RECLAIMED WATER NOTES
1. ALL WORK SHALL BE DONE IN ACCORDANCE WITH THE CARLSBAD MUNICIPAL WATER DISTRICT'S
"CARLSBAD RECLAMATION RULES & REGULATIONS FOR CONSTRUCTION OF RECLAIMED WATER
MAINS" DATED JUNE. 1991
2. ALL PUBLIC FACILITIES SUCH AS COMFORT STATIONS. DRINKING FOUNTAINS, ETC. SHALL BE
PROTECTED FROM SPRAY BY RECLAIMED WATER.
3. NO PONDING. OVERSPRAY OR RUNOFF IS PERMITTED.
4. HOSE BIES ARE STRICTLY PROHIBITED.
5 ON-SITE CROSS CONNECTIONS BErWEEN RECLAIMED WATER LINES AND POTABLE WATER LINES IS
STRICTLY PROHIBITED
6. NO SUBSTITUTION OF PIPE MATERIALS WILL BE ALLOWED WITHOLT PRIOR APPROVAL OF THE CITY OF
CARLSBAD MUNICIPAL WATER DISTRICT.
7. ALL ON-SITE PIPES SHALL HAVE WARNING TAPE PER CARLSBAD MUNICIPAL WATER DISTRICT'S RULES
AND REGULATIONS.
* 8. THE IRRIGATION SYSTEMS SHALL RUN BErWEEN THE HOURS OF 10'.00 PM AND 6:00 AM THE
FOLLOWING MORNING (SPOT IRRIGATION COULD BE DONE AT A DIFFERENT TIME) WITH QUALIFIED
SUPERVISION PERSONNEL ON SITE.
9. PROVIDE A MINIMUM OF 18"0FCOVER OVER ALL WIRING AND PIPING.
10. PRIVATE LOTS SHALL BE PROTECTED FROM CONTACT FROM RECLAIMED WATER. WHETHER BY
WINDBLOWN SPRAY OR BY DIRECT APPLICATION. THROUGH IRRIGATION OR OTHER APPROVED USE.
LACK OF PROTECTION. WHETHER BY DESIGN. CONSTRLXTION PRACTICE OR SYSTEM OPERATION. IS
STRICTLY PROHIBITED.
11. CONTRACTOR SHALL ADJUST HEADS TO PREVENT OVERSPRAYING ON ALL SIDEWALKS. STREETS AND
PRIVATE LOTS.
12. QUICK COUPLING VALVES SHALL HAVE A SPECIAL COUPLER KEY PER CARLSBAD MUNICIPAL WATER
DISTRICT'S RULES AND REGULATIONS
13. METERS SHALL BE SIZED BY THE CARLSBAD MUNICIPAL WATER DISTRICT.
14. ALL IRRIGATION PIPE SHALL BE STENCILED. COLOR-CODED (PURPLE) ANO LAID WITH WARNING TAPE
PER THE CITY OF CARLSBAD MUNICIPAL WATER DISTRICT'S RULES AND REGULATIONS.
15. ALL POTABLE WATER AND RECLAIMED WATER PIPING SHALL BE INSTALLED WITH THE STENCILING
ORIENTED TOWARD THE TOP OF THE TRENCH.
16. WHEN A POTABLE WATER LINE AND A RECLAIMED WATER LINE CROSS. THE RECLAIMED LINE SHALL BE
INSTALLED WITHIN A PROTECTIVE SLEEVE. THE SLEEVE SHALL EXTEND 10 FEET FROM EACH SIDE.
FROM THE CENTER LINE OF THE POTABLE LINO:. FOR A TOTAL OF 20 FEET.
17. A 10 FOOT HORIZONTAL SEPARATION BETWEEN POTABLE WATER AND RECLAIMED WATER MAINS
MUST BE MAINTAINED AT ALL TIMES. THE POTABLE LINE MUST BE INSTALLED ABOVE THE RECLAIMED
LINE.
18. A MINIMUM OF 12 INCHES OF VERTICAL SEPARATION BETWEEN UTILITIES MUST BE MAINTAINED AT ALL
TIMES.
* 19. DEVELOPER/CONTRACTOR SHALL CONDUCT A CROSS-CONNECTION TEST AND COVERAGE TEST AS
DIRECTED BY THE CARLSBAD MUNICIPAL WATER DISTRICT ENGINEER AND/OR COUNTY OF SAN DIEGO
DEPARTMENT OF HEALTH SERVICES PRIOR TO ANY USE OF RECLAIMED WATER.
20. QUICK COUPLING VALVES USED IN RECLAIMED WATER SYSTEMS SHALL CONFORM TO THE
FOLLOWING:

