Re: Coronavirus Response Update 134
This memorandum provides the City Council with an update on the city’s response actions
related to COVID-19. This memo focuses on actions and information that are new since the last
update.
Emergency Operations Center
• Emergency Operations Center staff activated to support COVID-19 mitigation and
response operations and information sharing, and virtually activated to support city’s
reopening and re-staffing.
Regional status of outbreak (Updated data from April 27)
• San Diego County clinics are now offering walk-up COVID-19 vaccines, with no
appointments required.

City-by-city comparison
• Carlsbad continues to have the lowest rate of confirmed cases of COVID-19 as a percent of
population in local cities with 50,000 or more residents. Carlsbad’s rate is now at 4.15%,
slightly lower than the 4.33% rate reported in Encinitas.

Library & Cultural Arts
• Community members have been allowed into libraries for browsing the collections and
using the self-checkout equipment since April 5. On May 10, there will be a limited
increase in hours for both curbside and in-person services that will include some
evenings at all sites and Saturdays at the Cole Library. On May 24, there will be a
significant increase in hours, with all three library sites to be open six days per week.
Curbside services will continue to be offered.
• The 2021 Virtual Summer Reading Adventure runs June 14-Aug. 8 and offers free
summer reading fun for everyone. This year's theme is "Tails and Tales." This will be
held online, as it was last year, and will not be using in-person reporting with teen
volunteers this year. Participants can earn rewards by reading and completing activities.
Rewards are provided by the Friends of the Library and will be available for pick-up
inside the library or at curbside.
• The Carlsbad City Library Children’s Division is inviting elementary school-age children to
celebrate Día on Thursday, April 29 at 3:30 p.m. via Zoom. Día was formerly called Día
de los Niños/Día de los Libros and is an annual American Library Association celebration
that emphasizes the importance of literacy for children of all linguistic and cultural
backgrounds. The program will include bilingual stories, songs and a craft.
Parks & Recreation
• Staff reinstalled alternating swings and immediately re-opened adjacent apparatus on
large play equipment to allow for greater usage of playgrounds within city parks.
• Since April 15, when outdoor gatherings of up to 50 people were allowed under the
orange tier restrictions and the state’s update on “additional activities,” staff have
monitored 14 gatherings of up to 25 people that were permitted at various parks’
reservable picnic shelters and open space areas and found general compliance with
COVID-related protocols.
• Staff will increase the threshold for permitting parks’ reservable picnic shelters and
open space, consistent with the state’s tier allowance, effective May 1.
• Update on senior meal program:
o Provided 814 meals to Carlsbad residents 60 or older during the past week
▪ 466 meals were delivered to residents’ homes by staff
▪ 348 meals were picked-up at the Senior Center by residents
▪ Total number of meals provided represents a 16% increase in the average
total number of meals provided before the pandemic
o Picked up boxes of donated fresh produce from the Carlsbad Strawberry
Company and re-distributed the produce through the senior meal program

Communication & Engagement
• Communicated via city communication channels about the following topics related to
the COVID-19 public health emergency:
o New CDC guidance that masks are not required outdoors for fully vaccinated people
o Daily case data and update on county and state triggers
o Vaccine updates:
▪ No appointment required for county vaccine sites
▪ Vaccine spotter, a new tool to find vaccine appointments
▪ How infection after vaccination is rare but possible
