1.0 BACKGROUND
This document provides information regarding testing of compacted fill for the grading operations
completed in 2018 and 2019 at the recently completed Lot 20 located on Whiptail Loop in Carlsbad,
California. Our work was authorized through CTE proposal No. G-4083A.
The subject site (Lot 20) was previously graded in 2007 as part of a larger mass grading operation of
multiple lots, under the observation of others (Geocon, 2007). Based on as-graded documentation,
existing fill, topsoil, and alluvium were removed to expose weathered granitic rock. Where practical,
the exposed ground was scarified, moisture conditioned, and compacted. Fill materials from on-site
excavations were placed and compacted until rough design elevations were reached. Removals
generally ranged from approximately two to five feet below original ground surface. Where bedrock
was exposed at the surface or within five feet of rough grade, the bedrock was overexcavated to a
minimum of five feet below rough grade. Based on the As-Graded Geologic Map (Figure 3) of the
referenced report, deeper fill materials are present near the southeastern corner, where approximately
30 feet or greater of fill was placed.
Canyon subdrains were installed during the rough grading phase, which were surveyed by the project
civil engineer. Canyon subdrains consist of six-inch perforated PVC pipe encapsulated by ¾-inch
gravel and wrapped in filter fabric. Based on the referenced report, a subdrain traverses Lot 20 near
the southeastern corner of the property.

The attached Figure 1 shows the approximate location of the site and surrounding area, and Figure 2
provides a Compaction Test Location Map.
2.0 PROJECT INFORMATION
This report includes a summary of test results and observations performed by CTE during the recent
placement of compacted fill for the proposed building pads and associated improvements.
Conditions encountered at the site were generally as anticipated in the referenced soils report
(Geocon, 2007) and update letter (CTE, 2017). Specifically, existing previously placed engineered
fill was overexcavated a minimum depth of one foot or deeper to competent materials.
Overexcavation bottoms were observed by CTE prior to scarification and placement of compacted
engineered fill. Structure footings were excavated into competent previously placed engineered fill
materials, as observed by CTE. CTE performed Expansion Index (EI) testing on proposed engineered
fill materials, and the results of the testing suggest Very Low expansion potential (i.e., EI < 20) for
the fill materials.
Two Mechanically Stabilized Earth (MSE) walls were constructed along the northwestern and
eastern portion of the site. The wall backcut materials were appropriately excavated and then
replaced as engineered fill. CTE’s observations and testing included preparation of the wall
foundation zone; block, pin, and geogrid placement; and compaction of wall backfill materials. Other
areas, including pavement and flatwork areas, were generally overexcavated a minimum of one foot
prior to the placement of compacted fill.

Excavations and compaction within the improvement areas were conducted with heavy duty
compaction equipment (e.g., bull dozer, excavator with sheep’s foot compactor, rubber-tired loader
with full bucket, water truck/water hose, etc.).
3.0 FILL PLACEMENT
Fill soils consisting of onsite stockpiled materials were generally placed in uniformly compacted lifts
at or above optimum moisture content. Compaction was performed to the appropriate minimum
values (90 percent for building pad areas and 95 percent for the upper one foot in pavement subgrade
areas), as determined by ASTM D1557. Grading was performed using standard heavy duty
construction equipment. Backfill placement and compaction were performed in substantial
conformance with the project geotechnical recommendations provided in the referenced geotechnical
documents.
4.0 TESTING
Testing was performed to supplement field observations. Testing of compacted fill addressed by this
report was conducted, as scheduled by the general contractor, between July, 2018 and April, 2019.
Field-testing of the compacted fill soil was conducted in accordance with ASTM D-6938-17 (nuclear
method). Results of the field-testing indicate that fill materials were compacted to at least 90 percent
or 95 percent (depending on location) of the laboratory maximum dry density, as required, in
accordance with ASTM D 1557. Fill material was generally compacted at or above optimum
moisture content.

Tabulated results of the field compaction testing are provided in the attached Table I, “Compaction
Test Summary.” Laboratory determination of the reference compaction values for the fill materials
is provided in Table II, “Laboratory Test Results.” Figure 2 shows the approximate location of the
building pad compaction tests performed.
Based on site observations and laboratory testing, it appears the expansion potential for near-surface
onsite materials is generally Very Low (Expansion Index < 20).
5.0 ADDITIONAL CONSTRUCTION OBSERVATION
Additional grading and backfilling, if any, should be observed and tested by CTE. In addition, prior
to any significant future development, an appropriate update geotechnical investigation and report
should be completed.
6.0 CONCLUSIONS AND RECOMMENDATIONS
CTE concludes that the soil engineering and engineering geologic aspects of the fine grading covered
by this report are in substantial conformance with the referenced geotechnical recommendation
reports and the applicable grading plans.
7.0 LIMITATIONS
As limited by the scope of the services that CTE agreed to perform, opinions presented herein are
based on observations, test results, and understanding of the proposed site development. CTE’s
service was performed according to the currently accepted standard of practice by reputable
consultants. No warranty, express or implied, is given or intended with respect to the performance of

the project in any respect. Submittal of this report should not be construed as relieving the grading
contractor of his responsibility to comply with the project requirements. The recommendations
presented in the geotechnical documents have been developed in order to reduce the potential
adverse effects of differential soil settlement. However, even with the design and construction
precautions provided, some post-construction movement and associated distress should be
anticipated.