QUICK COUPLING VALVES SHALL BE 1 INCH NOMINAL SIZE NELSON #7645. WITH BRASS
CONSTRUCTION AND A NORMAL WORKING PRESSURE OF 150 PSI OR RAINBIRD #44NP.
IN ORDER TO PREVENT UNAUTHORIZED USE. THE VALVE SHALL BE OPERATED ONLY WITH A
SPECIAL QUICK COUPLER KEY WITH AN ACME THREAD FOR OPENING AND CLOSING THE VALVE.
THE COVER SHALL BE PERMANENTLY ATTACHED TO THE QUICK COUPLING VALVE. IT SHALL BE
PURPLE RUBBER OR VINYL.

Irrigate between the hours of 10:00 p.m. and 6:00 a.m. only.
Watering outside this time frame must be done manually with
qualified supervisory personnel onsite. No system shall at
any time be left unattended during use outside the nonnal
schedule.
Irrigate in a manner that will m1n1m1ze run-off, pooling and
ponding. The application rate shall not exceed the
infiltration rate of the soil. Timers must be adjusted so as
to be compatible with the lowest soil infiltration rate
present. This procedure may be facilitated by the efficient
scheduling of the automatic control clocks, (i.e. employing
the repeat function to break up the total irrigation time into
cycles that will promote maximum soil absorption),

Educate all maintenance personnel on a continuous basis of the
presence of reclaimed water. Personnel must be informed that
reclaimed water is meant for irrigation purposes only, and is
not approved for drinking purposes, hand, tool washing, etc.
Given the high turnover rate of employees in the landscaping
industry, it is important this information be disseminated on an
almost daily basis. It is you, the landscape contractor, who is
responsible for educating each and every one of your employees.
Obtain prior approval of all proposed changes and modifications
to any private on site facilities. Such changes must be
submitted to and approved by, the District Engineering Office
and designed in accordance with District standards.
7. All reclaimed water sprinkler control valves shall be tagged
with itlentification tags.
A. Tags shall be weatherproof plastic, 3" x 4", purple in
color with the words "WARNING RECLAIMED WATER -DO NOT DRINK"
imprinted on one side and "AVISO -AGUA IMPURA -NO TOMAR" on
the other side. Imprinting shall be permanent and black in
color. use tags as manufactured by T-Christy Enterprises or
approved equal.
B. One tag shall be attached to each valve as follows:
1. Attach to valve stem directly or with plastic tie-wrap

2. Attach to solenoid wire directly or with plastic tie-
wrap OR
3. Attach to valve cover with existing valve cover bolt.
8. All sprinkler heads shall be identified as reclaimed water
sprinkler heads.
II. EACH AUTOMATIC CONTROLLER AND ITS ASSOCIATED EQUIPMENT SHALL BE IDENTIFIED
WITH A SIGN BEARING THE WORDS "RECLAIMED WATER USED FOR IRRIGATION" IN ENGLISH
AND SPANISH. WITH BLACK LETTERS 1" HIGH ON A PURPLE BACKGROUND. THE SIGN SHALL
BE PLACED SO THAT IT CAN BE READILY SEEN BY ANY OPERATIONS PERSONNEL UTILIZING
THE EQUIPMENT.

