DOING BUSINESS IN THE FIELD OF APPLIED SOILS MECHANICS, THE SOILS REPORT WILL BE
SUBMITTED TO THE CITY ENGINEERING INSPECTOR WITHIN TWO WORKING DAYS OF THE
COMPLETION OF FIELD TESTS,

ENGINEER OF WORK. THE CITY ENGINEER'S SIGNATURE ON THESE PLANS DOES NOT
CONSTITUTE APPROVAL OF ANY OF THESE NOTES ANO THE CITY WILL NOT BE RESPONSIBLE
FOR THEIR ENFORCEMENT. THE CONTRACTOR SHALL ENFORCE ALL SAFETY MEASURES.
1. NEITHER THE OWNER, NOR THE ENGINEER OF WORK WILL ENFORCE SAFETY MEASURES OR
REGULATIONS, THE CONTRACTOR SHALL DESIGN, CONSTRUCT ANO MAINTAIN ALL SAFETY
DEVICES, INCLUDING SHORING, AND SHALL BE SOLELY RESPONSIBLE FOR CONFORMING

INCLUDING SAFETY OF ALL PERSONS ANO PROPERTY, AND THIS REQUIREMENT SHALL
APPLY CONTINUOUSLY ANO NOT BE LIMITED TO NORMAL WORKING HOURS, AND THAT THE
CONTRACTOR SHALL DEFEND, INDEMNIFY ANO HOLD THE OWNER AND ENGINEER HARMLESS
FROM ANY AND ALL LIABILITY, REAL OR ALLEGED, IN CONNECTION WITH THE
PERFORMANCE OF WORK ON THIS PROJECT EXCEPTING LIABILITY ARISING FROM THE
SOLE NEGLIGENCE OF THE OWNER OR THE ENGINEER.
3. THE CONTRACTOR SHALL BE RESPONSIBLE TO INSURE THAT ALL SLOPES, STREETS,
UTILITIES, AND STORM DRAINS ARE BUILT IN ACCORDANCE WITH THESE PLANS. IF
THERE IS ANY QUESTION REGARDING THESE PLANS OR FIELD ST AKES. THE CONTRACTOR
SHALL REQUEST AN INTERPRETATION BEFORE DOING ANY WORK BY CALLING THE
ENGINEER OF WORK AT (619) 291-0707. THE CONTRACTOR SHALL ALSO TAKE THE NECESSARY
STEPS TO PROTECT THE PROJECT AND ADJACENT PROPERTY FROM ANY EROSION AND
SILTATION THAT RESULT FROM HIS OPERATIONS BY APPROPRIATE MEANS (SAND BAGS,
HAY BALES, TEMPORARY OESIL TING BASINS, DIKES, SHORING, ETC.) UNTIL SUCH
TIME THAT THE PROJECT IS COMPLETED AND ACCEPTED FOR MAINTENANCE BY WHATEVER
OWNER, AGENCY OR ASSOCIATION IS TO BE ULTIMATELY RESPONSIBLE FOR
MAINTENANCE.
~-PRECISE LOCATIONS AND ELEVATIONS ARE NOT KNOWN FOR THE EXISTING UNDERGROUND
UTILITIES. THE CONTRACTOR SHALL MAKE EXPLORATORY EXCAVATIONS SUFFICIENTLY AHEAD
OF CONSTRUCTION TO PERMIT REVISIONS TO PLANS IF REVISIONS ARE NECESSARY BECAUSE
OF ACTUAL LOCATION OF EXISTING FACILITIES, THE CONTRACTOR SHALL BE RESPONSIBLE
FOR THE FIELD MEASUREMENTS PRIOR TO CONSTRUCTION OF NEW WORK.
5. LOCATION AND ELEVATION OF EXISTING IMPROVEMENTS TO BE MET BY WORK TO BE
DONE SHALL BE CONFIRMED BY FIELD MEASUREMENTS PRIOR TO CONSTRUCTION OF NEW
WORK.
i. BEFORE EXCAVATING FOR THIS CONTRACT, THE CONTRACTOR SHALL VERIFY LOCATION
OF UNDERGROUND UTILITIES, THE EXISTENCE AND LOCATION OF ANY UNDERGROUND

OF THE AVAILABLE RECORDS, TO THE BEST OF OUR KNOWLEDGE THERE ARE NO OTHER

7. CONTRACTOR SHALL NOTIFY THE SAN DIEGO GAS & ELECTRIC COMPANY PRIOR TO
STARTING WORK NEAR COMPANY FACILITIES AND SHALL COORDINATE HIS WORK WITH

