SUBJECT: CT 2017-0006/SDP 2018-0013 (DEV2017-0213)-ROOSEVELT TOWNHOMES-
AB 1561/SB 281 EXTENSION
The Planning Division has completed a review of your request for an extension of Tentative Tract Map
2017-0006 and Site Development Plan SDP 2018-0013 -ROOSEVELT TOWNHOMES, pursuant to
California State Assembly Bill AB 1561 and Senate Bill 281 (Government Code Section 65914.5). After
careful consideration of the circumstances surrounding this request, it has been determined that the 18-
month extension for "housing entitlements" pursuant to California State Assembly Bill AB 1561 and
Senate Bill 281 (Government Code Section 65914.5) applies to Tentative Tract Map 2017-0006 and Site
Development Plan SDP 2018-0013 -ROOSEVELT TOWN HOMES. Therefore, the City Planner APPROVES
this extension of Tentative Tract Map 2017-0006 and Site Development Plan SDP 2018-0013 for
eighte!!n (18) months from May 21, 2021, to November 21, 2022, based on the following findings and
conditions.
Findings:
1. That the project qualifies for an automatic 18-month extension as a "housing entitlement" pursuant
to California State Assembly Bill AB 1561 and Senate Bill 281 (Government Code Section 65914.5).
2. That all of the findings contained in City Council Resolution No. 2019-071 dated May 21, 2019 and
Planning Commission Resolution No. 7326 dated April 3, 2019, apply to this extension and are
incorporated herein by reference and remain in effect.
Conditions:
1. All conditions contained in Planning Commission Resolution No. 7326 (CT 2017-0006 and SDP 2018-
0013) dated April 3, 2019 apply to this extension and are incorporated herein by reference and remain
in effect, except for Condition No. 9 of Planning Commission Resolution No. 7326 which is replaced
by Condition No. 2 below.
2. This extension of Tentative Tract Map 2017-0006 and Site Development Plan SDP 2018-0013 is
granted for a period of eighteen (18) months from May 21, 2021, through November 21, 2022,
unless extended per Chapter 20.24.180 of the Carlsbad Municipal Code.
