For Public Hearings it Is not necessary to fill out a "Speaker Card". For all other items, fill out a "Speaker Card". a. For items listed on the agenda (including Consent Calendar), there is a five (5) minute time limit on individual speakers. b. For items not listed on the agenda (Public Comment), there is a three (3) minute time limit on individual speakers. 2. Before the item is heard, hand the card to the Clerk. 3. When called by the Mayor, come forward and begin by stating your name and address. OTHER INFORMATION: > Citizens may have an item listed on a future agenda by submitting a letter to the City Manager. Unless the Mayor, with the consent of the Council, otherwise directs, such presentations shall be limited to ten (10) minutes. > It is Council's policy to adjourn meetings no later than 10:00 P.M. > Persons with a disability may request an agenda packet in appropriate alternative formats as required by the Americans with Disabilities Act of 1990 by contacting the City Manager's office at (760) 434-2821 (voice), 711 (free relay service for TTY users), 760-720-9461 (fax) or manager(S)carlsbadca.gov by noon on the Monday preceding the meeting. AB #21,749 - Approval of Resolution No. 2014-234, accepting the contract with RMV Construction, Inc. for construction ofthe Vancouver Street HDD Sewer Extension, Project No. 5515, as complete and directing the City Clerk to record a Notice of Completion and release bonds in accordance with state law and city ordinances. ACTION: 5-0 2. AB #21,750 - Approval of Resolution No. 2014-235, awarding a Master Purchase Agreement for the procurement of Traffic Signal Battery Back-up Systems per the Traffic Signal Program, Capital Improvement Program, Project No. 6320, In the amount of $565,997. AB #21,752 - Approval of Resolution No. 2014-236, approving agreements and authorizing the Public Works Director to sign agreements for replacement of overhead utilities with underground facilities for the El Camlno Real Widening Improvements, Project No. 3957. AB #21,753 - Approval of Resolution No. 2014-237, authorizing execution of the Board of State and Community Corrections Police Grant Funds Memorandum of Agreement and accepting funds in the amount of $57,072 from the City of San Diego for AB109 enforcement in Carlsbad. ACTION: 5-0 ORDINANCE FOR INTRODUCTION: None. ORDINANCES FOR ADOPTION: 6. AB #21,754 - Adoption of Ordinance No. CS-262, approving a Municipal Code Amendment to subsections 11.44.060 and 11.44.100 of the Carlsbad Municipal Code for purposes of providing additional flexibility in sign design; and naming the Communications Manager as an additional person authorized to approve way-finding signs. City Manager's Recommendation: Adopt Ordinance No. CS-262. ACTION: 5-0 7. AB #21,755 - Adoption of Ordinance No. CS-263, approving an amendment to the Westfield Carlsbad Specific Plan (SP 09-01) to remove all provisions from the Specific Plan allowing for digital signs within the Westfield Carlsbad Specific Plan boundary area on property generally located west of El Camino Real and bisected by Marron Road in Local Facilities Maintenance Zone 1, and Adoption of Ordinance No. CS-264, approving an amendment to the Westfield Carlsbad Specific Plan (09-01) to amend the use classifications: Table 4 of the Westfield Carlsbad Specific Plan to include as permitted uses automobile dealerships (maximum of 2) for electric cars only at this location and automobile service and repair of electric cars when ancillary to an existing automobile dealership within the Westfield Carlsbad Specific Plan on property generally located west of El Camino Real and bisected by Marron Road in Local Facilities Maintenance Zone 1. City Manager's Recommendation: Adopt Ordinance Nos. CS-263 and CS-264. ACTION: 5-0 PUBLIC COMMENT; In conformance with the Brown Act, no Council action can occur on items presented during Public Comment. A total of 15 minutes is provided so members of the public can address the Council on items that are not listed on the Agenda. Speakers are limited to three (3) minutes each. AB #21,756 - Approval of Resolution No 2014-238, approving Major Review Permit RP 14-04 to allow for the construction of a 2-story, 3,939 square foot commercial office building (Tuscan Office Suites) on property located at 2753 Jefferson Street in Land Use District 7 of the Village Review Zone and within Local Facilities Management Zone 1. City Manager's Recommendation: Take public Input, close the public hearing and adopt Resolution No. 2014-238. ACTION: 4-1 (Packard-No).
