Dear Mr. Steinman:
This addendum provides Diaz•Yourman & Associates' (OYA) additional geotechnical
recommendations for the subject site and is based on discussions and/or meetings with the design
team and project reviewers. Previously, DYA summarized the results of our geotechnical
investigation services for the subject project in our report dated July 3, 2001 (Report; see
Bibliography). Addendum 1 to the Report was issued on December 19, 2001. The conclusions and
recommendations presented in DY A's Report and Addendum 1 remain applicable unless modified
herein.
DYA's Report contained the results of our field investigation, laboratory testing, and provided
conclusions and recommendations for the proposed Albertsons structure and associated
improvements such as Leucadia County Water District (LCWD) sewer, storm drain, and reclaimed
water pipelines. As noted in Addendum 1, the proposed Albertsons building site was previously
filled and monitored for settlement. The monitoring indicated that the measured settlement was
significantly smaller and occurred much quicker than initially estimated by DY A and others. At the
time Addendum 1 was issued, the settlement had essentially ceased. Because the Albertsons
building site settlement ceased, DY A's initially recommended wick drain ground improvement was
no longer necessary. Therefore, Section 4.2.1, Wick Drains, of DYA's Report is no longer
applicable. Addendum 1 included revised trench specification tables for LCWD and other project
utilities. Addendum 1 also contained revised recommendations for the estimated influence of
excavation of trenches on nearby improvements.
We now understand that the footprint of the proposed Albertsons building has been reduced since
the Report and Addendum 1 was issued. A revised Figure 2 of DYA's Report that shows the
reduced Albertsons building footprint is attached. Also, the Albertsons building pad site and other
areas of the site (such as along the alignment of the LCWD 30-inch diameter sewer line) are
essentially at grade and will not receive significant (less than one foot) additional fill. However, up to
six feet of fill will be placed west of the Albertson building pad in future parking and landscaped
areas.
We recommend that where LCWD utilites will be placed, such as the storm drain pipeline located
west of the Albertsons building pad, that the proposed fill be placed and compacted at least 30 days
prior to installing the LCWD utilities. This recommendation applies to fill heights two feet or greater.
As a minimum, the fill placement area should cover an area at least twice the depth of the utility
embedment on either side of the LCWD utility alignment. (For construction sequenci , e en
fill can be placed prior to installing the utilities.) The fill should be placed in accord ce with DY A's

Report recommendations and the project plans and specifications. The underground utilities can
then be placed by trenching through the engineered compacted fill. Placing fill prior to installing
LCWD utilities will minimize the amount of the settlement because of the fill loads. Based on the
settlement monitoring from the Albertsons building pad site, we estimate that most of the settlement
from new fills should occur prior to placing the utilities. We anticipate that the pipeline settlement
should be relatively uniform and small, less than one inch.
As discussed in previous meetings with representatives with LCWD, Albertsons, the design team,
and LCWD, the project utilities can be installed in accordance with the Standard Specifications for
Public Works Construction (Greenbook) and in accordance with Subsection 306-1.4.8, 306-1.4.8.1
through 306-1.4.8.5 of the 2000 Regional Supplement Amendment to the Greenbook. Based on
discussions with the project team that included the proposed utility and earthwork contractors, the
utilities should be within the settlement tolerances outlined in the 2000 Regional Supplement
Amendment to the Greenbook.
In summary, the proposed Albertsons building can be supported on conventional shallow
foundations supported on ground improved with rammed aggregate piers. Wick drains for the
Albertsons building are no longer required. The project utilities, including those for LCWD, can be
installed in accordance with the recommendations contained in DY A's Report and addenda and the
Greenbook and the 2000 Regional Supplement Amendment to the Greenbook.
