Mr. Clark:
As requested, Construction Testing & Engineering, Inc. (CTE) has performed the necessary
observation and testing of fill materials during recent earthworks at the referenced site. This letter is
provided as certification that the recent fill placement has been conducted in general conformance
with the recommendations specified in the approved project soils report referenced above. In
addition, CTE observed the excavations for the soldier beams and footings. Based on our
observations the following was noted:
•Excavations appeared to be dimensioned as per or greater than indicated on the
approved project plans and extend to appropriate bearing strata.
•The bottoms of all foundation excavations appeared or probed dense indicating
adequate bearing capacity.
•The materials exposed at the bottom of the foundation excavations appeared to be
dense native materials as anticipated by the project soils report.
•The proposed foundations are considered suitable for support of the proposed
improvements.
Field-testing of the compacted material in the AC pavement sections and subgrade preparation was
also performed in accordance with ASTM D-6938-17 (nuclear method). Results of the field-testing
indicate that fill materials were compacted to a minimum of 90 percent (or 95 percent, depending on
location) of the laboratory maximum dry density as determined by test method ASTM D-1557.
Tabulated results of the field compaction testing performed are provided in the attached Table I,
“Compaction Test Summary”. The laboratory maximum density results are provided in Table II,
