Recommended Action
Adopt a resolution approving three additional Arts & Culture Master Plan initiatives in fiscal
year 2021-22.
Executive Summary
At the meeting of April 13, 2021, the City Council received a status update on the Arts & Culture
Master Plan. Staff provided additional initiatives for the City Council to consider supporting in
fiscal year 2021-22. The City Council directed staff to pursue three new Arts & Culture Master
Plan initiatives in fiscal year 2021-22 and to return with a resolution memorializing this
direction and authorizing inclusion of these costs in the fiscal year 2021-22 operating budget.
Discussion
Following the presentation, the City Council approved this financial support for three new Arts
& Culture Master Plan initiatives in fiscal year 2021-22:
1.Ongoing annual cost of $107,392 for additional part-time staffing to support arts
education and outreach efforts
2.One-time increase of $9,680 to community arts grant funds for fiscal year 2021-22 to
address the volume of requests that outpace available grant funding
3.One-time $50,000 to engage a consultant to assess the current status of the gallery’s
amenities, review current and future trends in presenting exhibitions and recommend
best practices for developing a plan, process and timeline to upgrade the William D.

Fiscal Analysis
Costs associated with the three approved initiatives are listed below. Funding for them will
be included in the city’s fiscal year 2021-22 operating budget.

Next Steps
The Library & Cultural Arts department will apply these funds as appropriated in the fiscal year
2021-22 budget to develop and implement the three approved initiatives.
Environmental Evaluation (CEQA)
In accordance with Public Resources Code Section 21065, receiving this report does not
constitute a “project” within the meaning of the California Environmental Quality Act in that
it has no potential to cause either a direct physical change in the environment, or a
reasonably foreseeable indirect change in the environment, and does not require
environmental review.
Public Notification and Outreach
Public notice of this item was posted in keeping with the Ralph M. Brown Act and it was
available for public viewing and review at least 72 hours before the scheduled meeting date.

RESOLUTION NO. 2021-121
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA APPROVING THREE ADDITIONAL ARTS & CULTURE MASTER
PLAN INITIATIVES IN FY 2021-22
WHEREAS, the City Council of the City of Carlsbad, California has shown its commitment to
fostering arts and culture in the community as a core value of life in Carlsbad through the previous
approval of the Arts & Culture Master Plan; and
WHEREAS, the City of Carlsbad finds that city resources dedicated to the arts and culture will
result in significant and important value to its residents, the arts and culture sector and the overall
community by supporting artists and the creation of dynamic arts and cultural experiences; and,
WHEREAS, the Cultural Arts Office presented a progress report to the City Council, including
additional initiatives to consider; and,
WHEREAS, the City Council authorized the launch of three additional initiatives and the
associated funding.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California as
follows:
1.That the above recitations are true and correct.
2.That the City Council authorizes three additional Arts & Culture Master Plan initiatives
including staffing to support arts education and outreach efforts, increased Community
Arts Grants funding and a consultant to develop a plan to upgrade the William D. Cannon
Gallery.
3.That funding including $167,072 one-time and $107,392 annual ongoing for the
authorized initiatives will be incorporated into the preliminary fiscal year 2021-22
operating budget.