THE END OF EACH WIRE RUN.
6. CHECK VALVES SHALL BE USED WHERE INDICATED AND WHERE
NECESSARY TO PREVENT WATER FLOW FROM LOWER ELEVATION
HEADS WHEN WATER IS TURNED OFF.
8. ALL PRESSURE MAINLINES SHALL BE BURIED EIGHTEEN (18)
INCHES DEEP, AND ALL LATERALS TWELVE (12) INCHES DEEP
TRENCH BACKFILL SHALL BE FREE OF ANY MATERIAL THAT MAY
DAMAGE IRRIGATION PIPE OR EQUIPMENT. IN THE EVENT OF
BACKFILL SETTLEMENT, CONTRACTOR SHALL PERFORM
REQUIRED REPAIRS AT HIS OWN COST.
9. ALL AUTOMATIC VALVES SHALL BE LOCATED WITHIN SHRUBS
AREAS AND INSTALLED IN VALVE BOXES PER DETAIL, ONE VALVE
PER BOX, WITH ONE CUBIC FOOT OF PEA GRAVEL BENEATH THE
VALVE. GATE VALVES SHALL BE LOCATED IN SEPARATE VALVE
BOXES.
10. ALL MAINLINE AND LATERAL LINES SHALL BE SLEEVED IN SCHEDULE 40 PVC
TWICE THE DIAMETER OF THE WORKING LINE WHERE THEY PASS UNDER
PAVED AREAS. IRRIGATION CONTROL WIRES SHALL BE SLEEVED SEPARATELY
IN 2" DIAMETER SCHEDULE 40 PVC WHERE THEY PASS UNDER PAVED AREAS.
11. AUTOMATIC CONTROLLERS SHALL BE OF THE SIZE AND TYPE
INDICATED ON THE PLANS, AND INSTALLED WHERE SHOWN,
ADJACENT TO EXISTING CONTROLLERS ON THE OUTSIDE OF THE
EXISTING METER PEDESTALS CONTROL WIRES SHALL BE
SLEEVED IN ELECTRICAL CONDUIT TO THE MAINLINE. ELECTRICAL
SERVICE TO THE CONTROLLER SHALL BE COORDINATED WITH THE
OWNER.
12. PRIOR TO BACKFILLING IRRIGATION TRENCHES:
A. ALL MAINLINES IN THE SYSTEM SHALL BE CAPPED AND
PRESSURE TESTED AT 125 PSI FOR A PERIOD OF FOUR HOURS.
ANY LEAKS FOUND SHALL BE CORRECTED BY REMOVING THE
LEAKING PIPE OR FITTINGS AND INSTALLING NEW MATERIAL IN
ITS PLACE.
B. ALL LATERAL LINES SHALL BE TESTED AT DESIGN PRESSURE
FOR ONE HOUR.
C. THE CONTRACTOR SHALL NOT ALLOW OR CAUSE ANY OF HIS
WORK TO BE COVERED UNTIL IT HAS BEEN INSPECTED,
TESTED AND APPROVED BY THE CITY LANDSCAPE INSPECTOR
AND OWN!i:R OR OWNER'S AUTHORIZED RESPRESENTATIVE.
13. THE IRRIGATION CONTRACTOR SHALL ADJUST ALL HEADS TO

SPECIAL PRIVATE RECLAIMED WATER NOTES
The installation of the irrigation water system conforming to
the regulations for the construction of irrigation water
syste1:1s within the "CMWD" (Carlsbad Municipal Water District)
and the accompanying plans and specifications.
All privat~ constant pressure reclaimed and potable water
mainline piping installed on this project shall be identified
in accordance with the "CMWD's" Regulations and the Irrigation
Specifications (warning tapes also required).
Constant pressure reclaimed water piping shall be "alertline"
violet colored PVC as manufactured by Brownline, Inc. or
approved equal.
Marking on the violet colored PVC pipe shall included the
following:
Alertline. Caution Reclaimed Water, Nominal Pipe size PVC-
1120 Pressure Rating in Pounds per Square Inch at 73 Degrees.
ASTM Designations such as 1785, 2241, 2672, 3139. Printing
shall be placed continuously on two sides of the pipe.
Warning tapes shall be used on all constant pressure m~in line
piping carrying potable water and reclaimed water.
Warning tapes shall be a minimum 3 inches wide and shall run
continuously for the entire length of all constant pressure
mainline piping_ The tape shall be attached to the top of the
pipe with plastic tape banded around the warning tape and the
pipe every 5 feet on center. A second tape shall be installed
continually over entire length of pipe 12 inches above the
water line.
The Carlsbad Municipal Water District shall be notified seven
days prior to the start of construction at (619) 438-3367.
As-built drawings of the sprinkler system must be submitted
and approved by the District Engineer prior to final
acceptance of this project. Failure to provide the drawings
may result in the forfeiture of the contractors•s standard
retention fees.
All pressure main line piping from the reclaimed water system
shall be installed to maintain 10 feet minimum hor!.,ontal
separation from all potable water piping. Where reclaimed and
potable water pressure main line piping cross, the reclaimed
water piping shall be installed below the potable water piping
in a Class 200 "Alertline" purple colored PVC sleeve which
extends a minimum of 10 feet on either side of the potable·
water piping and provide a minimum vertical clearance of 12
inches. Conventional (white) PVC pipe may be used for
sleeving material if it is taped with 3 inch wide red warning
tape which reads "CAUTION RECLAIMEO WATER".
All reclaimed water sprinkler control valves shall be tagged
with identification tags.
1. Tags shall be weatherproof plastic, 3 11 x 4", purple in
color with the words, "WARNING RECLAIMED WATER -DO NOT
DRJNK" imprinted on one side, and "AVISO IMPURA -NO
T □11b.E" on the other side. Imprinting shall be permanent
and black in color. Use tags as manufactured by T.
Christy Enterprises, 1207 West Struck Avenue, Suite 11 E 11 ,
Orange, CA, 92667 (714) 771-4142.

