CALL TO ORDER: 9:00 a.m.
ROLL CALL: Hall, Blackburn, Acosta, Bhat-Patel, Schumacher.
PLEDGE OF ALLEGIANCE: Mayor Pro Tern Blackburn led the Pledge of Allegiance.
PUBLIC COMMENT:
The following individuals called into the City Council Meeting and voiced their comments for
the record:
Christine Davis, Executive Director of the Carlsbad Village Association, stressed the importance of
business recovery, economic vitality, revitalizing downtown Carlsbad and elevating tourism. She
also requested the City Council focus on more lighting in the village, solving the homeless issues
in the village and to work with her organization on the Village Barrio Master Plan.
Kelly McCormick, Director of Study Buddies, advocated for more studies for alcohol, tobacco, vape
and marijuana prevention. She also requested the City Council adopt a smoke and vape free
policy.
AGENDA TOPIC:
Center for Organizational Effectiveness Facilitator David Agran introduced himself and provided
an agenda overview.
Staff presentations were made as follows:
Deputy City Manager Public Works Paz Gomez presented a report and reviewed a PowerPoint
presentation regarding an overview of the Public Works department and current and future
projects (on file in the Office of the City Clerk).
Assistant Police Chief Mickey Williams presented a report and reviewed a PowerPoint
presentation regarding an overview of the Carlsbad Police department and current and future
projects (on file in the Office of the City Clerk).
Fire Chief Michael Calderwood presented a report and reviewed a PowerPoint presentation
regarding an overview of the Carlsbad Fire department and current and future projects (on file
in the Office of the City Clerk).

Intergovernmental Affairs Director Jason Haber presented a report and reviewed a PowerPoint
presentation regarding the 2018-2019 City Council goals status (on file in the Office of the City
Clerk).
Mayor Hall left the meeting at 10:12 a.m. due to a potential conflict of interest.
Facilitator Agran declared a recess at 10:20 a.m.
Facilitator Agran reconvened the meeting at 10:30 a.m.
Mayor Hall returned to the meeting at 10:30 a.m.
Staff presentations resumed as follows:
Chief Innovation Officer David Graham presented. a. report and reviewed a PowerPoint
presentation regarding the City of Carlsbad's activities related to the City Council FY 2020-2021
budget priority on economic revitalization (on file in the Office of the City Clerk).
Transportation Director Tom Frank presented a report and reviewed a PowerPoint presentation
regarding the City of Carlsbad's activities related to the City Council FY 2020-2021 budget priority
on traffic and mobility (on file in the Office of the City Clerk).
Community and Economic Development Director Jeff Murphy and Senior Program Manager Holly
Nelson presented a report and reviewed a PowerPoint presentation regarding housing and
homelessness (on file in the Office of the City Clerk).
Facilitator Agran declared a lunch recess at 11:50 a.m.
Facilitator Agran reconvened the meeting at 12:20 p.m. with all City Council Members present.
City Council discussion ensued regarding how the day's presentations and preliminary ideas and
information will be part of the discussion in the next phase of the goal setting process.
Minute Motion by Council Member Schumacher, seconded by Council Member Bhat-Patel, to
narrow down the focus of the long-term strategic goals and priorities to:
1)Small town feel, beach community character and connectedness; and Neighborhood
revitalization, community design and livability;
2)Local economy, business diversity and tourism;
3)Sustainability; and open space and the natural environment.
Motion carried unanimously, 5/0.

By proper motion, the Special Meeting of February 11, 2021 was adjourned at 3:07 p.m.
