe relevant experience I have always had a deep love and appreciation for arts programs and arts education. My children have taken community art classes throughout their lives and we have traveled extensively, introducing them to a wide variety of performing and fine arts. Art is everywhere! I would like to be part of an organization that brings art to everyone in the community while supporting the artists who create it. In terms of my professional experience, I have been a successful Product Manager (for software programs) and Management Consultant, as well as a yoga instructor for over 20 years.