1. Attach to valve stem directly or with plastic tie-
wrap Q1;
2. Attach to solenoid wire directly or with plastic
tie-wrap or
3. Attach to valve caver with existing valve cover
bolt.
Adjust spray heads to eliminate overspray onto areas not under
the control to the customer. For example, pool decks, private
patios, streets and sidewalks.
Refer to the irrigation specifications for a detailed
description of all irrigation system site observation
requirements. Failure to call for the required site
observations may result in forfeiture of the contractor's
standard retention fees.
Failure to comply with any or all of the above guidelines puts
your system in violation of the District's Rules and
Regulations and will result in termination of service until
the appropriate corrective steps have been taken.

LINES, AND GRADES INDICATED ON THE DRAWINGS. THE OWNER SHALL
FURNISH ALL SURVEYS. PERMITS AND LICENSES REQUIRED FOR EXECUTION
OF THE WORK SHALL BE PROCURED AND PAID FOR BY THE CONTRACTOR.
CONTRACTOR'S/LANDSCAPE ARCHITECT'S RESPONSIBILITIES
4.1 THE CONTRACTOR SHALL GIVE EFFICIENT SUPERVISION TO THE WORK, USING
HIS BEST SKILL AND ATTENTION. WHEN ABSENT FROM THE JOB, HE SHALL
APPOINT AN ENGLISH SPEAKING SUPERVISOR CAPABLE OF DISCUSSING
MINOR MATTERS WITH THE OWNER ON THE SITE. HE SHALL CAREFULLY
STUDY AND COMPARE ALL DRAWINGS, SPECIFICATIONS, AND OTHER
INSTRUCTIONS FOR THE WORK. ANY WORK INDICATED IN A MANNER WHICH
WOULD MAKE IT DIFFICULT TO PRODUCE FIRST CLASS WORK, OR ANY

RESTRICTIONS, SHALL BE REFERRED TO THE LANDSCAPE ARCHITECT FOR

CHANGES
5.1 NO CHANGE FROM THE GENERAL CONTRACT SHALL BE MADE WITHOUT

INSTRUCTIONS SHALL BE IN WRITING ON A "CHANGE ORDER" FORM UNLESS
CONTRACTOR NOTIFIES LANDSCAPE ARCHITECT WITHIN FORTY-EIGHT (48)
HOURS UPON RECEIPT OF A CHANGE ORDER, SUCH ORDER SHALL
CONSTITUTE A PART OF THE GENERAL CONTRACT THE LANDSCAPE
ARCHITECT SHALL HAVE AUTHORITY TO MAKE MINOR CHANGES. ANY·
CHANGES INVOLVING EXTRA COST, OR ALTERATION OF THE OVERALL
APPEARANCE OF THE PROJECT SHALL BE COUNTl::HSIGNED BY THE OWNER.
THE LANDSCAPE ARCHITECT MAY INSTRUCT THE CONTRACTOR TO ISSUE
CHANGE ORDERS FOR ANY ADDITION, ALTERATION, OR DEDUCTION HE
WISHES TO MAKE. THE CONTRACT PRICE SHALL BE ADJUSTED BY EQUITABLE
AGREEMENT TO COVER SUCH CHANGES. IF ANY INSTRUCTION BY

SHALL GIVE WRITTEN NOTICE TO THE OWNER BEFORE PROCEEDING WITH

HIDDEN OBSTACLES
6.1 PRIOR TO CUTTING INTO THE SOIL, THE CONTRACTOR SHALL LOCATE ALL
CABLES, CONDUITS, SEWERS, SEPTIC TANKS, AND SUCH OTHER UTILITIES AS
ARE COMMONLY ENCOUNTERED UNDERGROUND AND HE SHALL TAKE
PROPER PRECAUTION NOT TO DAMAGE OR DISTURB SUCH IMPROVEMENTS. IF
A CONFLICT EXISTS BETWEEN SUCH OBSTACLES AND THE PROPOSED WORK,
HE SHALL PROMPTLY NOTIFY THE LANDSCAPE ARCHITECT, WHO WILL
ARRANGE FOR RELOCATION. CONTRACTOR WILL PROCEED IN THE SAME
MANNER IF ROCK LAYERS OR ANY OTHER CONDITION ENCOUNTERED
UNDERGROUND MAKES CHANGES ADVISABLE
PROTECTION ON LIFE AND PROPERTY
7:1 CONTRACTOR SHALL PROTECT ALL OUTDOOR CONSTRUCTION AND
PLANTINGS FROM DAMAGE AND, WHEN REQUIRED, PROVIDE GUARDS OR
COVERING ANY DAMAGE SHALL BE REPAIRED OR REPLACED AT THE
CONTRACTOR'S EXPENSE. CONTRACTORS ON THE JOB SHALL CARRY THE
FOLLOWING INSURANCE: (A) WORKER'S COMPENSATION, (B) PUBLIC

