Recommended Action
Adopt resolutions appointing three members to the Historic Preservation Commission.
Executive Summary/ Discussion
Commissioner Laurie Boone was initially appointed to the Commission in February 2014 to fill
the expired term of Commissioner Smith for a term ending in April 2013. Commissioner Boone
was reappointed in May 2017 and is not eligible for reappointment. This scheduled vacancy
term will expire in April 2025.
Commissioner Anne Estes was initially appointed in July 2018 to fill the unexpired term of
Commissioner Bender. Commissioner Estes resigned in March 2021. This unscheduled vacancy
term will expire in April 2024.
Commissioner Robert Prosser was initially appointed in August 2019 to fill the unexpired term
of Commissioner Nelson. Commission Prosser is eligible for and is seeking reappointment. This
scheduled vacancy term will expire in April 2024.
Members of the commission are required to have knowledge of and a demonstrated interest in
historic preservation and local history. These vacancies specifically require members who have
a background or interest in architecture, archeology, history, biology, engineering, geology or a
related field.
The City Clerk’s Office received six applications from residents wishing to serve on the Historic
Preservation Commission. In accordance with City Council Policy No. 88, Mayor Hall has
recommended all six of the following residents advance in the process to interview with the full
City Council:

•John May – District 1
•Madison Dwyer – District 2
•Patty Schreibman – District 3

• Robert Prosser – District 1 (seeking reappointment)
Exhibit 4 contains applications for all six residents.
Carlsbad Municipal Code Chapter 2.42 states that the Historic Preservation Commission shall
consist of five members to be appointed by a majority vote of the Council, as well as one ex-
officio representative from the Planning Commission.

Members of the Historic Preservation Commission are subject to the provisions of the California
Political Reform Act and must file statements of economic interest each year, and complete two
hours of ethics training every two years.
The Maddy Act, California Government Code Sections 54970-54974, requires that on or before
December 31 of each year the legislative body shall prepare a local appointments list that
contains the appointive terms of board and commission members that will expire in the next
calendar year. The name of the incumbent appointee, the date of appointment and the term’s
expiration date is also included on the list. Based on the prepared list, the City Clerk’s Office
accepts applications for any upcoming vacancies. These applications are available on the city’s
website and in the City Clerk’s Office.
Fiscal Analysis
This action has no financial impact.
Next Steps
Following the appointment of three members to the Historic Preservation Commission, the City
Clerk’s Office will update the commission roster and coordinate the oaths of office, the filing of
the appointees’ statement of economic interest, and ethics training certificate.
Environmental Evaluation (CEQA)
This action does not constitute a “project” within the meaning of the California Environmental
Quality Act under California Public Resources Code Section 21065 in that it has no potential to
cause either a direct physical change in the environment or a reasonably foreseeable indirect
physical change in the environment. Therefore, it does not require environmental review.
Public Notification and Outreach
Public notice of this item was posted in keeping with the Ralph M. Brown Act and it was
available for public viewing and review at least 72 hours before the scheduled meeting date.

Please describe your educational background
I am a proud graduate of Azusa Pacific University, in Azusa, CA. I earned a degree in Business
Administration with a minor in Political Science. Honestly, I would have gotten a degree in
History, but I wasn't sure the career path I could pursue with a history degree. Fortunately, I got
to study a lot of history with my minor of Political Science.
Please describe relevant experience
I have always been a lover of history. I have served on the Career Development Committee at
our Keller Williams office, but never through the city. I would love to be able to help learn,
educate our residents and preserve Carlsbad's history through serving on this amazing
committee.
Please describe your current or past community involvement
I actively attend North Coast Church, with locations all over North County. I volunteer as house
manager, where my responsibilities include overseeing 10+ volunteers each service, collecting
offering and food donations while ensuring our volunteers provide a fantastic guest experience.
I have also loved participating in beach cleanups.
I also served on the Career Development Committee through Keller Williams. Where we were
responsible for provided current and relevant training to our peers so they felt supported and
equipped.

I most recently served on our Keller Williams Career Development Committee within our office.
Our goal was to provide new agents with support and training to feel supported within the
industry. Since COVID, things have taken a break. Really looking forward to jumping back in

Additional information or comments
The idea of joining this committee is very exciting to me. I am new to the world of commissions
and committees outside the corporate world, but I have always loved to be involved. I am a
history nerd, and serving the city I live in and love, would be a dream come true. I look forward
to learning more about this process and hope to be what you are looking for!

