PLANNING COMMISSION PUBLIC HEARING:
1. SDP 2019-0005/CDP 2019-0013/MS 2019-0003 (DEV2018-0198) – BMW CARLSBAD - Request for
approval of a Site Development Plan, Coastal Development Permit, and Tentative Parcel Map for the
demolition of the existing buildings and the construction of a new 65,350 square-foot automobile
dealership with a parking structure, located on a 3.7-acre lot at 1060 Auto Center Court, within the
Car Country Carlsbad Specific Plan (SP 19(J)), the Mello II Segment of the Local Coastal Program and
Local Facilities Management Zone 3. The project site is not located within the appealable area of the
California Coastal Commission. The City Planner has determined that this project belongs to a class
of projects that the State Secretary for Resources has found do not have a significant impact on the
environment, and is therefore categorically exempt from the requirement for the preparation of
environmental documents pursuant to section 15332 – In-fill Development Projects of the state
CEQA guidelines.

2. PLANNING COMMISSION WORK PLAN FOR FISCAL YEARS 2020-2021 AND 2021-2022 – Request for
a recommendation of approval of the Planning Commission Work Plan for fiscal year 2020 - 2021 and
2021-2022. The proposed action does not constitute a “project” pursuant to the California
Environmental Quality Act.