SUBCONTRACTORS
8.1 THE CONTRACTOR SHALL INFORM THE OWNER PRIOR TO START OF WORK THE
NAMES OF ALL SUBCONTRACTORS PROPOSED, IF ANY; AND HE SHALL NOT
EMPLOY ANY TO WHICH THE OWNER MAY OBJECT AS INCOMPETENT OR UNFIT
CONTRACTOR AGREES THAT HE IS FULLY RESPONSIBLE TO THE OWNER FOR

FINAL SITE REVIEW
9 1 UPON COMPLETION OF WORK, CONTRACTOR SHALL NOTIFY THE OWNER AND
LANDSCAPE ARCHITECT FOR FINAL SITE REVIEW, AT WHICH TIME THE
CONTRACTOR SHALL BE PRESENT. ANY ASSUMED OR EXISTING VARIANCE OR
OMISSION SHALL BE NOTED AT THIS TIME, AND THE CONTRACTOf;l SHALL
STIPULATE WHEN AND HOW HE WILL RECTIFY SAID VARIANCE. WHEN THESE

SUBCONTRACTORS OF RESPONSIBILITY FOR GUARANTEES STATED IN THE
CONTRACT, OR OF RESPONSIBILITY FOR FAULTY MATERIALS OR POOR
WORKMANSHIP. THE SUBCONTRACTORS SHALL PROMPTLY REMEDY ANY

RELATED TO INTERPRETATION OF CONTRACT DOCUMENTS. HE IS AGENT OF
THE OWNER TO THE EXTENT PROVIDED IN THE SPECIFICATIONS AND WHEN IN
SPECIAL INSTANCES HE IS AUTHORIZED BY THE OWNER TO ACT. AS
INTERPRETER OF THE LANDSCAPECONSTRUCTIONDRAWINGS AND
SPECIFICATIONS AS MAY BE NECESSARY ON OCCASION DURING

SPECIAL RESPONSIBILITIES

4.2 ANY DEPOSITS NECESSARY TO SET ASIDE MATERIALS (EITHER BY OWNER OR

POSSIBLE.
4.3 THE CONTRACTOR AGREES, BY SUBMITTING A BID. THAT THIS PROJECT WILL
RECEIVE A HIGH PRIORITY ON HIS WORK SCHEDULE. THE ONLY DELAYS
CONSIDERED ACCEPTABLE ARE THOSE WHICH CAN BE PROVEN TO BE
BEYOND THE CONTROL OF THE CONTRACTOR.
4.4 THE CONTRACTOR SHALL SUBMIT THE NAME AND BACKGROUND EXPERIENCE
OF THE PROPOSED FOREMAN OF THE JOB.
CLEAN UP
5.1 DURING PROGRESS OF THE WORK, THE CONTRACTOR SHALL KEEP THE
PREMISES REASONABLY FREE OF ALL DEBRIS AND WASTE MATERIALS
RESULTING FROM THE WORK. ALL DEBRIS, TOOLS, EQUIPMENT, AND RUBBISH
SHALL BE REMOVED FROM THE SITE ON COMPLETION AND BEFORE FINAL
ACCEPTANCE OF THE WORK. DEBRIS AND RUBBISH SHALL BE DISPOSED OF
OFF-SITE AT A LEGAL AND APPROVED DUMP SITE.
GENERAL CONTRACTOR'S GUARANTEE
6.1 THE CONTRACTOR SHALL UNCONDITIONALLY GUARANTEE ALL WORK
PERFORMED AND MATERIALS AND EQUIPMENT FURNISHED UNDER THE
CONTRACT AGAINST DEFECTS IN MATERIALS AND WORKMANSHIP FOR A
PERIOD OF ONE YEAR FROM THE DATE OF FINAL ACCEPTANCE BY THE OWNER
AND CITY OF THE COMPLETED WORK, EXCEPT WHERE NOTED IN THESE

