That the City Council adopt:

3.A resolution approving the Historic Preservation Commission work plan for fiscal year

Executive Summary
Carlsbad Municipal Code Section 2.15.020(C) requires that each board or commission provide
to the City Council for its approval an annual work plan of activities to be undertaken.
The Library Board of Trustees approved its work plan for fiscal year 2020-21 on Jan. 27, the Arts
Commission approved its work plan for fiscal year 2020-21 on March 4 and the Historic
Preservation Commission approved its work plan for fiscal year 2020-21 on Jan. 11. All three
boards and commissions recommend that the City Council approve their work plans.
Discussion
In 2018, the City Council revised the Carlsbad Municipal Code to create uniform policies and
procedures related to boards and commissions, requiring each board or commission to provide
the City Council for its approval an annual work plan of activities to be undertaken.
The work plans include the board or commission’s mission statement, its composition and its
annual goals and tasks. Some of the goals and tasks within each work plan are ongoing or multi-
year efforts that carry over into future years. The purpose of the work plan is to encourage
increased dialog between the commission and the City Council, to ensure that each board or
commission is working in alignment with the City Council’s priorities.

The Library & Cultural Arts Department supports three boards or commissions, the Library
Board of Trustees, the Arts Commission and the Historic Preservation Commission.
Library Board of Trustees
On Jan. 14, 2020, the City Council adopted Resolution No. 2020-007, approving the Library
Board of Trustees Work Plan for fiscal year 2019-20. At its regularly scheduled meeting of Jan.
27, 2021, the Library Board of Trustees reviewed the existing annual work plan and discussed
the opportunity for making changes to the content.
As a result of that review and discussion, the board decided against making changes to the
work plan’s mission statement, composition, goals and tasks. On Jan. 27, 2021, the Library
Board of Trustees approved its work plan for fiscal year 2020-21 (Exhibit 4, Attachment A) and
recommended its approval by the City Council.
Arts Commission
On Jan. 14, 2020, the City Council adopted Resolution No. 2020-006, approving the Arts
Commission Work Plan for fiscal year 2019-20. At a special meeting on March 4, 2021, the Arts
Commission reviewed the existing annual work plan and considered making changes to it.
As a result of that review and discussion:
• The commission revised the second goal to include “… including adapting to
current community needs and reassessing the current status of the ten-year
timeline.”
• The goal related to business outreach was deleted and the Business Outreach
committee was consolidated into the goal that now reads, “Serve on relevant
committees, such as Arts Education, Gallery, Public Art and Business Outreach as
representatives of the Arts Commission.”
• A new goal was added, “Commit to diversity, equity and inclusion, while
fostering mutual respect for the beliefs and values of all individuals and groups in
the arts, including hosting an arts town hall meeting.”
• The wording of the community arts grants process goal was modified to address
assessing funding priorities and eligibility.
• A new final goal includes a “public meeting workshop where the Arts
Commissioners will receive an updated orientation…” and other themes to be
determined.
On March 4, 2021, the Arts Commission approved its work plan for fiscal year 2020-21 (Exhibit
5, Attachment A) and recommended its approval by the City Council.

Historic Preservation Commission
On Jan. 14, 2020, the City Council adopted Resolution No. 2020-008, approving the Historic
Preservation Commission Work Plan for fiscal year 2019-20. At a special meeting on Jan. 11,
2021, the Historic Preservation Commission reviewed and discussed the existing annual work
plan.
As a result of that review and discussion, the commission:
• Clarified language in the second goal to read, “confirm clarified historic site
inventory via City Council,”
• Added a goal that reads “Explore additional ways of sharing information about
historic site recognition,”
• Expanded on the goal to educate the community about its history by adding
“through creating brief biographies about the City’s past mayors to accompany
photos in Council Chamber.”
On Jan. 11, 2021, the Historic Preservation Commission approved its work plan for fiscal year
2020-21 (Exhibit 6, Attachment A) and recommended its approval by the City Council.
Fiscal Analysis
There is no direct fiscal impact associated with approving these work plans.
Next Steps
Agendas for the meetings for these commissions will be developed in accordance with the
approved work plans.
Environmental Evaluation
This action does not constitute a “project” within the meaning of the California Environmental
Quality Act under the Public Resources Code section 21065 in that it has no potential to cause
either a direct physical change in the environment or a reasonably foreseeable indirect physical
change in the environment and therefore does not require environmental review.
Public Notification and Outreach
Public notice of this item was posted in keeping with the Ralph M. Brown Act and it was
available for public viewing and review at least 72 hours before the scheduled meeting date.