9. CONTRACTOR IS REQUIRED TO TAKE PRECAUTIONARY MEASURES TO PROTECT THE
UTILITY LINES SHOWN HEREON AND ANY OTHER EXISTING LINES NOT OF RECORD
OR NOT SHOWN ON THESE PLANS.
10. WHERE TRENCHES ARE ADJACENT TO FUTURE BUILDING SITES, SOILS REPORTS SHALL
BE SUBMITTED TO THE ENGINEER OF WORK BY A QUALIFIED SOILS ENGINEER WHICH
CERTIFY THAT TRENCH BACKFILL WAS COMPACTED AS DIRECTED BY THE SOILS
ENGINEER IN ACCORDANCE WITH THE ONSITE EARTHWORK SPECIFICATIONS.
11. ALL GRADING SHALL BE DONE UNDER THE OBSERVATION OF A QUALIFIED SOILS
ENGINEER, ALL AREAS TO BE FILLED SHALL BE PREPARED TO BE FILLED AND ALL
FILL SHALL BE PLACED IN ACCORDANCE WITH THE RECOMMENDED GRADING
SPECIFICATIONS AND SPECIAL PROVISIONS ATTACHED TO THE SOILS INVESTIGATION
FOR THIS PROPERTY. IT SHALL BE THE CONTRACTOR'S RESPONSIBILITY TO PLACE, SPREAD, WATER AND
COMPACT THE FILL IN STRICT ACCORDANCE WITH THESE SPECIFICATIONS.
12. OBSERVATIONS AND COMPACTION TESTS SHALL BE MADE BY THE SOILS ENGINEER
DURING THE FILLING AND COMPACTING OPERATIONS SO THAT HE CAN STATE HIS
OPINION THAT THE FILL WAS CONSTRUCTED IN ACCORDANCE WITH THE EARTHWORK
SPECIFICATIONS.
13, DURING CONSTRUCTION, THE CONTRACTOR SHALL PROPERLY GRADE ALL EXCAVATED
SURFACES TO PROVIDE POSITIVE DRAIINAGE AND PREVENT PONDING OF WATER. HE
SHALL CONTROL SURFACE WATER TO AVOID DAMAGE TO ADJOINING PROPERTIES OR TO
FINISHED WORK ON THE SITE. THE CONTRACTOR SHALL TAKE REMEDIAL MEASURES TO
PREVENT EROSION OF FRESHLY GRADED AREAS AND UNTIL SUCH TIME AS PERMANENT
DRAINAGE AND EROSION CONTROL MEASURES HAVE BEEN INSTALLED.
AFTER COMPLETION, AFTER GRADING IS COMPLETED AND THE SOILS ENGINEER HAS
FINISHED HIS OBSERVATIONS OF THE WORK, NO FURTHER EXCAVATION OR FILLING
SHALL BE DONE EXCEPT UNDER THE OBSERVATION OF THE SOILS ENGINEER,
14, CONTRACTOR SHALL TAKE THE NECESSARY PRECAUTIONS REQUIRED TO PROTECT
ADJACENT PROPERTIES DURING THE GRADING OPERATIONS.
15. CUT AND FILL SLOPES SHALL BE TRIMMED TO THE FINISH GRADE TO PRODUCE A
SMOOTH SURFACE AND UNIFORM CROSS SECTION. THE SLOPE OF THE EXCAVATIONS OR
EMBANKMENTS SHALL BE SHAPED AND TRIMMED AS SHOWN ON THE PLANS AND
LEFT IN A NEAT AND ORDERLY CONDITION. ALL STONES, ROOTS, OR OTHER WASTE
MATTER EXPOSED ON EXCAVATION OR EMBANKMENT SLOPES SHALL BE REMOVED AND
DISPOSED OF OFF SITE IN A LEGAL MANNER BY THE CONTRACTOR.
16. WHERE TRENCHES ARE WITHIN EASEMENTS OR WITHIN 10' OF ANY BUILDING, A SOILS REPORT
SHALL BE SUBMITTED TO THE ENGINEER OF WORK BY A QUALIFIED SOILS ENGINEER
WHICH INDICATES THAT TRENCH BACKFILL WAS COMPACTED UNDER THE OBSERVATION OF
THE SOILS ENGINEER AND IN ACCORDANCE WITH THE ABOVE-NAMED SPECIFICATIONS.
17. THE EXISTENCE AHO LOCATION OF UNDERGROUND UTILITIES OR STRUCTURES SHOWN
ON THESE PLANS WERE OBTAINED FROM A SEARCH OF THE AVAILABLE RECORDS. TO
THE BEST OF OUR KNOWLEDGE THERE ARE NO OTHER EXISTING UTILITIES EXCEPT AS
SHOWN ON THESE PLANS, THE CONTRACTOR IS REQUIRED TO TAKE PRECAUTIONARY
MEASURES TO PROTECT THE UTILITY LINES SHOWN HEREON AND ANY OTHER NOT OF
RECORD OR NOT SHOWN ON THESE PLANS. ALL DAMAGES THERETO CAUSED BY THE
CONTRACTOR SHALL BE REPAIRED TO THE APPROPRIATE SPECIFICATIONS AND AT THE
EXPENSE OF THE CONTRACTOR.
18. THE APPLICANT SHALL MINIMIZE EXPOSURE TIME OF DISTURBED SOIL AREAS THROUGH
