Subject: Palomar Airport Advisory Committee Update and Input to the
Committee’s Carlsbad Resident Representative

Recommended Action
Receive a presentation from, and provide input to, Winthrop Cramer, the Carlsbad resident
representative on the Palomar Airport Advisory Committee and provide input on matters
pertaining to Palomar Airport.
Executive Summary
This item is to receive an informational update from, and to provide input to, the Carlsbad
resident representative on the Palomar Airport Advisory Committee.
Discussion
Background
The San Diego County Palomar Airport Advisory Committee advises the San Diego County Board
of Supervisors and the county chief administrative officer on matters related to Palomar
Airport, in accordance with the following Committee duties and responsibilities:
1.To review and make recommendations on issues pertaining to noise control at Palomar
Airport
2.To review and make recommendations regarding land use within the Airport influence
area
3.To review and make recommendations regarding issues pertaining to the development
and operations of Palomar Airport
4.To provide an open forum between the Communities and the County on matters
pertaining to Palomar Airport
5.Any other items as may be assigned to the Committee by the Board of Supervisors
Section 731 of the San Diego County Administrative Code provides that:
The Committee shall consist of nine members. The nine members shall be nominated by
the Supervisor from the Fifth Supervisorial District and appointed by the Board of
Supervisors. Of these nine members, one each must reside in the cities of Carlsbad,
Vista, San Marcos and Oceanside and these cities may each identify one resident from

their city as a candidate for the Fifth Supervisorial District to consider for nomination to
the Board of Supervisors. Five members shall be from the general public who reside
within the Fifth Supervisorial District.
On March 26, 2019, the City Council adopted Resolution No. 2019-044, nominating Carlsbad
resident Winthrop Cramer to serve on the Palomar Airport Advisory Committee, and Shirley
Anderson as the alternate nominee.
On May 21, 2019, the San Diego County Board of Supervisors unanimously approved the
appointment of Winthrop Cramer to the Palomar Airport Advisory Committee, Seat No. 3, for a
term to expire January 2, 2023.
Mr. Cramer will provide an update to the City Council on matters related to Palomar Airport.
Options
The City Council may choose to provide input on matters related to Palomar Airport, or not.

Not applicable.
Next Steps
The next meeting of the Palomar Airport Advisory Committee is scheduled for May 20.
Environmental Evaluation (CEQA)
This action does not constitute a “project” within the meaning of the California Environmental
Quality Act under California Public Resources Code Section 21065 in that it has no potential to
cause either a direct physical change in the environment or a reasonably foreseeable indirect
physical change in the environment. Therefore, it does not require environmental review.
Public Notification
Public notice of this item was posted in keeping with the state’s Ralph M. Brown Act and it was
available for public viewing and review at least 72 hours before the scheduled meeting date.
