Recommended Action
Adopt a resolution confirming the mayoral appointment of the primary member to the North
County Dispatch Joint Powers Authority.
Executive Summary/Discussion
On May 11, 2021, at the request of Mayor Pro Tem Blackburn, the City Council directed staff to
return with an item to appoint a new primary member to the North County Dispatch Joint
Powers Authority. This joint powers authority provides fire and medical emergency dispatch
services to most city fire departments in North San Diego County.
Carlsbad Municipal Code Section 2.04.100 requires the City Council to meet after a new
member is sworn in, or annually at the beginning of the calendar year, to appoint members to
boards, commissions, committees or other bodies. The code section does not preclude the City
Council from considering committee assignments at other points in time during the year.
Exhibit 2 is a list of the City Council regional committee assignments as confirmed by the City
Council on Jan. 12, 2021. The list does not include those committees on which various City
Council members serve as a result of their appointments by other agencies.
Fiscal Analysis
There is no fiscal impact associated with the recommended action.
Next Steps
The city clerk will update the city’s website and City Council meeting agenda template to reflect
the new committee assignment.
Environmental Evaluation
This action does not constitute a “project” within the meaning of the California Environmental
Quality Act under California Public Resources Code Section 21065 in that it has no potential to
cause either a direct physical change in the environment or a reasonably foreseeable indirect
physical change in the environment and therefore does not require environmental review.

Public notice of this item was posted in keeping with the state's Ralph M. Brown Act and it was
available for public viewing and review at least 72 hours before the scheduled meeting date.

RESOLUTION NO. 2021-123
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, CONFIRMING THE MAYORAL APPOINTMENT OF THE PRIMARY
MEMBER TO THE NORTH COUNTY DISPATCH JOINT POWERS AUTHORITY
WHEREAS, Carlsbad Municipal Code Section 2.04.100 authorizes the Mayor to appoint, with
City Council concurrence, City Council members to various regional committee assignments as listed in
Attachment A; and
WHEREAS, Mayor Pro Tern Blackburn is no longer able to serve on the North County Dispatch
Joint Powers Authority as the primary member; and
WHEREAS, on May 11, 2021, the City Council directed staff to return with an item to appoint a
new primary member to the North County Dispatch Joint Powers Authority; and
WHEREAS, the City Council shall consider the mayoral nomination.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1.That the above recitations are true and correct.
2.That the following is the mayoral appointment of the primary member to the North
County Dispatch Joint Powers Authority and is confirmed for a term ending in Dec. 2021
or until a replacement is appointed:
Primary Member: Teresa Acosta
3.That the City Clerk is directed to update the regional committee assignments listed in
Attachment A to reflect the new primary member to the North County Dispatch Powers
Authority.