SCHEDULING OF DISTURBANCE ACTIVITIES AND STORM WATER PROTECTION ACTIVITIES TO
THE SATISFACTION OF THE DIRECTOR OF PUBLIC WORKS.
19. ENSURE COMPLIANCE WITH ALL APPLIICABLE STORM WATER REGULATIONS AT ALL TIMES.
THE ACTIVITIES PROPOSED UNDER THIS APPLICATION ARE SUBJECT TO ENFORCEMENT
UNDER PERMITS FROM THE SAN DIEGO REGIONAL WATER QUALITY CONTROL BOARD
<RWQCBl AND THE SAN DIEGO COUNTY STORM WATER ORDINANCE. THIS
INCLUDES REQUIREMENTS FOR MATERIALS AND WASTES CONTROL, EROSION CONTROL,
AND SEDIMENT CONTROL ON THE PROJECT SITE. PROJECTS THAT INVOLVE AREAS
GREATER THAN 5 ACRES REQUIRE THAT THE PROPERTY OWNER KEEP ADDITIONAL AND
UPDATED INFORMATION ONSITE CONCERNING STORM WATER RUNOFF. THIS
REQUIREMENT SHALL BE TO THE SATISFACTION OF THE DIRECTOR OF PUBLIC WORKS.
20. ALL PVC PIPES AND FITTINGS SHALL BE IN CONFORMANCE WITH ASTM F794,
SPECIAL NOTES CONTINUED
20,. IMPLEMENT AND MAINTAIN BEST MANAGEMENT PRACTICES (BMPs) TO EFFECTIVELY
PREVENT POTENTIALLY NEGATIVE IMPACT ON STORM WATER QUALITY BY THE
PROPOSED OPERATIONS. THE PROPERTY OWNER SHALL REPAIR, RESTORE AND/OR
REPLACE WITH ACCEPTABLE AL TERNA TES, ALL OR PORTIONS OF THE INSTALLED BMPs
THAT FAIL. FAILURE TO PROPERLY INSTALL AND MAINTAIN THE BMPs WILL RESULT IN
ENFORCEMENT ACTION BY THE THE CITY OF CARLSBAD OR OTHER AGENCIES. THE
MINIMUM PERFORMANCE GOALS FOR THE POST-CONSTRUCTION BMPs TO CONTROL
POLLUTION FROM THE PROJECT ARE NO NET INCREASE IN POLLUTANTS ABOVE PRE-
CONSTRUCTION LEVELS. SOURCES OF POTENTIALLY SIGNIFICANT POST-CONSTRUCTION
POLLUTANT LOADING SHALL BE IDENTIFIED AND THE INTRODUCTION OF POLLUTANTS
FROM THESE SOURCES INTO STORM WATER AND NON-STORM WATER DISCHARGES SHALL
BE PREVENTED OR REDUCED TO THE MAXIMUM EXTENT PRACTICABLE. POST-
CONSTRUCTION POLLUTANT LOADS IN STORM WATER AND NON-STORM WATER DISCHARGES
SHALL NOT CAUSE OR CONTRIBUTE TO THE DEGRADATION OF RECEIVING WATERS OR
OTHER ENVIRONMENTALLY SENSITIVE AREAS. POST-CONSTRUCTION PEAK RUNOFF FLOW
RATES AND VELOCITIES FROM THE PROJECT SITE SHALL BE MAINTAINED AT LEVELS
WHICH WILL NOT CAUSE OR CONTRIBUTE TO THE SCOURING OR EROSION OF RECEIVING
WATERS OR OTHER ENVIRONMENTALLY SENSITIVE AREAS (WETLAND, VERNAL POOLS,
ETC.) ABOVE PRE-DEVELOPMENT RATES. POST-CONSTRUCTION MINIMUM RUNOFF
FLOW RATES, VELOCITIES, AND VOLUMES FROM THE PROJECT SITE SHALL BE
MAINTAINED AS NECESSARY TO PREVENT THE DEGRADATION OF RECEIVING WATERS,
OTHER ENVIRONMENTALLY SENSITIVE AREAS, OR FLOW-DEPENDANT BMPs (E.G.,
CONSTRUCTED WETLANDS, ETC.). BMPs WHICH INCORPORATE NATURAL SYSTEMS OR
APPROACHES (E.G., CONSTRUCTED WETLANDS, RETENTION OF EXISTING HABITAT,
INCLUSION OF NATURAL BUFFER ZONES, ETC.l SHALL BE CONSIDERED AND SHALL BE
UTILIZED TO THE MAXIMUM EXTENT PRACTICABLE. POST-CONSTRUCTION STRUCTURAL
BMPs SHALL BE OPERATED AND MAINTAINED TO ENSURE THEIR LONG-TERM

DONE.A COPY OF THE CCTV TAPE OR DVD SHALL BE PROVIDED TO THE LWD
ENGINEER FOR REVIEW AND RECORD PURPOSES. A SECOND CCTV INSPECTION
TAPE SHALL BE PROVIDED TO THE LWD DISTRICT ENGINEER AFTER

DONE IN THE DIRECT PRESENCE OF THE LWD INSPECTOR. NEW SEWER SHALL
NOT BE CONNECTED OR ALLOWED TO FLOW TO EXISTING SEWER UNTIL AFTER
FINAL ACCEPTANCE OF ALL UPSTREAM WORK BY THE LWD INSPECTOR, OR