STANDARD SPECIFICATIONS
FOR PRIVATE IRRIGATION SYSTEMS
PART I
l.l SUMMARY
These specificat'ions cover automatically controlled irrigation
systems, includin~ all trenching, backfilling and compacting;
sleeves, installation of pipe, valves, irrigation heads, fittings,
and all other appurtenances; connections to water services
testing; installation of controllers, electrical connections and
wiring; adjustment of systems; necessary accessories as shown on
the drawings and specific herein.
l.2 REQUIREMENTS
A. All work and materials shall be in accordance with the uniform
plumbing code published by the Western Plumbing Officials
Association, all state and local codes and regulations.
Should the construction documents or instructions be at
variance with the aforementioned rules and regulations, notify
the Carlsbad Municipal water District and await their
instructions before proceeding with the work effected.
B. Manufacturer's Direction5: Manufacturer I s directions and
detailed drawings shall be followed in all cases where the
manufacturer or articles used in this contract furnish
directions covering points not shown in the drawings and
specifications.
C. Manufacturer's Warranties; Manufacturer's warranties shall
not relieve liabilities under guarantee, The Carlsbad
Municipal Water District may at this option, require a
manufacturer's warranty on any product proposed for use.
D. All work called for on the drawings by notes shall be
furnished and installed whether or not specifically mentioned
in the specifications. Do not willfully install the sprinkler
system as indicated on the drawings when it is obvious in the
field that unknown obstructions or grade differences exist
t~at might.not.have been consi?ered i~ the engineering, or if
discrepanci'.'s in the construction details, legend, or specific
notes are discovered. All such obstructions or discrepancies
shall be brought to the attention of the Carlsbad Municipal
Water District in the event this is not done. The Contractor
shall assume full responsibility for the necessary revisions.
E. Due to the scale of drawings, it is not possible to indicate
all offsets, fittings, sleeves, etc, which may be required.
The Contractor shall carefully investigate the structural and
finished conditions affecting all of his work and plan his
work accordingly, furnishing such fittings, etc., as may be
required to meet such conditions. Drawings are generally

requirements of these standard specifications, shall be approved by
the District before implementing the change in the construction
contract. Failure to receive prior approval may result in
termination of service.
Upon completion of each increment of work, all required information
and dimensions shall be transferred to the record drawings.

2,3 PVC PRESSURE MAINLINE PIPE AND FITTINGS
All buried private piping in the reclaimed water system shall be
installed with warning tape identifying it as reclaimed water with
the exception of intermittent pressure lines. Intermittent
pressure lines (lines on the downstream side of a controller valve
that will not be subject to constant pressure) may be excepted as
long as it is apparent, due to line size and location as determined
solely by the District Engineer or Inspector, that the lines are
part of a reclaimed water sprinkler irrigation system.
Stenciled pipe, as specified below, will be accepted in conjunction
with warning tape.
A. Pressure mainline piping for sizes Z" and 1,11:-ger shall be PVC
Class 315, and shall be purple.
8. Pipe shall be made from an NSF approved Type 1, Grade 1, PVC
compound conforming to ASTM Resin Specifications "Dl 78 4". All
pipe must meet requirements as set forth in Federal
Specifications PS-22-70, with an Appropriate Standard
Dimension (S.D.R)-(Solvent Weld Pipe).
c. Pressure mainline piping for sizes 1~•• and smaller shall be
PVC Schedule 4 0 with sol vent welded joints, and shall be
purple.
D. Pipe shall be made from NSF approved Type 1, Grade 1, PVC
compound conforming to the ASTM Resin Specifications "Dl785".
All pipe must meet requiremen.ts as set forth in Federal
Specification PS-21-70.
E. PVC solvent-weld fittings shall be Schedule 40, 1-2, 11-1 NSF
approved conforming to ASTM Test Procedure D2466.
f. Sol vent cement and primer for PVC sol vent weld pipe and
fittings shall be of type and installation methods prescribed
by the manufacturer,
G. All PVC pipe must bear the following markings.

least three places in a 13-foot section of pipe (total of six
places per section of pipe).

with the marking "RECLAIMED WATER" in ¾" letters repeated every 12
inches.
2.4 PVC NON-PRESSURE LATERAL LINE PIPING
A. Non-pressure buried lateral line piping shall be PVC Class 200
with solvent-weld joints, and shall be purple.