Library Board of Trustees Work Plan
Fiscal Year 2020-2021
I. Mission Statement
The mission of the board of library trustees is to advise the city council in matters pertaining to library
services, as well as the rules and regulations necessary to operate the library.
II. Composition
The board of library trustees shall consist of five members, appointed by the mayor with the approval
of the city council.
Ill. FY 2020-2021 Goals & Tasks
The City of Carlsbad Library Board of Trustees has selected to focus on the following goals and tasks:
• • Review and approve rules and regulations of the library as developed and revised from time
to time
• Review and approve the library's response to the California Public Library survey submitted
annually to the California State Library
• Receive reports on and maintain knowledge of library services and programs:
o Serve as a liaison from the community on its needs and interests
o Serve as an ambassador to the community in promoting library services
• Receive an annual report on safety and security of library facilities
• Provide community perspective on issues and interests related to library service delivery and
facilities
• Provide recommendations on the proposed budget and use of community contributions for
the delivery of library services
• Maintain awareness of and promote community support of the library, and of opportunities
to collaborate with other community partners
• Promote progressive and innovative delivery of services to ensure the library remains in the
forefront of community life
• Advise the city council on resource sharing among library jurisdictions, as needed
• Provide community perspective in the strategic planning of library services
• Participate in relevant events, community meetings and conversations on behalf of the board
of library trustees
• Serve on relevant city committees as a representative of the board of library trustees as
requested (e.g. review website, Carlsbad Reads Together, etc.)

Arts Commission Workplan
Fiscal Year 2020-21
I.Mission Statement
The City of Carlsbad’s Arts Commission is to advise the City Council on arts and culture related
matters and serve as a resource to the Cultural Arts Office providing insight and feedback
representing the community perspective. This mission is accomplished through the Arts
Commission’s focus on the presentation of a diverse range of arts and cultural experiences which
showcase the full spectrum of artistic styles and traditions and appeal to and represent the
interests of the greater community.
II.Composition
The Arts Commission shall consist of seven members, appointed by the Mayor with the
approval of the City Council.
III.FY 2020-21 Goals & Tasks
The Arts Commission has selected to focus on the following goals and tasks:
•Provide to the City Council for its approval an annual work plan of activities to be
undertaken and a subsequent report of its accomplishments.
•Monitor and report to the City Council on the progress of the initiatives detailed in the
Arts & Culture Master Plan, including adapting to current community needs and
reassessing the current status of the ten-year timeline.
•Provide community perspective on issues and interests related to arts and culture in
Carlsbad, as well as the delivery of programming by the Cultural Arts Office.
•Commit to diversity, equity and inclusion, while fostering mutual respect for the beliefs
and values of all individuals and groups in the arts, including hosting an arts town hall
meeting.
•Serve on relevant committees, such as Arts Education, Gallery, Public Art and Business
Outreach as a representative of the Arts Commission.
•Participate in the Community Arts Grants process including the reassessment of funding
priorities, review of guidelines, eligibility and scoring rubrics, as well as auditing the
work of the grants panels and approving the final funding plan.

•Sponsor a public meeting workshop where the Arts Commissioners will receive an
updated orientation and explore topic and themes that are relevant to their
current workplan, as well as the Arts & Culture Master Plan.

Historic Preservation Commission Work Plan
Fiscal Year 2020-2021
I. Mission Statement
The mission of the Historic Preservation Commission shall be to advise the City Council, Planning
Commission, and Housing Commission in all matters relating to the identification, protection, retention
and preservation of historic resources in the City of Carlsbad and inform the public of all matters
pertaining to the preservation of historic resources within the guidelines and codes that govern the
Commission.
II. Composition
The Historic Preservation Commission shall consist of five regular members appointed by the City
Council, and one ex officio representative appointed by the Planning Commission. All members of the
Commission shall be Carlsbad residents and registered voters. The Planning Commission Representative
shall be a non-voting member.
III. FY 2020-2021Goals & Tasks
The City of Carlsbad Historic Preservation Commission has selected to focus on the following
goals and tasks:
• Bring forth to City Council suggested revisions to the Carlsbad Municipal Code governing
the Historic Preservation Commission
• Confirm clarified historic site inventory via City Council
• Further educate commissioners through tours of historic sites
• Develop a Plaque Program for historic locations
• Explore additional ways of sharing information about historic site recognition
• Continue to educate the community about its history
o through support of school curriculum; 3rd grade historic art program
o through an oral history collection project in cooperation with Library’s Carlsbad
History Collection
o through recorded interviews of local long-time residents
o through creating brief biographies about the City’s past mayors to accompany
photos in Council Chamber
• Seek opportunities to further share and promote the city’s history with the community

