Re: Coronavirus Response Update 130
This memorandum provides the City Council with an update on the city’s response actions
related to COVID-19. This memo focuses on actions and information that are new since the last
update.
Emergency Operations Center
• Emergency Operations Center staff activated to support COVID-19 mitigation and
response operations and information sharing, and virtually activated (Microsoft Teams)
to support city reopening and repopulation.

City-by-city comparison
• Carlsbad continues to have the lowest rates of confirmed cases of COVID-19 as a
percent of population in local cities with 50,000 or more residents. Carlsbad’s rate is
now at 3.99%, slightly lower than the 4.16% rate reported in Encinitas.

City reopening plans
• Now with more health restrictions lifted and vaccines becoming widely available, the
city is proceeding with an incremental return to additional in-person services, with the
following opening dates:
April 1
o Police and Fire Headquarters front lobby services
April 5
o Community centers (10% occupancy, not to include Senior Center or Harding
Community Center)
o Leo Carrillo Ranch Park’s historic structures and visitor center (25% occupancy)
o Libraries (browsing materials and self-serve checkout, limited days and hours)
o Cannon Art Gallery (50% occupancy, limited days and hours)
April 12
o Building, planning and engineering counter, by appointment only, two days a
week
o Faraday Center cashier, two days a week
• Safety precautions have been taken while city buildings were closed, or mostly closed,
with facilities staff installing new heating, ventilation and air conditioning filtering
systems and physical barriers and making other changes.

Parks & Recreation
• Based on the movement of San Diego County in the state’s COVID-19 re-opening
blueprint from the purple tier to the red tier, staff is prepared to take the following
actions, effective April 5:
o Re-opening community centers for limited active and passive use at 10%
maximum capacity, according to the state’s guidance for fitness facilities and in
adherence to the county’s supplemental requirements.
o Re-opening the Leo Carrillo Ranch Park historic structures for limited public use
and tours at 25% maximum capacity, according to the state’s guidance for
museums and in adherence to the county’s supplemental requirements.
• Update on staff’s actions related to the senior meal program:
o Provided 834 meals to Carlsbad residents 60 or older, during the past week
▪ 468 meals were delivered to residents’ homes by staff
▪ 366 meals were picked-up at the Senior Center by residents
▪ Total number of meals provided represents a 19% increase in the average
total number of meals provided before the pandemic
o Picked up boxes of donated fresh produce from the Carlsbad Strawberry
Company and re-distributed the produce through the senior meal program

Library & Cultural Arts
• All three library locations will begin allowing patrons as allowed under the Safe Reopening
Plan to enter the libraries on April 5 to browse for library materials and use the self-
checkout equipment. Initially, hours will remain the same for computer use and account
services: from 10 a.m.-5 p.m. Mondays and Wednesdays at Cole and Tuesdays and
Thursdays at the City Library on Dove Lane and the Learning Center.
Communication & Engagement
• Communicated via city communication channels about the following topics related to the
COVID-19 public health emergency:
