This memorandum provides information related to the police activities at and around the motels
in District 3 over the past few weeks.
Beginning in November 2020, the police department noticed an increase in criminal activities
near the motels between Palomar Airport Road and Poinsettia Lane, as well as an increase in
thefts and burglaries in the immediate surrounding residential neighborhoods. The department
also began receiving complaints and requests for help from the homeowner's associations of
these neighborhoods, who believed that the criminal activities stemmed from the motels and
were not committed by local residents.
The department conducted an analysis of crime reports in the area and it showed that there was
an increase in activity beginning in November, compared to the previous five months, and there
was a higher concentration of crimes in the area than is typical in other areas of the city.

purposes, criminal offenses are divided into two major groups. Part 1 crimes are collectively known as Index
crimes, which are considered more serious and are reported to SAN DAG, FBI and the Department of Justice.
Part 2 crimes are considered minor offenses.

The police department's Crime Suppression Team reacted quickly in response to this increase in
criminal activities. The officers met with local community members on several occasions and
worked with the homeowner associations to address their concerns as well as help them
implement additional security measures to help protect their neighborhood. The CST officers also
worked with the motels directly by meeting with their general managers and operations teams,
making suggestions on enhancing the safety of their guests by adding additional lighting and
cameras on their properties. The officers developed a productive working relationship with the
motel managers, who pledged to assist the police department with matters related to law
enforcement.
One of the requests made by community members was to increase patrols in the area, so CST
worked with the patrol beat officers to ensure that extra patrols and enforcement contacts were
made. These enforcement contacts are documented in our dispatch system to track the activities
and to monitor for any changes in the recent trends.

Next Steps
The police department will continue to work with the community to ensure that its concerns are
addressed and will also continue to conduct extra patrols in the area until there is a reduction in
criminal activities.
