A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, ACCEPTING THE FISCAL YEAR 2019-20 PLANNING
COMMISSION ANNUAL WORK PLAN REPORT, AND APPROVING THE
FISCAL YEAR 2020-21 AND 2021-22 PLANNING COMMISSION WORK
PLANS
WHEREAS, Chapter 2.15 of the Carlsbad Municipal Code (CMC) requires that each board
or commission provide to the City Council for its approval an annual work plan of activities to be
undertaken by the board or commission and a subsequent report of its accomplishments; and
WHEREAS, CMC Section 2.24.030 delineates the functions of the Planning Commission
(Commission); and
WHEREAS, the City Council approved the fiscal year 2019-20 Planning Commission Work
Plan on Dec. 10, 2019; and
WHEREAS, the Planning Commission met 16 times during the 2019-20 fiscal year to
perform their functions and accomplish 2019-20 fiscal year work plan tasks; and
WHEREAS, on March 17, 2021, the Planning Commission considered their work plan for
fiscal years 2020-21 and 2021- 22; and
WHEREAS, after receiving a staff presentation and commissioner discussion, the Planning
Commission voted to recommend that the City Council approve the fiscal year 2020-21 and 2021-
22 Planning Commission Work Plans.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1.That the above recitations are true and correct.
2.That the City Council accepts the fiscal year 2019-20 Planning Commission Work
Plan Annual Report, attached hereto as Attachment A.
3.That the City Council approves the fiscal year 2020-21 and 2021-22 Planning
Commission Work Plans, attached hereto as Attachment B and C.

Fiscal Year 2019-20 Planning Commission Work Plan
Annual Report
I.Mission Statement
The Planning Commission holds regularly scheduled public hearings to consider land use matters, such as the general plan, local
coastal program, growth management program, specific plans, master plans, amendments to the zoning ordinance, zone
changes, special studies, and discretionary development permits for public and private projects.
For some actions, the Planning Commission acts in an advisory role and provides a recommendation to the City Council. In many
cases the City Council has delegated to the Planning Commission the authority to take a final action on the item subject to
appeal to the City Council. Prior to an item being considered by the Planning Commission the Planning Division staff complete its
review of a proposed project for compliance with all applicable plans, policies, and laws and provides a written
recommendation.
Planning Commissioners also serve on special committees or task forces as requested by the City Council.
II.Composition
The Planning Commission consists of seven members appointed by the City Council to a four-year term. There are also three ex
officio members who shall be the City Planner, Assistant City Attorney, and City Engineer.
III.Fiscal Year 2019-21 Goals & Tasks
The City of Carlsbad Planning Commission has selected to focus on the following goals and tasks:

Local Coastal Program — Comprehensive Complete The Planning Commission received an

overview of the Local Coastal Program
Land Use Plan Update on November

On Dec. 2, 2020, Jan. 6, 2021 and Jan.
13, 2021 the Planning Commission
held a public hearing to consider the
draft plan. On Jan. 13, 2021 the
Planning Commission voted
unanimously to recommend approval

GOAL/TASK STATUS • COMMENTS/RECOMMENDATION
Zoning Code Update Inactive Project was put on hold so staff could
focus on other priority projects. An
administrative draft of the updated
Zoning Code has been prepared.
Housing Element Update 2021-2029 Completed On Oct. 7, 2020 the Planning
Commission received an
informational presentation on the
update to the General Plan Housing
Element.
On March 3, 2021 the Planning
Commission recommended approval
of an Addendum to EIR 13-02 and an
amendment to the General Plan '
Housing Element.
Growth Management Program Update Inactive No work was initiated on the project
pending direction from the City
Council. Level of involvement from
the Planning Commission has not
been determined.
Density Bonus Ordinance Update Complete On Oct. 2, 2019 the Planning
Commission recommended approval
of a General Plan Amendment, Zone
Code Amendment and Local Coastal
Program Amendment to update the
city's inclusionary housing and
density bonus zoning ordinance to
conform to changes in state law.

Guidelines for Multi-Family Residential
Structures (Subject to City Council
approval to submit an application for an
SB 2 Grant and award of state funding)
Pending. Waiting for approval from the
California Housing and Community
Development Department to start work.
On Jan. 26, 2021 the City Council
approved an agreement for
professional consulting services with
RRM Design Group to assist in
preparation of objective design
standards for multi-family housing
and mixed-use development
projects outside of the Village and
Barrio Master Plan area. The City
Council also directed staff to submit
to the California Housing and
Community Development
Department a request to update the
SB 2 scope of work and project
schedule.
Private Development Projects
Marja Acres- 248 townhomes, 46 affordable
senior apartments, and 10,000 square feet of
commercial space.
Completed On Sept. 16, 2020 the Planning
Commission recommended
approval of certification of an

of development permits on 20.65
acres located at 4901 El Camino
Real.

Permit and Variance to replace Fire
Station No. 2; and approved a
Conditional Use Permit and Coastal
Development Permit to install a
temporary Fire Station at the Dove
Library parking lot.
Buena Vista Reservoir Site Park Completed On Oct. 2, 2019 the Planning
Commission approved a Conditional
Use Permit to allow for the
construction of a passive park located
at 1605 Buena Vista Way.