Minutes of the January 27, 2021 Meeting
LIBRARY SERVICES DURING COVID-19: The board received an update and presentation from
Library & Cultural Arts Director Suzanne Smithson on library services· during COVID-19 including
new on line research information services; call in curbside service launched Dec. 1; virtual
programs; online payments of fines and fees; and a preview of upcoming events and programs.
DIRECTOR'S REPORT: Director Smithson updated the board on a variety of topics: new_Deputy
Library Director l<atie Nye; recruitment currently open for Principal Librarian position;
upcoming recruitments for Community Relations Manager and Senior Librarian for Children's
Services; four staff completed their master's degrees; website testers for city website update;
American Library Association (ALA) Midwinter Conference; Carlsbad Reads Together in April;
service and computer desk reconfigurations at Georgina Cole Library; and an update on east
parking lot construction at Carlsbad City Library on Dove Lane.
FOUNDATION REPORT: Representative McBride reported the Carlsbad Library & Arts
Foundation had a good financial year. The Foundation appreciated being recognized for their
support of the ukulele program and look forward to additional opportunities.
FRIENDS OF THE LIBRARY REPORT: Representative Hulsart shared that the Carlsbad Friends of
the Library donated one thousand dollars in remembrance of Jodi Good, former bookstore
manager at the Georgina Cole Library who recently passed away. The Carlsbad Friends of the
Library have started discussions on re-opening of the bookstores. Representative Hulsart was
pleased with the recent Paws to Read virtual program.
NORTH SAN DIEGO COUNTY GENEALOGICAL SOCIETY REPORT: Board Liaison Mary Millet
updated the board on a variety of topics: all NSDCGS activities will be done virtually through
June 2021; the Spring seminar; appreciation to the Georgina Cole Library genealogical division
and all the fine services offered.
LIBRARY BOARD COMMENTS/ANNOUNCEMENTS: The Trustees offered their gratitude to staff
for the various ways they continue to support the community.

Motion by Commissioner Snyder, seconded by Commissioner Nassiri, to approve April 1, 2021 as the start date

ARTS COMMISSION 2021-2022 WORKPLAN:
The commissioners discussed priorities, revised specific tasks and added two new goals before approving the
Arts Commission 2021-2022 Workplan. Motion by Commissioner Snyder, seconded by Commissioner Nassiri, to
approve the Arts Commission 2021-2022 Workplan as amended. Motion carried, 5/0/2/0 (Schmidt, White –
Absent).
CHAIR REPORT: Chair Barker shared that she is happy that things are starting to go in the right direction, and is
looking forward to gathering in person with fellow commissioners at a future workshop.
CULTUAL ARTS MANAGER REPORT: Manager Schultz reminded the commissioners that the finalists for the two
open Arts Commissioner positions will be presented and interviewed at the March 16, 2021 City Council
meeting. He also announced Foundant as the new Community Arts Grants management software, with April 12,
2021 as the opening date of the next Community Arts Grants cycle. Training will be scheduled for all
commissioners to learn how to review applications using Foundant.
COMMISSIONER COMMENTS/ANNOUNCEMENTS: Commissioners shared the highlights of their participation
and attendance at local virtual arts events and programs.

2021 HISTORIC ART PROGRAM: The Historic Preservation Commission voted to approve
sending exploratory correspondence to Carlsbad 3rd grade teachers on their interest and ability

CARLSBAD HISTORICAL SOCIETY UPDATE: Commissioner Boone shared information regarding
the Camp Pendleton Historical Society’s 2021 Essay Contest.
COMMISSION LIASON ANNOUNCEMENTS: Commission Liaison Smithson provided an update
on a formal letter submitted to the City of Carlsbad’s Parks & Recreation Department regarding
the preservation of four heritage trees submitted by Diane Nygaard with Preserve Calavera. The
Commission will receive a presentation by Parks Services Manager on the topic of heritage
trees at the Historic Preservation Commission March 8, 2021 meeting; Senior Librarian Sarah
Dana and staff are ready to assist the commissioners through obtaining oral histories in support
of the 2020-2021 Workplan; and Commission Liaison Smithson introduced two new Deputy
Library Directors and discussed the future Commission Liaison appointment.
COMMISSIONER COMMENTS: Commissioner Boone discussed keeping the commission
informed of naming projects in the city; Commissioner Estes discussed investigating the Marron
Adobe since the passing of the owner; Commissioner Ly is moving forward on an oral history
with a La Costa educator; Commissioner Majer discussed the Culver house and the family
accepting a previous offer for clean up; and Commissioner Lafferty requested a coastal resource
list be submitted to the Planning Commission.
