ROLL CALL: Anderson, Geidner, Lafferty, Meenes, Merz, Luna, and Stine.
PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA:
Resident Jane Naskowitz requests a park at Ponto and discourages further commercial or residential
development. She states that residents in the southwest quadrant of Carlsbad need a coastal park or
coastal open space. She notes that the beach is unfriendly to visitors and a park at Ponto would provide
visitors with a unique coastal experience.
People for Ponto submitted for the record 455 Protect Ponto Petitions that were submitted from Nov. 17,
2020 to Dec. 2, 2020. Also submitted are 1,745 online Protect Ponto Petitions that were submitted with
the request to be included in all matters concerning planning area F from Oct. 2018 to Oct. 2020.
APPROVAL OF MINUTES:
Motion by Commissioner Stine, seconded by Commissioner Luna, to continue the Dec. 2, 2020 meeting
minutes. Motion carried 7/0.
PLANNING COMMISSION PUBLIC HEARING:
Chair Anderson directed everyone's attention to the slide on the screen to review the procedures the
Commission would be following for that evening's public hearing.
Chair Anderson opened the public hearing for Item 1.
1. CUP 2020-006/CDP 2020-0031-FUTURES ACADEMY AT CARLSBAD -_Request for a Conditional
Use Permit and Coastal Development Permit to operate an approximately 2,850-square-foot private
school which involves one-to-one or small group instruction for students between sixth and 12th grade.
The school proposes to have a maximum of 35 students and 14 staff members onsite at a time. The private
school is located at 705 Palomar Airport Road, Suite 340, an existing office suite within a three-story office
building, generally located south of Palomar Airport Road and east of Avenida Encinas. The project is in the
Industrial (M) zone and Local Facilities Management Zone 3. The project site is not located within the
appealable area of the California Coastal Commission. The City Planner has determined that the project
site belongs to a class of projects that the State Secretary of Resources has found do not have significant
impact on the environment, and it is therefore categorically exempt pursuant to Section 15301-Existing
Facilities-ofthe state California Environmental Quality Act (CEQA) and the City of Carlsbad Municipal Code
Section 19.04.070(A)(l)(b).
City Planner Neu recommended that Agenda Item 1 be continued to a date certain of Jan. 20, 2021.

ACTION:
Motion by Commissioner Lafferty, seconded by Commissioner Meenes, to continue Agenda Item 1. Motion
carried, 7 /0.
2. LCPA 15-07/ZC 2020-0002 {DEV15061)/AMEND 2020-0014 {DEV08014) -Local Coastal Program
Update -A request for a Planning Commission recommendation of approval of a comprehensive Local
Coastal Program Land Use Plan update, including associated amendments to other components of the
Local Coastal Program -Zoning Map, Poinsettia Shores Master Plan and Village and Barrio Master Plan.
The preparation and adoption of a local coastal program by a local government is statutorily exempt from
the California Environmental Quality Act (CEQA) per CEQA Guidelines Section 15265.
City Planner Neu introduced Agenda Item 2.
PUBLIC COMMENTS:
Chair Anderson stated that public comments had been opened and closed for Agenda Item 2 during the
Dec. 2, 2020 meeting.
COMMISSON DISCUSSION:
Draft Chapter 1-Introduction:
Chair Anderson asked if references to the Carlsbad Community Vision can be specified in Agenda Item 2.
Commissioner Geidner noted that a potential action item can be implemented to align policies between
the General Plan and the LCP Land Use Plan. Chair Anderson confirmed that revisions to the last paragraph
of Section 1.2 state that LCP Land Use Plan policies will supersede any conflicts with the General Plan.
Draft Chapter 2 -Land Use:
Motion by Commissioner Meenes, seconded by Commissioner Lafferty, to add verbiage to LCP-2-P.16.C
asking for future power plant developments to consider opportunities to recognize the site's history, and
providing examples such as an observation tower, signage, and a historical memorial/museum. Motion
carried, 7 /0.
A 10-minute recess was called at 4:28 p.m., the meeting resumed at 4:40 p.m.
Draft Chapter 3 -Recreation and Visitor-Serving Uses:
Commissioner Stine requested language at end of the 11Public Parks, Other Recreation Facilities, and Golf
Courses" section using "southern lanes" be changed to 11southbound lanes".
Chair Anderson requested figure 3-2 include the existing Visitor Serving Commercial Site on th_e_north shore
of Agua Hedionda Lagoon.

Commissioner Lafferty notes page 3-5, regarding North Carlsbad Beaches, states there are no lifeguard
services and recommends that be modified. Commissioners Geidner and Meenes confirm that lifeguard
services are seasonal, with lifeguard services available in the summer.

Chair Anderson, with unanimous support from the Planning Commission, suggests the "Demand for Visitor
Accommodations" section on pages 3-12 and 3-13 be deleted.
A 10-minute recess was called at 5:55 p.m., the meeting resumed at 6:05 p.m.
Draft Chapter 5--: Agricultural, Cultural and Scenic Resources
Commissioner Geidner, with unanimous support from the Planning Commission, proposed the following
paragraph be added to the end of chapter 5 in order to help define the nature of "community character"
in discussion.
While not listed as historical resources, there are many cultural resources that add to the charm and
character of the village barrio. Some of those include the Twin Inns, structures at Magee Park, the Pizza
Port building, small hotels along Ocean Drive, the cute bungalows in the barrio and the Army Navy
Academy, just to name a few.
ACTION:
Motion by Commissioner Luna, seconded by Commissioner Lafferty to continue Agenda Item 2 to a date
certain of Jan. 13., 2021 at 3:30 p.m. Motion carried, 7 /0.
PLANNING COMMISSION REPORTS/COMMENTS:
Commissioner Lafferty commented that the SANDAG Board of Directors has approved a draft 2021
Regional Transportation Improvement Program (RTIP) which is up for review until Jan. 5, 2021. She notes
that Carlsbad is mentioned within the document and comments are currently being accepted.
