IDENTIFICATION AND SEPARATION B-l IDENTIFICATION (l) C2l (6/81) The top 180° portion of the exterior surface area of the reclaimed water piping shall be spray painted with a •red enamel"and allowed to dry after the pipe is installed in the trench and prior to installation of warning tape and backfill. l\ny pipe painted red and subsequently removed from the trench shall be removed from the jo~ site immediately. The plastic warning tape shall be prepared with black printing on a red field having the words, "CAUTION: RECLAIMED WATERLINE". The overall width shall be 3 inches. Part 6A-3 warning (~aution) tape shall be as manufactured by Griffolyn Company, Inc., 10020 Mykawa Road, (P.O. Section C CROSS CONNECTION CONTROL C-l ~ POLICIES The District as •water Master" reserves the right to require the installation of District approved backflow prevention devices. Normally, backflow prevention device·s will not be required on reclaimed water facilities. Domestic water.me~ers will be required to be protected by reduced pressure principle devices if domestic and reclaimed water irrigation systems are not physically separated by barriers such as walls and fences with continuous footings, or wide sidewalks, alleys or other physical barriers. All other domestic water JIMltters will be evaluated for backflow prevention on a case by.case basis. ' C-2 WASHDOWN HYDRANTS AND OTHER l'OINTS OF PUBLIC ACCESS All onsite reclaimed water facilities shall be restricted from public access so that the general public cannot draw water from the system. Facilities, such as blow-offs, blow-offs on strainers, and other such facilities shall be restricted from public access .. D-2 FINAL INSPECTION Before the District approves service start-up of any facilities using reclaimed water, the in!talled system sha;1 be tested using potable water under design operating conditions to establish that the operation is in accordai:ce with all applicable requirements, including those contained in the R~les and Reg~- lations for Reclaimed Water Service Within the Vista Irrigation Distri~t. Assuming all other requirements are satisfied~ service start""Up will be contigent upon successful operation and testing of the reclaimed water irrigation system. D-3 DYE TESTING OF ONSITE RECLAIMED WATER SfSTEM If, in the sole opinion of the District, it is suspected that a cross-connection may exist between reclaimed and potable water systems, the sprinkler heads shall be removed and the risers capped, a non-toxic, non-staining coloring agent_sh~ll . be added to potable water and pumped into the customer irrigation System using a pressu~e sufficient to overcome the static pressure of the potable system. The pressure shall be main- tained for a sufficient period of time to check the potable systems for the presence of the colorjng agent, which indicates an illegal cross-connection. Section E RECLAIMED WATER PIPING (6/81) Part 6A-5 E-1 GENERAL All onsite reclaimed water piping shall be installed in ;accordance with the Uniform Plumbing Code and all other local ~governing codes, rules and regulation~~ All piping shall be -continuously and permanently marked with the :manufacturer's name or trademark, nominal size, and schedule or class indicating the pressure rating. E-2 QUICP;-COOPLING VALVES Quick-coupling valves used in confonn to the following: reclaimed water systems shall •· . (1) {2) Quick-coupling valves shall be operated only with a special coupler key with an acme thread for opening or closing the valve in order to prevent unauthorized use. A lockable cover shall be permanently attached to the quick-coupling valve. It shall be red rubber or vinyl. The following provisions shall apply to quick-coupling valves used. in potable water systems: (1) (2) Quick-coupling valves used in potable water systems for projects !!2! using reclaimed w~ter shall be operated with a coupler key not using an acme thread for opening and closing the valves. Quick-coupling valves are not permitted in potable water systems for projects that use reclaimed water. E-3 STRAINERS Reclaimed irrigation systems shall have a Y strainer or basket strainer located immediately downstreaza of the meter. The strainer shall have a minimum JO-mesh stainless steel or llonel screen. Finer mesh screens may be necessary based on the design of the irrigatii,n system. !!'he landscape architect or engineer is responsible to determine the correct strainer size and mesh required. Strainers that have automatic backwash features will not normally be allowed unless it can be demonstrated to the District that the backwash water will not cause runoff and is disposed of in a manner approved by the District. The strainer drain valve shall operate with a recessed key slot. (6/81) Part '6A-6 Section F CONTROLLERS AND IDENTIFICATION F-1 CONTROL DEVICE IDENTIFICATION • Each automatic controller and its associated equipment shall be identified with a sign bearing the words •aeclaimed Water Used for Irrigation• in English and Spanish with black letters at least one inch high on a red background. The sign shall be so placed that it can be readily seen by any person utilizing the equipment. F-2 CONTROL DEVICE SHU"l'OFF Should the •water Master" discover that the :Rules and Regulations for Reclaimed Water Service within the Vista Irrigation District are being violated, the Water Master _ shall turn off the supply of reclaimed water by activating a "kill switch" near the controller or by closing and lock- ing the reclaimed water meter. The following options shall be designed by the landscape arc~tect or engineer: (1) Reclaimed water supply shall be turned off by closing and locking the District's valve at the reclaimed water meter. (2) Install a •kill switch" that de-energites the controller electrical circuits and closes all control valves. The •kill switch• shall be acces5ible to only the •water Master•. (3) l\ny other method proposed by the designer and approved by the District. !!'he designer of the reclaimed irrigation system shall insure that the irrigation system shall not be damaged when the reclaimed water supply is reinstated by unlocking and opening the District's valve at the reclaimed water aeter or by turning the "kill switch" off. The method used for securing reclaimed water service shall be shown on the irrigation · plans next to the -ter location. F-3 CONTROL CliARTS ·Control charts shall be prepared by the landscape architect or design engineer, submitted with th~ record drawings, and approved by the District before final request for service start-up is made. The chart subQiittal shall include the following: Chart Requirements: One controller chart shall be pro• vided for each automatic controller supplied showing the system area covered by the controller, Chart Scale: the as-buiit (6/81) Each chart drawings. •hall be a full size print of Part 6A-7 Chart coloring: Each chart shall be a blaCk or blue line print with a different color used to show the area of coverage for each station. As-built drawi~gs shall be_fur~is~ed. to the District before conn_ection to the District s reclaimed water distribution 5ystem is made. Customer or onsite facilities shall comply with the following provisions: All testing of the onsite irrigation system shall be performed using potable water through an approved con- struction water meter. All coverage tes~s and adjust- ments to the reclaimed irrigation system shall be per- formed. using potable water. Only after all tes~s ~ve been completed and the appropriate sanitation district has requested the initiation of reclaimed water service will the District accept an application for installation of the r~claimed water meter. Refer to Section G-2. As- built drawings shall be furnished to District before the cuataner system is placed into service. ' · G-2 INSTALLATION OF RECLAIMED WATER METERS .Reclaimed water meters, including connection to main, meter :l.ead," angle cock, meter customer valve and meter box shall be installed by the District only.
