North Coastal Cities' Bikeshare Pilot Project Update {Districts -All)
This memorandum provides an update on a previous Council Memorandum dated
. Jan. 28, 2021, on the north coastal cities' bikeshare pilot project (Attachment A).
Background
On May 7, 2019, staff presented to the City Council an update on the efforts of north coastal
cities and other agencies, including the Cities of Carlsbad, Oceanside, Encinitas, Solana Beach
and Del Mar; North County Transit District (NCTD); San Diego Association of Governments
(SAN DAG); and Marine Corps Base Camp Pendleton (collectively known as the North Coastal
Cities' partnership (NCC)) to implement a multi-agency electric bikeshare system. The City
Council dedded not to participate in the bikeshare pilot project at that time and requested that
staff monitor the activities during the pilot year and report back with data periodically.
The three cities that initially decided to participate in the pilot project were the Cities of
Encinitas, Solana Beach and Del Mar. The City of Oceanside also declined to participate in the
pilot project but indicated they would reconsider their decision after reviewing the first-year
results. Marine Corps Base Camp Pendleton, NCTD and SANDAG remained involved in
reviewing the progress of the three cities but were not signatories in the bikeshare pilot project
contract.
The City of Encinitas acted as the lead agency on behalf of the NCC in preparing a Request for
Information (RFI) seeking interested bikeshare vendors and developing a model license
agreement. The City of Encinitas received proposals from six bikeshare operators, and staff
from the cities of Encinitas, Solana Beach and Del Mar selected Gotcha Rides, LLC, or Gotcha, as
the preferred operator for the NCC bikeshare pilot project. On May 16, 2019, the Cities of
Encinitas, Del Mar and Solana Beach entered into a license agreement with Gotcha.
Unfortunately, due to substantial challenges related to supply chain logistics such as China
import tariffs and the COVID-19 pandemic, several delays in progress occurred and Gotcha was
unable to fulfill the partnership's order of 500 electric bicycles (e-bikes). The three cities
terminated the vendor's contract due to their inability to provide the requested services.
Subsequently, the cities of Solana Beach and Del Mar decided not to participate in the

partnership any longer, and the City of Encinitas remained as the sole north county city to
pursue the bikeshare pilot project.
Discussion
After termination of the agreement with Gotcha, the City of Encinitas contacted another
vendor, BCycle, LLC, or BCycle, who was one of the vendors that responded to the original NCC
bikeshare pilot project RFI. Based on the renewed discussions between BCycle and the NCC, it
was determined that they could offer a program similar to Gotcha's. BCycle was still interested
in offering a bikeshare program to the north county coastal cities, and the NCC partners and
BCycle mutually agreed that a modified program with a smaller initial pilot area limited to the
City of Encinitas would be prudent.
On May 12, 2021, the City of Encinitas City Council authorized their city manager to execute a
license agreement with BCycle to operate a bikeshare pilot project in their city. As discussed
during the City Council meeting, BCycle felt confident that with the backing of its parent
company, Trek, and support from its Encinitas-based sister company, Electra Bicycles, it can
deliver a robust bikeshare program despite the current economic conditions and global supply
chain logistics challenges. If the pilot project is successful, BCycle intends to expand operations
to other north county coastal cities, provided that agreements are reached with those cities.
BCycle will provide the City of Encinitas with a fully docked system, minimizing the concern for
bike clutter or potential safety issues related to poorly parked bikes. The initial launch of the
program will include 100 e-bikes, approximately 170 bike parking docks and 10 stations, with a
provision in the agreement to deploy up to 250 e-bikes and 500 parking docks.during the pilot
term with City of Encinitas approval. The system and proposed bike station locations are shown
in Attachment B. The bikeshare system will include a dedicated local support team managed by
the vendor that will rebalance bikes between stations, maintain and replace the batteries on
bikes daily.
BCycle has indicated it can launch the City of Encinitas bikeshare pilot project within five
months after execution of the agreement. This will include a one-year initial agreement term
with the option to extend the term based on mutual agreement with the city for up to three
successive years. Other agreement details are as follows:
• Required rapid response time from BCycle if complaints are received or issues occur
• Sufficient staffing to support management of the bike fleet, including maintaining the
bikes in good working order, replacing bike batteries in a timely manner and rebalancing
distribution of the bikes as needed
• Bikeshare data will be provided to the city and SAN DAG to help manage and assess the
pilot project and plan future bike infrastructure based on riding patterns
• Liability for operation of the bikeshare program is placed solely with BCycle

• Requires BCycle to provide education to users on bikeshare use including bicycle laws,
etiquette and safety
• Requires selection of sponsors to be allowed only based on detailed guidelines
established in the agreement
• Requires city approval of bike station locations through the issuance of an
encroachment permit
Next Steps
Staff will continue to participate in discussions with the City of Encinitas and the other north
coastal cities regarding the future of bikeshare in north county and will report to City Council as
needed.
The City of Encinitas' vendor, BCycle, has indicated that they will evaluate the success of the
program in Encinitas and may expand if there is mutual interest from other north county cities.
The City of Oceanside has expressed interest in joining the program if the City of Encinitas pilot
project proves to be successful.

Oct. 15, 2020 (Attachment A).
Background

and Marine Corps Base Camp Pendleton, to implement a multi-agency electric bikeshare
system. City Council decided not to participate in the bikeshare pilot project at that time, but
requested that staff monitor the activities during the pilot year and report back with data
periodically.

to disruptions in the international supply chain. The three cities then terminated the vendor's
contract. Subsequently, the cities of Solana Beach and Del Mar decided not to participate in the
partnership any longer and the City of Encinitas remained as the sole north county city to
pursue thee-bike share pilot program.

The City of Encinitas has selected BCycle as the new vendor to provide an initial order of 100 e-
bikes to establish a pilot program within the city. BCycle is owned by Trek Bicycle and a
subsidiary of Encinitas-based Electra Bicycle Company.
The system in Encinitas will consist of docked e-bikes, which offers the benefit of automatic
charging at the dock stations and will minimize the potential for bicycles to be cluttered on
sidewalks. The system will be similar to thee-bike share system currently being implemented in
the City of Santa Barbara, which is shown in Attachment B. The roll-out of the pilot program in
the City of Encinitas is anticipated to be in the second quarter of 2021.
Next Steps
Staff will continue to actively participate in discussions with the other north coastal cities
regarding the future of bikeshare in north county and will report to City Council as needed. The
