Re: Coronavirus Response Update 131
This memorandum provides the City Council with an update on the city’s response actions
related to COVID-19. This memo focuses on actions and information that are new since the last
update.
Emergency Operations Center
• Emergency Operations Center staff activated to support COVID-19 mitigation and
response operations and information sharing, and virtually activated through Microsoft
Teams to support city reopening and repopulation.

City-by-city comparison
• Carlsbad continues to have the lowest rates of confirmed cases of COVID-19 as a
percent of population in local cities with 50,000 or more residents. Carlsbad’s rate is
now at 4.02%, slightly lower than the 4.18% rate reported in Encinitas.

Library & Cultural Arts
• Library staff reached a milestone: 200,000 items have been checked out through curbside
pickup as of March 31, which was coincidentally the same day that all library materials that
have had extended deadlines became due.)

• Patrons are now able to browse the shelves inside the library to review and select their
items for checkout. They are also able to use the self-serve checkout equipment to borrow
their items and use the copy machines. This service began Monday, April 5. Occupancy is
limited. There are no tables or chairs available for sitting or studying; It is essentially a
“grab and go” model of services. Limited schedule remains the same, from 10 a.m. – 5 p.m.
Mondays and Wednesdays at Cole and Tuesdays and Thursdays at the City Library on Dove
Lane and the Learning Center.
• The Cannon Art Gallery’s newest exhibition, Material Pulses: Seven Viewpoints, opens
today and is focused on the art of quilt-making with 17 works by seven fiber artists. This
the only California venue to host this national traveling exhibition. The gallery is open
Tuesdays and Thursdays from 11 a.m. to 5 p.m. with limited occupancy. This exhibit also
showcases the city debut of the new QLess reservation system, which allows gallery guests
to choose their preferred days and times to visit.
• The new Community Arts Grants cycle for FY22 opens on Monday, April 12. Arts
organizations and schools will be applying to bring new arts experiences to Carlsbad in the
context of the current pandemic circumstances. This year features a new application
platform allowing a more user-friendly and streamlined applicant experience. Applications
are due May 24.

Parks & Recreation
• Based on San Diego County’s red tier status on the COVID-19 re-opening blueprint, staff
reviewed and updated safe-reopening plans and held site inspections with a safety
consultant. Staff then:
▪ Re-opened community centers for limited active and passive use, such as
basketball shoot-arounds and youth camps, at 10% maximum capacity, on April 5.
▪ Re-opened the Leo Carrillo Ranch Park historic structures and visitor center for
limited use, such as guided tours and youth camps, at 25% maximum capacity,
on April 5.
• With San Diego County’s move into the orange tier, these sites are eligible for capacity
percentage increases. We will continue to evaluate these sites and prepare for shifting
to the greater capacity percentages, while keeping primary focus on the safety of staff
and patrons.
• With San Diego County’s move into the orange tier and the state’s release of an update
regarding “Additional Activities” last Friday:
o Outdoor gatherings of up to 50 people will be allowed as of April 15.
o Outdoor private events or meetings such as receptions or conferences that
include pre-purchased tickets or a defined guest list and assigned seating of up
to 100 people will be allowed as of April 15.
• Staff also continue to evaluate all parks sites and The Crossings at Carlsbad Municipal
Golf Course and prepare for moving toward these allowances, again with the focus on
staff and patron safety.
• With San Diego County’s move into the orange tier, restaurants are allowed to increase
indoor seating capacity to 50%, or 200 people, whichever is fewer. The operator of The
Canyons Restaurant at The Crossings at Carlsbad Municipal Golf Course applied this
allowance, effective April 7.
• Update on staff’s actions related to the senior meal program:
o Provided 806 meals to Carlsbad residents 60 or older during the past week
▪ 462 meals were delivered to residents’ homes by staff
▪ 344 meals were picked-up at the Senior Center by residents
▪ Total number of meals provided represents a 15% increase in the average
total number of meals provided before the pandemic
o Picked up boxes of donated fresh produce from the Carlsbad Strawberry
Company and re-distributed the produce through the senior meal program
• Staff provided the following virtual recreation programs:
o Music Mondays - Famous Frank performed to a virtual audience
o Teen Culinary Lab: Virtual Cooking Class and Lunch at the Culinary Lab (for
seniors) - Chef Kyle Dixon prepared Japanese cuisine including Oyakodun donburi
(chicken and egg rice bowl) and gyoza (dumplings)
o UCSD Osher Lifelong Learning series presented a lecture on “Transporting Actors
and Audiences Around the World Accent by Accent”