I would be very happy to serve on the Historic Preservation Commission, if selected. I have been a
resident of Carlsbad for more than 20 years and have been an active member of the community in a
variety of activities. I look forward to additional opportunities to serve my community and make use of
my experience and skills.

I have Bachelor's Degrees in both Communications and in International Relations.
have also taken numerous post-graduate courses in real estate and land use planning
as part of my career development.

While my specific experience has been with land-use activities within the City of San Diego, I look forward to applying .that
background to my own Carlsbad Community. I have worked in the real estate and land-use field for more than 30 years in a
variety of positoins. I am passionate about history and architecture and have been involved with the creation of architectural
guidelines and other planning tools with an emphasis on placemaking and creation of community-serving public spaces.

I was selected and served on the Proposition P Citizens' Advisory Committee several years back, but
otherwise have not been active in similar boards or committeess within Carlsbad. I have, however, had
many opprtunities to serve the Carlsbad communtiy as a volunteer through youth-serving activities such
as scouting, youth sports, PTA, and other youth-related fundraising and school supporting events.

contracted for architectural services in the past (Pine Avenue Community
Center/Gymnasium).

I have received a bachelors' of Architecture from USC and a Master in Urban Planning
from the City University of New York, CCNY campus.

I have been a registered artchitect and planner for the past 31 years. Of those years,
10 were spent working as an architect in Carlsbad. I have also taught Architectural
Design Studio at NSAD and CalPoly SLO for over 18 years.

I have volunteered at Casa de Luz for home building in Tijuana, Mexico.

I have lived in Carlsbad since 2001 and previously grew up in Encinitas. I really enjoyed serving on the
Historic Preservation Comission previously and look forward to helping if I can. My order of preference
is (1) Historic Preservation Comission, (2) Arts Comission and (3) Housing Comission. Thank you for

I have been on Carlsbad's Historic Preservation Commission since August 2019.
Please describe your educational background
Graduated Oceanside High School 1973, 3 years of college after that. AA Degree in telecommunications
Added education via UCSD's extension programs (computer-related subjects)
Please describe relevant experience
Almost 20 years experience as a sub-and general contractor in SD County (and Colorado Rockies). Participated in the development of raw land into single/multi-family projects
that included installing the water and sewer services. Also involved in commercial and custom residential projects. Have a California General Contractor license since 1987.
Over 15 years as a marketing communications, branding and advertising consultant. Transitioned from a general practice to two main vertical markets:
-Legal Products and Services
-Automotive Aftermarket Product and Services

For years I had been busy raising a family and putting the children through universities.
Then, I had to take care of my aging parents (95 year old father lives with me).
Now I am retired and have time to give back to the community I know and love.

My parents and I move9 to the Carlsbad Coastal area in 1969, so I have an intimate knowledge of the original city, its beaches and have witnessed its growth since that time.
I am a longtime homeowner in Carlsbad, having owned on Skyline Road and Highland Drive.
Besides my construction/development background, I also have a long business background in marketing, advertising, copy writing and design.

I was Voted to serve on the Historic Preservation Commission in August 2019 and have been proud to do so since then.
My parents and I moved here in the late 1960s. Decades later, my children were educated at Magnolia Elementary,
Valley Middle and Carlsbad High schools. Many of this city's citizenry have lived here for decades as I have, and I know
that we as a group are hopeful that Carlsbad can preserve glimpses of its rich past. For example, a part of this past is
literally built into the Culver-Myers-Capp House found at the corner of Highland Drive and Oak Avenue. This house was
constructed at about the same time, with the same materials, and craftsmanship as our beloved Twin Inns, making the
house-and its backstory-unique and irreplaceable. This backstory is meaningful to me personally since I worked at the
Twin 1nns as a busboy and waiter when I was going to college in the 1970s.
Collectively, there are so many cherished stories and memories of this fair city, and I am proud to say that I have
participated in them in my own small way. On the other hand, I have also witnessed the city's tremendous expansion
over the decades and know that we must take action to preserve its history or run the risk of losing it forever.
I would like to continue to give back to the city that I know and love. Thank you for the opportunity to serve on
Carlsbad's Historic Preservation Commission.