B. Reclaimed Water -Quick coupling valves used in reclaimed
water systems shall be 1" nominal size Nelson No. 7645 or
Rainbird No. 44NP valve shall be operated with a special
coupler key (acme thread) to prevent unauthorized use.
Locking covers are required and shall be permanently attached
to valve. Covers shall be purple rubber or vinyl.
2.11 WASHDOWN HYDRANTS AND OTHER POINTS OF PUBLIC ACCESS
All private reclaimed water facilities shall be restricted from
public access so that the general public cannot draw water from the
syst7m. Facilities such as washdown hydrants (typically found at
tennis courts), blow-off hydrants, blow-offs of strainers and
other such facilities shall be restricted from public access'.
The District may require warning labels as approved by the District
Engineer to be installed on designated facilities. Facilities such
as: controller panels and washdown or blow-off hydrants of water
t:ucks and t~mporary construction services where designated by the
District Engineer or Inspector. The labels will notify that the
system contains reclaimed water that is unsafe to drink.

be cu.red at least fifteen (15) minutes before moving or
~andling. and twenty four (24) hours before water is permitted
in the pipe. All P?lY tubing fittings shall be of compression

3,17 SITE OBSERVATIONS
A. In all cases where observation of the irrigation system is
required and/or where portions of the work are specified to be
performed under the observation of the Carlsbad Municipal
Water District. It will be the sole responsibility of the

4,1 BEFORE DESIGN, THE DEVELOPER SHOULD OBTAIN THE FOLLOWING FROM
THE DISTRICT:
Approval to use reclaimed water for the proposed system,
as stated in the previous section.
Verification of locations and size of proposed points of
connection (meter facilities).
4,2 DISTRICT PROCEDURES AND REQUIREMENTS FOR CONSTRUCTION AND/OR
CONVERSION OP PRIVATE RECLAIMED WATER SYSTEMS,
4.3 GENEAAL
All potential use of reclaimed water, including but not limited to,
uses for landscape irrigation systems, agricultural irrigation
systems. systems used for industrial process or construction
purposes, or recreational impoundment systems, shall be reviewed by
the District. If reclaimed water is to be used, the facilities
shall be constructed in accordance with the procedures and
requirements set forth below.
4,4 DETERMINATION TO USE RECLAIMED WATER OR POTABLE WATER
As set forth in the District's "Rules and Regu.lations for Water,
and Reclaimed Water Service", The District shall determine whether
a given service will be furnished with reclaimed water or potable
water. These water qUality requirements as set forth in Title 22,
Chapter 4 of the California Administrative Code are with the intent
of the District to protect the Public Health, and with the
availability and/or feasibility of making available reclaimed water
facilities.
4.5 CONVERSION OP RECLAIMED WATER TO A POTABLE WATER SUPPLY
If due to any reason of system failure or use violations it becomes
necessary to convert from a reclaimed water supply to a potable
water supply, it shall be the responsibility of the owner,
applicant, or customer to pay for all costs for each conversion, by
way of, but not limited to, the following items.

Isolation of the reclaimed water supply. Service shall
be removed and plugged at the District main or abandoned
in a manner approved by the District Engineer.
All irrigation services, potable and reclaimed shall have
backflow devices.
The removal of the special reclaimed water quick couplers
including the replacement of these with approved quick
coupler valves for potable water systems.
4, Notifications to all personnel involved.
5. The removal of all warning labels.
6. The installation ,of all potable water lines and to pay
any capacity fees due, as provided for in the District's
"Rules and Regulations for Water and Reclaimed Water
Service 11 •
4,6 DESIGN OF RECLAIMED WATER FACILITIES WITH TEMPORARY POTABLE
WATER SERVICE.
As set forth in the District's "Rules and Regulations for water and
Reclaimed water Service". Where reclaimed water is not immediately
available for use when the design area is ready for construction
and if the District qas determined that reclaimed water will be
supplied in the futurd. The private facilities shall be designated
to use reclaimed water.
The private system shall be designed and constructed to the
District's Construction Specifications as set forth herein.
Provisions shall be made as directed by the District and these
specifications followed to allow for connection to the reclaimed
water facilities when they become available. In the interim,
potable water will be supplied to the reclaimed water facilities
through a temporary potable meter connection. Until reclaimed
water is available, potable water rates will be charged as set
forth in the schedule of rates and charges Exhibit "B" to the
District's Rules and Regulations. A backflow prevention device
acceptable to the State and County Heal th Department and the
District will be required as long as the private facilities are
using potable water. All irrigation services reclaimed and potable
shall have backflow prevention devices. The backflow prevention
device shall be downstream of the meter and a part of the private
facilities. When reclaimed water becomes available, the owner will
remove the backflow prevention device and make the connection to
the private fadility.
4.7 PROHIBITIONS AND LIMITATIONS
Design of private reclaimed water facilities shall conform to the
following:

independent of any potable water system. Cross
connections between potable water facilities and private
recl°aimed water facilities are forbidden.

