Recommended Action
Select up to two members from the Traffic and Mobility Commissioners to serve as part of the
Local Roadway Safety Plan Stakeholder Group
Background
On Jan. 9, 2020, the city was notified by the California Department of Transportation (Caltrans)
that the city has been selected for a grant in the amount of $72,000, with a 10% ($8,000) local
match requirement, to prepare a Local Roadway Safety Plan (LRSP).
On Oct. 26, 2020, the city issued a Request for Proposals for the development of the City’s
LRSP.
On Feb. 22, 2021, the city executed a Professional Services Agreement with Chen Ryan
Associates for the development of the plan.
Discussion
The LRSP will provide a framework for the city and stakeholders to systematically identify,
analyze and prioritize roadway safety improvements to reduce fatalities and serious injuries on
local roadways. Preparing a LRSP provides the city an opportunity to proactively address unique
roadway safety needs while contributing to the success of the State’s Strategic Highway Safety
Plan. In addition, the completion of a LRSP will provide a data-driven traffic safety plan that
qualifies the city to apply for and receive Highway Safety Improvement Program (HSIP) funds in
the future.
The effort of preparing the city’s LRSP would begin with stakeholder engagement and vision
and goal setting for the plan. Involvement from a broad range of stakeholders is critical to the
success of the LRSP, as different entities can combine their knowledge and skills and work
together toward a common mission, a safer local roadway system for all users. Caltrans
encourages a stakeholder group comprising representatives from the “four E’s” of roadway
safety (Engineering, Enforcement, Education, and Emergency Reponses), as well as other civic
groups, be engaged in the development of the LRSP. Staff and the consulting firm have
identified the following potential stakeholders for the city’s LRSP:
• Public Works Branch, Transportation Department, Traffic Division
• Public Works Branch, Transportation Department, Streets Division
• Police Department
• Fire Department
• Traffic and Mobility Commission
• Carlsbad Unified School District
• North County Transit District
• Walk + Bike Carlsbad
• Caltrans
Stakeholder meetings will be held at key milestones of the project, including:
• Defining the initial vision and goal setting of the plan
• Reviewing of safety data analysis
• Identifying key roadway safety issues and safety measures
• Prioritizing roadway safety improvement projects
Next Steps
Staff and Chen Ryan Associates will schedule the first stakeholder group meeting after all the
stakeholder representatives have been identified. The city’s LRSP is anticipated to be
completed in Spring 2022. At that time staff will bring the report to Traffic and Mobility
Commission and then to the City Council.
