Re: Coronavirus Response Update 136
This memorandum provides the City Council with an update on the city’s response actions
related to COVID-19. This memorandum focuses on actions and information that are new since
the last update.
Emergency Operations Center
• Emergency Operations Center staff activated to support COVID-19 mitigation and
response operations and information sharing, and virtually activated to support the
city’s reopening and re-staffing.

City-by-city comparison
• Carlsbad continues to have the lowest rate of confirmed cases of COVID-19 as a percent of
population in local cities with 50,000 or more residents. Carlsbad’s rate is now at 4.22%,
slightly lower than the 4.43% rate reported in Encinitas and the 4.90% rate in Poway.

Parks & Recreation
• The orange tier restrictions and the state’s Industry Guidance on Fitness Centers
allowed use of community centers with gyms at 25% capacity as of April 7
o Factoring in that patrons have generally complied with the pandemic protocols
at 10% capacity, staff will increase the capacity of these centers to be consistent
with the state’s tier allowance starting May 15
o Staff will also expand the hours of these centers by two hours so they will be
open from 10 a.m. to 8:30 p.m., Monday through Friday, effective May 17
• The orange tier restrictions and the state’s Industry Guidance on Museums and Art
Galleries allowed use of the historic structures and visitor center at Leo Carrillo Ranch
Park at 50% capacity as of April 7.
o Factoring in patrons’ compliance to date with the protocols at 25% capacity, staff
anticipates increasing the capacity of these structures and the center to be
consistent with the state’s tier allowance starting May 15
• The orange tier restrictions and the state’s update on “Additional Activities” and its
Industry Guidance on Private Events allowed modified receptions, meetings and
conferences as of April 15
o Staff will increase the capacity for such private events, consistent with the state’s
tier allowance, starting June 5
• Update on senior meal program:
o Provided 798 meals to Carlsbad residents 60 or older during the past week
▪ 471 meals were delivered to residents’ homes by staff
▪ 327 meals were picked-up at the Senior Center by residents
▪ Total number of meals provided represents a 14% increase in the average
total number of meals provided before the pandemic
o Picked up boxes of donated fresh produce from the Carlsbad Strawberry
Company and re-distributed the produce through the senior meal program
• Staff provided the following new virtual programs:
o Stop Running to the Restroom: Treatment Options for BPH - Urology expert
presented information about benign prostatic hyperplasia, the most common
condition in aging men, and how it affects quality of life and what treatment
options are available. The session was held on April 29.
o Ecological Adventures - This science class experience focuses on nature and
investigating the area around Leo Carrillo Ranch Historic Park. Students will be
on the move while they discover the outdoors during nature walks,
environmental projects and park exploration. The class was offered in two
sessions, starting May 5 and ending May 27.
o Yoga Rascals - Students learn a variety of yoga poses and poems as well as
breathing and relaxation techniques. The class began May 7 and ends May 28.
• Canceled special event permit applications for the following events:
o USPFC Biathlon, a run/shoot event, proposed for June 19, 2021, as a result of
notification by event organizer and staff’s concurrence

o Carlsbad Triathlon, scheduled for July 11, 2021, as a result of notification by event
contractor and staff’s concurrence
o Octoberfest, scheduled for Oct. 2, 2021, as a result of notification by event
organizer, the Rotary Club of Carlsbad
Communication & Engagement
• Communicated via city communication channels about the following topics related to
the COVID-19 public health emergency:
o Extending in-person service hours for libraries, community centers with gyms, Leo
Carrillo Historic Ranch, Cannon Art Gallery, front counter services at the Faraday
Center and outdoor gathering spaces
o California State of Emergency declaration will extend to the end of 2021
o Water bill assistance
o Emergency rental assistance extension