4,8 CONTROL OF RUN-OFF AND APPLICATION AREAS
The District encourages new and innovati've methods of irrigation ..
The use of drip or subsurface irrigation may prove effective in the
reduction of total water consumption and control of unnecessary
run-off by containment of the water to the design area.
In accordance with the requirements of the District's Rules and
Regulations for control of run-off and for control of the areas to
which reclaimed water is applied, the design of irrigation systems
shall conform to the following:

The private reclaimed water facilities shall be designed
to meet _with the peak moisture demand of all plant
materials used within the design area. The use of
moisture sensors is encouraged.
Private realaimed water facilities shall be designed to
prevent discharge onto areas not under control of the
customer. Part circle sprinklers shall be used adjacent
to roadways and property lines to confine the discharge
from sprinklers to the design area.
The design of the private reclaimed water irrigation
facilities shall provide for watering during the periods
of minimal use of the service area. This is normally
between the hours of 10:00 p.m. and 6:00 a.m. or as
directed by the District Engineer. Consideration shall
be given to allow a maximum dt-y out time before the
design area will be used by the public.
The total time required ta irrigate the design area shall
not exceed 8 hours in any 24 hour period. Irrigation
systems shall be designed to ~perate within this time
requ.irement.
Reclaimed water shall be applied at a rate that does not
exceed the infiltration rate of the soil. Where varying
soil types are present, the design of the reclaimed water
facilities shall be compatible with the lowest
infiltration rate present. Copies of the Developer's
soils test reports shall be made available to the
District upon request.
DRINKING FOUNTAINS
/
Exterior drinking fountains must be shown and .e-tilled out on the
reclaimed water system plans. If no exterior/drinking fountains
are present in the design area, it must _};ie' speci~ically st~ted on
the plans that none exist. The ~.ag.le ~ater line supply:ng t~e
drinking fountain must have ~n -tape installed as provi~ed,in
Part IV herein and shall b f\S ated on the plans, Drinking
fountai~s must be protecA, the dire'."t _spray of 7ecl':'im';'d
water either by proper pl~ nt of the drinking ~ountain within
the design area or wi>Vthe use of a covered fountain approved for
this purpose. "
The followi guidelines for the use of reclaimed water are to be
permanenJ,• posted inside the door of each controller where they
are yefily visible.
4.10 PURPOSE OF SPECIFICATIONS
rt is the intention of these specifications to accomplish the
work of installing a sprinkler system which_ will operate in.an
efficient and satisfactory manner according to workmanlike
standards established for sprinkler operation. Not
withstanding is the fact that these sp";cificatioi:is ~ay be
deficient in setting forth a complete detailed description for
the work to be done. It shall be the responsibility of the
contractor to install said sprinkler system in such a manner
that it shall operate efficiently.

GENERAL
THE GENERAL AND SPECIAL CONDITIONS OF THE CONTRACT APPLY TO THE WORK

WITH PLANT NAME IN ACCORDANCE WITH RECOMMENDATIONS OF THE
AMERICAN ASSOCIATION OF NURSERYMEN.
4.4 SUBSTITUTIONS: SUBSTITUTIONS FOR THE INDICATED PLANT MATERIALS
MAY BE PERMITTED, PROVIDED THE SUBSTITUTE MATERIALS ARE APPROVED
IN ADVANCE BY THE LANDSCAPE ARCHITECT AND CITY LANDSCAPE
INSPECTOR AND THE SUBSTITUTIONS ARE MADE AT NO ADDITIONAL COST TO
THE OWNER. EXCEPT FOR THE VARIATIONS SO AUTHORIZED, ALL SUBSTITUTE
PLANT MATERIALS SHALL CONFORM TO THE REQUIREMENTS OF THESE
SPECIFICATIONS IF ACCEPTED SUBSTITUTE MATERIALS ARE OF LESS VALUE

FERTILIZER SHALL BE DELIVERED TO THE SITE IN THE ORIGINAL
UNOPENED CONTAINER, BEARING THE MANUFACTURER'S GUARANTEE
ANALYSIS. ANY FERTILIZER THAT BECOMES CAKED OR DAMAGED WILL
NOT BE ACCEPT ABLE
5 5 2 MULCH MATERIAL SHALL BE CLEAN, NATURAL WOOD CELLULOSE FIBER.
NATURAL WOOD CELLULOSE FIBER SHALL BE PROCESSED IN SUCH A
MANNER THAT IT WILL CONTAIN NO GROWTH OR GERMINATION
INHIBITING FACTORS AND SHALL BE DYED GREEN TO FACILITATE
