Adjustments for Employees that Fall Below New Minimum Pay Rate

Recommended Action
Adopt a resolution approving revisions to the part-time custodian aide pay range and salary
adjustments for employees that fall below the new minimum of the pay range.
Executive Summary
In accordance with City Council’s desire to maintain competitive levels of compensation and
benefits, staff recommends updating the Part-Time Salary Schedule to adjust the custodian aide
pay range to match the full-time custodian pay range. Staff have reviewed the duties and
responsibilities of the part-time custodian aide classification and have determined that the
employees are performing the same duties as the full-time custodian classification. Changes to
the pay range are necessary in order to ensure the part-time employees are fairly
compensated.
Discussion
City facilities need frequent cleaning and increased sanitation because of the COVID-19
pandemic. Part-time custodians are an integral part of maintaining safe and healthy working
conditions for all employees at these facilities. These custodians are now performing duties that
match their full-time counterparts and should be properly compensated for these increased
responsibilities. The general increase in the demand for higher levels of sanitation during the
pandemic has made recruitment and retention of these employees challenging, and the city
must pay a competitive wage to ensure adequate staffing.
Options
Staff provides the following options for the City Council’s consideration:
1. Adjust the part-time custodian aide pay range to match the full-time custodian pay
range, currently with a minimum of $16.85 per hour and a maximum of $22.03 per hour.

Adjust the pay rate of any part-time custodian aide employees that fall below the new
minimum.

2. Do not make adjustments to part-time custodian aide pay range.

• Possible reduction in sanitation services as part-time employees will not be
required to perform same duties as full-time counterparts
Staff recommend City Council adopt option 1 above. Revisions of the compensation plan
become effective upon the approval of the City Council.
Fiscal Analysis
Based on the current salary schedule, the cost of adjusting the pay range for part-time
custodian aide employees ranges from $33,500 to $104,700, including salary and salary-related
benefits.
The expected impact in fiscal year 2020-21 is approximately $8,400, which can be absorbed in
the current budget because of vacancies throughout the fiscal year. No additional funding is
being requested at this time.
Next Steps
Staff will revise the Part-Time Salary Schedule and implement approved salary increases. Staff
will continue to monitor the market and recommend adjusting salary ranges as necessary to
remain competitive in the market.
Environmental Evaluation (CEQA)
This action does not constitute a “project” within the meaning of the California Environmental
Quality Act under California Public Resources Code Section 21065 in that it has no potential to
cause either a direct physical change in the environment or a reasonably foreseeable indirect
physical change in the environment. Therefore, it does not require environmental review.
Public Notification and Outreach
Public notice of this item was posted in keeping with the Ralph M. Brown Act and it was
available for public viewing and review at least 72 hours before the scheduled meeting date.

RESOLUTION NO. 2021-068
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING REVISIONS TO THE CITY OF CARLSBAD PART-TIME
SALARY SCHEDULE AND PAY INCREASES FOR PART-TIME CUSTODIAN AIDE
EMPLOYEES WHOSE PAY RATE FALLS BELOW THE NEW MINIMUM PAY RATE
FOR PART-TIME CUSTODIAN AIDE
WHEREAS, the City Council of the City of Carlsbad has determined the need to revise the
custodian aide pay rate on the Part-Time Salary Schedule; and
WHEREAS, the City Council of the City of Carlsbad desires to authorize pay increases for part-
time custodian aide employees whose pay rate falls below the new minimum pay rate for part-time
custodian aide.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1.The above recitations are true and correct.
2.The revised Part-Time Salary Schedule (Attachment A) is approved.
3.The City Manager or designee is authorized to increase the pay rate for part-time
custodian aides whose pay rate falls below the new minimum pay rate for part-time
for custodian aide contained in the approved revised Part-Time Salary Schedule
(Attachment A).
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of
Carlsbad on the 23rd day of March, 2021, by the following vote, to wit:
AYES: Hall, Blackburn, Acosta, Bhat-Patel, Schumacher.
